TO: Honorable City Council
FROM: City Manager
SUBJECT: A Resolution of the City Council of the City of Commerce, California, Approving the Purchase of Additional Public Safety City Radios MEETING DATE: September 10, 2024
RECOMMENDATION:

The City Council will consider approving the purchase of seven (7) new Motorola radios for the Public Safety Division.

BACKGROUND:

Public Safety Division personnel are assigned handheld radios to carry during their shift. These radios are used for Public Safety administrative staff to dispatch calls to Community Safety Specialist, Community Services Officers, and Animal Control. The radios are also able to switch channels to reach other departments. These radios are used more frequently and are different from the radios used to communicate with the Los Angeles County Sheriff’s Department.

ANALYSIS:

The existing radios are wearing down after years of use. This includes shortened or no battery life and mechanical issues. In addition to replacing several malfunctioning radios, two new CSO’s do not have assigned radios. Public Safety is currently requesting seven (7) new Motorola MOTOTRBO R7 two-way radios. This will also provide staff with two additional spare radios.

Staff recommends utilizing Foothill Communications to purchase and program the new radios. Foothill Communications has been previously used for new Public Safety radios that connect to the Los Angeles County Sheriff dispatch channels. The cost for seven (7) new radios and three (3) additional spare batteries is $8,526.12.

ALTERNATIVES:

Approve staff recommendation
Disapprove staff recommendation
Provide staff with further direction
FISCAL IMPACT:

If the City Council approves this item, an appropriation from the General Fund Unallocated fund balance to account 10-3050-80300 (Special Equipment) in the total amount of $8,526.12 for seven (7) new Motorola radios and three (3) spare batteries from Foothill Communications.

RELATIONSHIP TO STRATEGIC PLAN:

This matter is applicable to the following Strategic Focus Area and Guiding Principle: Community Quality of Life – Guiding Principle 4: Support and evaluate community services, programs and events that promote healthy and quality lifestyles for our residents. Enhance public safety and social services through innovative programs that meet the needs of the residential and business communities.
