RESOLUTION NO. 24-59
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMMERCE, CALIFORNIA AUTHORIZING STAFF TO SEND AN OPPOSITION LETTER SIGNED BY THE MAYOR TO THE STATE OF CALIFORNIA FOR AB 2986 (W. CARRILLO).

WHEREAS, AB 2986 is a feasibility study that would establish a task force under the Local Agency Formation Commission for the County of Los Angeles (LALAFCO) to explore the possibility of East Los Angeles becoming a “special district” with local elected leaders or becoming a municipality; and WHEREAS, by December 2026, the bill would require the task force to complete and submit a report to the Legislature on the potential impacts of city and special district incorporation in East Los Angeles, including an analysis of advantages, disadvantages, and recommendations for future actions; and WHEREAS, AB 2986, as introduced on February 16, 2024, addressed affordable housing and the Los Angeles County Affordable Housing Solutions Agency (LACAHSA). On March 21st, the bill was gutted and amended by Assemblymember Carrillo to refocus the bill on unincorporated East Los Angeles; and WHEREAS, The proponents of AB 2986 contend that East Los Angeles has been torn apart by the annexation of commercial assets into the City of Commerce; and WHEREAS, Residents and businesses who set out in 1959 to incorporate the City of Commerce worked diligently to make the City the 67th city in Los Angeles County and through this collaborative effort in 1959 it paved the way for the City to mark itself as a strong economic hub for many businesses; and WHEREAS, The City’s economic development provides over 49,000 jobs for many Commerce and regional residents, improving the livelihood and economy of the region; and WHEREAS, The bill is estimated to cost taxpayers 6 million to implement, potentially jeopardizing union jobs and causing an immediate, multimillion-dollar budget deficit that East Los Angeles residents and businesses would have to pay through higher taxes, reduction of community programs, or outsourcing services.

NOW, THEREFORE, THE CITY COUNCIL DOES HEREBY RESOLVE, DECLARE AND DETERMINE AS FOLLOWS:

Section 1. The City Council of the City of Commerce hereby finds and declares that the foregoing recitals are true and correct, and incorporates them herein as findings and as a substantive part of this Resolution Section 2. Authorizes staff to execute the support letter signed by the Mayor for and on behalf of the City of Commerce to Section 3. The Mayor is authorized to execute the Resolution and sign the letter of opposition for AB 2986 on behalf of the City of Commerce.

Section 4. This Resolution shall take full force and effect immediately upon adoption by the City Council PASSED, APPROVED AND ADOPTED this 24th day of June, 2024. _______________________________
