CITY OF COMMERCE AGENDA REPORT
TO: Honorable City Council
FROM: City Manager
SUBJECT: Resolution Approving Blanket Authority to File Applications for Grant Funds from the Los Angeles County Regional Park and Open Space District for Measure A Funding for Projects and Programs MEETING DATE: February 11, 2025
RECOMMENDATION
Staff recommends that the City Council adopt the attached resolution granting blanket authority to file applications for grant funds from the Los Angeles County Regional Park and Open Space District under Measure A for projects and programs.
BACKGROUND
On November 8, 2016, the voters of the County of Los Angeles approved the Safe, Clean Neighborhood Parks, Open Space, Beaches, Rivers Protection, and Water Conservation Measure (Measure A). Measure A provides ongoing dedicated funding for parks, open space, and related projects across Los Angeles County. The Los Angeles County Regional Park and Open Space District (the District) is responsible for administering these funds and has established policies and procedures for grant applications.
The District’s policies require that the governing body of any agency applying for funding formally approve the submission of applications. To streamline the grant application process, the proposed resolution provides blanket authority for the City of Commerce to submit applications for eligible projects and programs under Measure A.
ANALYSIS: Measure A funding presents a significant opportunity for the City of Commerce to enhance local parks, recreational facilities, and open space through acquisition, development, and programming projects. By approving the attached resolution, the City Council will authorize staff to file applications without requiring separate resolutions for each application, thus expediting the grant application and implementation process.
This resolution also designates an authorized representative to conduct negotiations and execute required documents related to these grants, ensuring efficient administration of awarded funds.
FISCAL IMPACT:
This activity can be carried out without additional impact on the current operational budget.
RELATIONSHIP TO STRATEGIC GOALS
The agenda item relates to the 2016 Strategic Plan, Community Quality of Life Guiding Principle 4:
Support and evaluate community services, programs and events that promote healthy and quality of lifestyles for our residents. Enhance public safety and social services through innovative programs that meet the needs of the residential and business communities.
