CITY OF COMMERCE
AGENDA REPORT
TO: Honorable City Council
FROM: City Manager
SUBJECT: 2024 Engineering and Traffic Survey
MEETING DATE: December 10, 2024
RECOMMENDATION:
The City Council will consider adopting a Resolution approving the 2024 Engineering and Traffic Survey.
BACKGROUND:
The purpose of an Engineering and Traffic Survey is to establish updated speed limits that can be enforced using radar at pre-determined locations. Engineering and Traffic Surveys can be an enforceable document for a maximum of 14 years as long as there have not been any significant changes in roadway or traffic conditions, including, but not limited to, changes in adjoining property or land use, roadway width, or traffic volumes (for example a traffic signal, road diet, bike lanes, road widening, etc.). States and local agencies should conduct engineering studies at least once every 5, 7 or 14 years, in compliance with the California Vehicle Code (CVC Section 40802) to reevaluate non-statutory speed limits on segments of their roadways.
On May 14, 2024, the City Council approved a recertification of the 2016 Citywide Engineering and Traffic Survey to 14-years through March 28, 2031, which will allow the posted speed limits to be upheld by the courts for a total of 52 segments citywide. However, seven (7) roadway segments required a new Engineering and Traffic Survey due to changes in the roadway and traffic conditions. As a result, a new Engineering and Traffic Survey (Attachment A) has been prepared for the below segments:
Atlantic Blvd from Washington Blvd to Harbor St
Atlantic Blvd from Harbor St to Goodrich Blvd
Commerce Way from Eastern Ave to Washington Blvd
Eastern Ave from Harbor St to Sheila St
Eastern Ave from Sheila St to Commerce Way
Ferguson Dr from Gerhart Ave to East City Limit
Triggs St from Marianna Ave to McDonnell Ave
ANALYSIS
A new Engineering and Traffic Survey (See Attachment A) has been prepared for the aforementioned Seven (7) street segments due to changes in the roadway and traffic conditions. The Survey illustrate the results of a thorough evaluation of data collected and provides a recommended speed limit for each street segment surveyed. The Engineering and Traffic Survey is in compliance with CVC (California Vehicle Code), Section 40802, Paragraph (c), Sub-paragraphs (1) and (2)/(B)/(i)/(II) and has been evaluated by a registered civil engineer.
As a result of the survey conducted, the recommended speed limit along the seven (7) street segments is consistent with the prevailing behavior as demonstrated by the radar speed measurements and it was determined that there will be no change to the existing posted speed limits for six (6) of the segments, however, the speed limit for Ferguson Dr from Gerhart Ave to East City Limit is proposed to be lowered by 5 MPH. The speed limit for Ferguson Dr from Gerhart Ave to East City Limit is recommended to change from 30 MPH to 25 MPH due the segment running along mainly residential properties and some industrial businesses. Traffic calming measures have also been installed such as speed humps and side stripes to combat speeding vehicles along the segment.
Staff recommends adoption of the attached Resolution approving the 2024 Engineering and Traffic Survey for the seven (7) street segment attached here is a Attachment A.
FISCAL IMPACT:
Changing the Speed Limit on Ferguson Dr from Gerhart Ave to East City Limit from 30 MPH to 25 MPH will require the replacement of 10 Speed Limit Signs. The cost of replacing the Speed Limit signs is approximately $2,000 which will come from the approved Public Works Operating Budget.
