TO: Honorable City Council
FROM: City Manager
SUBJECT: Consideration of Approval of Professional Services Agreement for Crossing Guard Services MEETING DATE: August 13, 2024
RECOMMENDATION:

City Council will consider adopting a Resolution approving a Professional Services Agreement with All City Management Services for Crossing Guard Services for the City of Commerce.

BACKGROUND:

The City of Commerce currently provides crossing assistance at eleven (11) crossings for two (2) school districts: Los Angeles Unified School District (LAUSD) at Bandini Elementary and Montebello Unified School District (MUSD) at Rosewood School. The specific crossings are:

LAUSD:

Telegraph Rd. / Arizona St.

Triggs St. / McDonnell Ave.

Union Pacific / Eastern Ave.

MUSD:

Leonis Tunnel
Atlantic Blvd. / Jardin St.

Eastern Ave. / Harbor St.

Washington Blvd. / Fidelia Ave.

Gage Ave. / Emil Ave.

Greenwood Ave. / Gage Ave.

Couts Ave. / Leonis St.

Commerce Way / Harbor St.

ANALYSIS:

Staff released an RFP for crossing guard services and received five submissions. These submissions were evaluated based on qualifications, cost, and reliability. The previous contractor, who specializes in crossing guard services for multiple cities and has maintained an excellent service record over the past three years, emerged as the most qualified bidder.

Staff recommends awarding a contract to All City Management Services as the lowest and most responsive bidder, for an initial amount not to exceed $196,128 for eight (8) crossing guard posts. The contract amount may increase as additional posts become available due to attrition among the City’s existing community services assistants (currently, only three posts are covered by City employees).

FISCAL IMPACT:

The contract amount with All City Management Services for FY 2024-25 is not to exceed $196,128. The City Council approved $195,000 as part of the FY 2024-25 Adopted General Fund budget. Staff will revisit budgeted amount at mid-year, if necessary.

ALTERNATIVES:

Approve staff recommendation.

Reject staff recommendation.

Provide further direction to staff.

RELATIONSHIP TO STRATEGIC GOALS:

The issue before the Council is generally applicable to the following Council’s strategic goal, Fiscal Sustainability, Guiding Principle 2: Implement city business processes and operational efficiencies to streamline the cost of government, including the examination and identification of cots services and cost of recovery policies.
