Item No.

TO: Honorable City Council
FROM: City Manager
SUBJECT: Capital Improvement Program Overview for FY 2024/2025 Meeting Date: July 23, 2024
RECOMMENDATION:

The City Council will consider adopting a Resolution approving the Capital Improvement Program (CIP) for Fiscal Year 2024/2025 and provide direction to staff regarding priority projects.

ANALYSIS:

Annually, staff presents City Council with a proposed CIP for consideration and prioritization, which includes an opportunity for all departments to submit their requests to the Public Works Department. The attached list represents potential projects. Staff ranked projects with additional funding sources higher in priority order. However, it is City Council’s discretion to determine their final priority order and which projects to fund through Measure AA.

On June 26, 2024, staff presented information to the Measure AA Committee with recommendations for next year’s CIP and they expressed their support of the City investing in its infrastructure and very pleased with the amount accomplished this past year and with the projects in progress and forthcoming. They recommend that the City Council approve staff’s recommended CIP Program for FY 2024/2025 as attached with Measure AA Funds. Staff further recommends that the additional appropriation of $1,212,247 Council approved on May 14, 2024 for the Pathways for Hope Project and the new request of $1,800,000 for the City Monument Sign and Landscaping Project be charged to Measure AA’s Beautification funding category.

Staff will present information related to the proposed CIP, projects completed, in progress and those forthcoming.

ALTERNATIVES:

Approve staff recommendation
Disapprove staff recommendation
Provide further direction to staff
FISCAL IMPACT:

Should Council approve the recommended CIP Program for FY 2024/2025 as presented and recommended by the Measure AA Advisory Committee, the net fiscal impact to Measure AA after recognizing reimbursable grant amounts and other funding sources would be $6,934,902. There is sufficient funding in Measure AA to allocate these funds.

RELATIONSHIP TO STRATEGIC GOALS:

The agenda item relates to the 2016 Strategic Plan
Infrastructure and Facilities
Guiding Principle 2: Develop and implement a sustainable Capital Improvement Program to ensure the quality of the existing infrastructure and to support future plans for the City; and Guiding Principle 4: Develop and invest in infrastructure and beautification projects that support economic growth.
