ANALYSIS
CMC Section 2.04.080 describes the powers and duties delegated to the City Manager by the City Council. On April 2, 2019, the City Council approved an ordinance amending various portions of Chapter 2.04. One of the amendments modified the City’s procedures for the hiring and dismissal of executive-level City employees. Prior to the amendment, the City Council was responsible for the hiring and dismissal of executive-level City employees following the receipt and consideration of the City Manager. The April 2, 2019, amendment delegated the hiring and dismissal authority of executive-level employees from the City Council to the City Manager.
On March 12, 2024, the City Council introduced an Ordinance further amending CMC Section 2.04.080 to once again reserve the authority to hire and dismiss executive-level City employees. On March 26, 2024, the Ordinance was approved to amend Section 2.04.080 and restored the hiring and dismissal authority of executive-level employees to the City Council. Specifically, CMC Section 2.04.080 provides that the City Council may hire and fire executive-level City employees following the receipt and consideration of the recommendation of the City Manager.
Here, the City Manager has provided his recommendations to the City Council for the appointment of the Director of Finance and City Treasurer and Director of Economic Development and Planning positions. The City Manager requests that the City Council consider his recommendations to fill these executive-level positions.
