TO: Honorable City Council
FROM: City Manager
SUBJECT: County of Los Angeles General Services Agreement Meeting Date: February 25, 2025
RECOMMENDATION:
Adopt a resolution approving a new agreement with Los Angeles County for general services for a five year term commencing July 1, 2025.
ANALYSIS:
The City of Commerce has maintained a contractual relationship with Los Angeles County since its incorporation, relying on the County for various public services. Currently, the City operates under eight agreements with the County, covering services such as traffic signal maintenance for jointly owned signals, participation in the County’s Traffic Signal Synchronization Program, tract/parcel map reviews, and the Industrial Waste Inspection Program. Some agreements do not have a specified termination date but can be ended at the City’s discretion.
One key agreement, the General Services Agreement, is renewed every five years and is set to expire on June 30, 2025. The County has submitted a renewal request for the standard five-year term.
The County’s general services include sign installation, new signal installation due to accident damage, roadway striping, temporary sidewalk patches, minor concrete repairs, and hazardous waste disposal for illegally dumped materials in public rights-of-way. City staff manages and tracks work orders through the County’s online system and is satisfied with the quality of service and pricing. The City rarely receives complaints about these services, and any issues that arise are promptly addressed.
Given the County’s reliable service and competitive rates, staff recommends renewing the General Services Agreement for an additional five years, from July 1, 2025, to June 30, 2030.
ALTERNATIVES:
Approve staff recommendation.
Reject staff recommendation.
Provide further direction to staff.
FISCAL IMPACT:
There is no additional fiscal impact since the current operating budget fully funds these services.
RELATIONSHIP TO STRATEGIC GOALS:
This item is related to a specific 2016 Strategic goal under Fiscal Sustainability Guiding Principle 5 to create and pursue opportunities for collaboration and regional partnerships to maximize resources and address regional issues.
