CITY OF COMMERCE

AGENDA REPORT
TO: Honorable City Council
FROM: City Manager
SUBJECT: Conceptual Rendering for the Proposed Military Monument at Rosewood Park MEETING DATE: September 23, 2025
RECOMMENDATION:

It is recommended that the City Council receive and file the conceptual rendering for the proposed Military Monument at Rosewood Park; consider the preliminary scope and preliminary cost estimate of approximately $850,000 to $1,000,000; and provide further direction to staff.

BACKGROUND/ANALYSIS:

Please find attached a conceptual visualization for a custom Military Monument at Rosewood Park honoring the five branches of the U.S. military (Army, Marine Corps, Navy, Air Force, and Coast Guard), with the option to include Space Force as a sixth branch. The monument will incorporate a water feature with ground jets and integrated lighting to enhance its visual impact. Surrounding enhancements will include new landscaping, irrigation, seating, and site amenities, resulting in a welcoming and meaningful public space.

The rendering is intended only as a simple conceptual reference to illustrate the approximate scope of work and costs; a preliminary budget for a similar structure is estimated at $850,000 to $1,000,000. The features still require full design development, and the site must be studied in greater detail to refine costs and implementation.

FISCAL IMPACT:

There is no fiscal impact associated with receiving and filing this item. If directed to proceed, the preliminary cost for design and construction is estimated at approximately $850,000 to $1,000,000, pending refinement during design.

No funding has been allocated for this project in the current CIP budget. Should the City Council decide to move forward, additional funding will need to be allocated to cover the project cost.
