BACKGROUND:
The California Department of Transportation (Caltrans) developed the Clean California Local Grant Program (CCLGP) as part of a two-year program through which approximately $296 million in funds is going to local communities to beautify and improve local streets and roads, tribal lands, parks, pathways, and transit centers to clean and enhance public spaces. Through the combination of adding beautification measures and art in public spaces along with the removal of litter and debris, this effort will enhance communities and improve spaces for walking and recreation.
On March 8, 2022, staff notified City Council that the City had been awarded $4,955,257 to fund the Pathways for Hope Project (Project). A portion of the grant in the amount of $411,800 was approved for the design and installation of murals at 3 Caltrans facilities in the City.
The mural designs include architectural elements of the Citadel Outlets and train stations, City of Commerce unity and family dynamics, the hard work and perseverance of the community achieved through its industrial center, images of flowers to brighten up a once dark walkway, and images of water polo players and divers to showcase the City’s water polo team. The City Council approved the final mural designs for the three (3) locations shown below. Subsequently, staff requested proposals from Vivache Designs and other mural artists which resulted in the City receiving only one proposal from Vivache Designs for $898,523. The 3D rendering links below reflect the final approved concepts.

The Grant designated $411,800 to be used for murals. Given the proposed amount to install the murals, the City Council may want to consider the following installation options:
Options
Mural Locations
Total Cost*
Total Shortfall
1 All 3 – Telegraph, Triggs, Leonis
$1,130,322
$718,522
2 2 – Triggs and Leonis only
$688,896
$277,096
3 1 – Triggs only
$509,428
$97,628
*includes installation costs, contingencies, and construction management and inspection services.
Depending on Council’s direction, an additional appropriation from Art in Public Places Funds would be required as shown above in the last column. Staff recommends that City Council approve Option 2 and adopt the attached Resolution.
City staff will resume working with Caltrans to obtain final formal approval for the installation of the designs on the underpass of the freeways after final City Council approval. Caltrans has reviewed and initially informally approved the murals.
It is important to note that the Clean California Grant awarded the grant funds based on the three (3) specified locations, reducing the number of locations will likely require an Amendment to the Grant Agreement. However, staff did notify Caltrans of the higher than expected costs and Caltrans indicated there are other grant recipients who have reported a similar experience. Caltrans is expecting changes in scope and the potential need to execute an amendment.
ALTERNATIVES:
Approve staff recommendation
Disapprove staff recommendation
Provide further direction to staff
FISCAL IMPACT:
The total estimated cost of this project for the Mural Design Installation, contingencies, construction management, and inspection services will be based on the Option Selected of which budgeted $411,800 will be covered by the Clean California Cycle 1 Grant based on reimbursement. Additional funds will be required to be allocated to account no.41-5180-57010.50009 to cover the total project cost shortfall based on the Option selected. Should Council proceed with staff’s recommendation and approve Option 2, $277,096 will be required as an additional appropriation from Art in Public Places.
