SUBJECT: Mixmaster Street Widening Project (Phase 2) Acceptance MEETING DATE: May 26, 2026
RECOMMENDATION:
The City Council will consider adopting a resolution accepting the Mixmaster Street Widening Project (Phase 2) as complete, authorizing staff to file the Notice of Completion with the County Recorder’s Office and authorizing the release of 5% retention per contract provisions.
BACKGROUND:
On February 22, 2023, the City issued a Request for Proposals (RFP) for design of the Mixmaster Street Widening Project (Phase 2). On June 13, 2023, City Council approved a Professional Services Agreement with Kimley-Horn. Design phase commenced shortly after and was completed in March 2024.
On May 14, 2024, the City Council awarded a construction contract to Palp, Inc. dba Excel Paving Company, the lowest responsible and responsive bidder, in the amount of $1,097,240.00. Construction commenced in September 2024 and was completed in March 2026.
ANALYSIS
The Project improved traffic flow along the Mixmaster intersection by widening the east side of Atlantic Boulevard and the south side of Telegraph Road at the southeast corner of the Mixmaster intersection, adjacent to the Mitsubishi auto dealership. The work included, but is not limited to, the reconfiguration of the right-turn lane from Northbound Atlantic Boulevard to South-Eastbound Telegraph Road, curb and gutter, sidewalk, ADA ramp improvements, pavement reconstruction, signing, striping, and utility adjustments.
Construction has been completed in accordance with the approved plans and specifications. All contract work has been reviewed, inspected, and found in compliance with the contract documents.
Staff recommend that the City Council adopt the attached resolution which, in summary, does the following:
Accepts the Mixmaster Street Widening Project (Phase 2) as complete.
Authorizes staff to file the Notice of Completion with the Los Angeles County Recorder’s Office.
Authorizes the release of 5% retention to Palp, Inc. dba Excel Paving Company, per contract provisions, 35 days after filing of the Notice of Completion.
FISCAL IMPACT:
The total cost of the construction contract by Palp, Inc. dba Excel Paving Company including approved change orders and construction management and inspection, is $1,363,357.38, which was covered by budgeted Measure AA Funds Account #41-5170-57010.50001 for this project.
