AGENDA REPORT

CITY OF COMMERCE

AGENDA REPORT
TO: HONORABLE CITY COUNCIL
FROM: CITY MANAGER
SUBJECT: ADOPTION OF A Resolution of the city council of the city of commerce, california, APPROVING COMPENSATION FOR UNREPRESENTED EXECUTIVE MANAGEMENT EMPLOYEES.

Meeting Date: September 24, 2024
RECOMMENDATION:

Staff is recommending the City Council to adopt a resolution approving compensation changes for the Unrepresented Executive Management employees group.

BACKGROUND:

On July 18, 2023, the City Council approved and adopted Resolution 23-67 related to fringe benefits and compensation for Executive Management employees, which provided salary increases of three and a half percent (3.5%) effective July 1, 2023, three and three-fourths percent (3.75%), effective July 1, 2024, and four percent (4%) effective July 1, 2025. After implementation of Resolution 23-67, staff identified a need to compare Executive Management compensation levels with compensation levels in comparable cities to ensure that Executive Management compensation remains competitive with comparable cities.

Executive Management employees include the Director of Safety & Community Services, Director of Human Resources, Director of Public Works, Director of Economic Development and Planning, Deputy Director of Engineering Services, Deputy Director of Public Works Operations, Director of Finance & City Treasurer, Assistant Director of Finance, Director of Parks and Recreation, Assistant Director of Parks & Recreation, Director of Library Services, Director of Transportation, Director of Administrative Services & City Clerk, and similar classifications as they may be added or amended over time.

ANALYSIS:

Staff completed an analysis of Executive Management salaries, which reflects that salaries for Executive Management classifications are below the median salaries of Executive Management positions in comparator cities. Specifically, Executive Management salaries are 9.15% below the median salary for comparable cities.

Based on the need to retain experienced Executive Management staff, and attract competitive candidates for future Executive Management vacancies, including for the current open recruitments to fill the vacancies in the Director of Public Works and Director of Finance & City Treasurer classifications, staff recommends a five percent (5.0%) equity adjustment to compensation levels for Executive Management classifications.

Staff respectfully requests Council to review and approve compensation updates for Executive Management employees, as included in the attached Resolution. Council approval of this Resolution provides a five percent (5.0%) compensation increase for Executive Management employees, and approves the updated Executive Management Salary Schedule reflecting this compensation adjustment.

FISCAL IMPACT:

The fiscal impact for the adoption of the five percent (5%) compensation increase for the Unrepresented Full-Time Executive Management employees is estimated to be $132,250 for FY 2024-25.
