Department
Operational Report
Fiscal Year 23/24
Fourth Quarter
Claude McFerguson
Director of Transportation
INTRODUCTION
The City of Commerce Transportation Department staff has created the following operational report that shows the department's performance.
This report shares information about the number of people using the transportation services, how well the services are performing, financial details, and detailed trend analysis. It is designed to keep everyone informed with easyto-read, accessible, and transparent information.
The Transportation Department evaluates the services it provides to the public by monitoring various factors. Key performance indicators track the safety, customer service, and reliability of the entire bus system, along with industrystandard measurements to assess overall transit operations.
To accomplish its overall mission, Transportation has the following goals:
Goal 1: Operate a safe transit system.
Goal 2: Provide outstanding customer service.
Goal 3: Operate an efficient transit system.
Goal 4: Operate a cost-effective transit system.
These goals provide a framework for
performance indicators to quantify and
measure transportation performance.
Performance indicators are derived from
various data sources, including automatic
passenger counters on the buses, computeraided dispatch/automatic vehicle location (CAD/AVL) systems, ridership, and financial
performance data.
The CAD/AVL connects the buses seamlessly with the office scheduling and dispatching software. It automatically collects vital data dispatchers use, such as GPS locations, schedule adherence status, vehicle breakdowns, and emergencies.
The following report details each performance measure, including a description and analysis to explain differences between reporting periods.

FY 23-24
City Fuel Use Summary
Total
Fiscal Year Month DepartmentSum of Units
Fuel:Overall fuel usage is up .02 %, when compared to last fiscal year, this is due to the fact the City is getting back to the new normal following the COVID-19 pandemic.
The fuel usage for the Transportation Department is trending downward due to fact that the fleet now has a total of twelve electric vehicles.
We expect fuel usage to further decrease next year as more of the City's fleet converts to electric vehicles.

Total
Fiscal Year Month ProgramSum of Passengers
Total Passenger Ridership:We have transported 567,060 passengers for the fiscal year 2023-2024.Overall ridership increased when compared to last fiscal year. This is a positive result of the implementation of the comprehensive operational analysis (COA) in December 2021 and the return of City/Civic programs after the COVID-19 pandemic.Transit ridership increased by 20% when compared to last fiscal year.Excursion ridership increased by 67% when compared to last fiscal year.In comparison, Dial-A-Ride ridership has plateauted when compared to last fiscal year. Dial-A-Ride ridership did not grow thisfiscal year in the same way as the other modes have. This is because Parks and Recreation resumed the Senior Shuttle during fiscal year 2022-2023. Thus dipping slightly into potential ridership for Dial-A-Ride.

Fiscal Year Month ProgramSum of Total MilesSum of Revenue Miles Total Revenue Miles:The department traveled a total of 564,231 revenue miles for fiscal year 2023-2024.
Mileage is up 4 % when compared to the last fiscal year. This is because the number of Excursion trips have increased and the amount of detours that Transit buses take due to traffic has increased when compared to last fiscal year, thus resulting in more mileage.

Sum of Total HoursSum of Revenue Hours
Values
Fiscal Year Month ProgramSum of Total HoursSum of Revenue Hours Total Revenue Hours:We have accumulated a total of 57,463 revenue (billable) hours for fiscal year 2023-2024.
Similar to the other metrics, we expected revenue hours to have increased when compared to last fiscal year due to the effects of the return of Excursions. When compared to last year fiscal year, total revenue hours increased by 3%.
Transportation Department Overtime Hours
FY 23/24 Over Time Hours:SummaryOvertime hours for bus operators and maintenance staff remain high this fiscal year due to a combination of staffing shortages, having several staff out on extended medical leave, mandatory training, and the increase of Excursion trips. Attending necessary training causes overtime for bus operators who need the mandatory training in order to drive the buses legally. When full-time staff works on City holidays, this also results in a spike of overtime.OperationsOver time hours for the operations division remained high when compared to last year, no signicant changes. The number is expected to decrease once the vacant parttime bus operator position is filled in fiscal year 24/25.MaintenanceOvertime hours for the maintenance division increased by 46% when compared to last fiscal year. The City struggled to fill two vacant mechanic positions and one service worker was out on extended medical leave. We expect that the next fiscal year will see a marked decrease in over time since all the vacant positions in the maintenance division are filled effective fiscal year 24/25.AdminstrationOverall, administration staff overtime decreased by 54% when compared to last year. The City decreased over time by filling two vacant part-time transit dispatcher positions and also turning the transit supervisor position to over-time exempt status. Next quarter, the City will hire a third supervisor to cover the remaining hours of operation that go unsupervised (49.5 hours), and thus will further decrease over time.ConclusionWe expect this number to go down for fiscal year 24/25 as the department fills all of it's vacant positions.
