CITY OF COMMERCE AGENDA REPORT
TO: Honorable City Council
FROM: Assistant City Manager
SUBJECT: Approval of two additional part-time positions and funding for the Parks and Recreation Department Meeting Date: September 10, 2024

RECOMMENDATION
The City Council will consider approving the addition of two part-time positions within the Parks and Recreation Department. The Council is also asked to consider allocating funds for these potential new positions and programs. The proposed positions are an additional Instructor Guard with an emphasis in Water Aerobics and a Fitness Instructor with an emphasis in Zumba.

BACKGROUND
The Parks and Recreation Department offers a wide range of programming and classes for the Commerce community, including community events, camps, specialty programs, sports, and more. Among these, the department offers various fitness classes to promote health and wellness among residents. These classes include aerobics, HIIT (High-Intensity Interval Training), step aerobics, yoga, body conditioning, arthritis exercises, senior chair classes, lap swimming, and water aerobics. Additionally, the fitness center is available from 5:45 a.m. to 8:00 p.m.

Classes are typically scheduled throughout the day, with a focus on morning and late afternoon sessions.

ANALYSIS
Councilmembers have expressed a desire to add an additional water aerobics class in the evening. Staff has evaluated this request and believes there is potential to offer such a class. However, there are some considerations to keep in mind, particularly because the proposed time slot for water aerobics coincides with water polo practice.

Previously, evening water aerobics classes were discontinued due to safety concerns—specifically, an incident where a participant was struck by a water polo ball. While safety measures, such as netting, have been implemented, occasional incidents still occur. Another consideration is that water aerobics classes often require loud, energetic music to create the desired atmosphere. This could interfere with the water polo and swim teams' ability to hear their coaches during practice. The water polo program currently has 100 registered athletes who practice five days a week from 4:00 p.m. to 9:00 p.m.

If approved, staff will evaluate time slots and days that will be less impactful to water polo and swim practices.

Regarding the requested Zumba class, this can be accomplished by hiring a certified Zumba instructor. Zumba is a trademarked program, and it is essential that the instructor be properly certified. Once hired, the Zumba classes can be scheduled at a location to be determined and will conduct the program twice a week.
