CITY OF COMMERCE AGENDA REPORT
TO: Honorable City Council
FROM: City Manager
SUBJECT: Approval of Funding for the Temporary Volleyball/Basketball Structure at Bristow Park MEETING DATE: July 14, 2026
RECOMMENDATION:

Staff recommend that the City Council consider:

Appropriating $2,909,500 from the Measure PC Fund for the construction of a temporary recreation structure at Bristow Park to accommodate volleyball programming and preserve existing basketball operations; and Authorizing up to 15% ($345,000) of the construction cost for contingencies for unforeseen conditions; and Authorizing up to 10% ($264,500) of the total construction cost and contingencies for Construction Management and Inspection Services; and Authorizing Construction Management and Inspection Services pursuant to City’s On-Call professional consulting services agreements.

BACKGROUND:

The redevelopment of the Veterans Park Recreation Facility required the relocation of several Parks and Recreation programs, including Crush Volleyball, which previously utilized the Veterans Park gymnasium for practices, preschool graduation, and other department programming. To ensure continuity of these programs while the Veterans Park project is underway, the City Council directed staff to evaluate locations for a temporary recreational structure. After reviewing multiple sites, the City Council selected the outdoor basketball court area at Bristow Park as the preferred location.

The proposed temporary structure will measure approximately 160 feet by 125 feet and will provide an enclosed recreational space capable of accommodating Crush Volleyball and other Parks and Recreation programming previously held at Veterans Park. The selected layout is the only configuration that preserves the functionality of the existing outdoor basketball courts. Maintaining the basketball courts is critical to ensuring that current basketball practices, league games, tournaments, and community programming continue without interruption. Selecting this configuration minimizes impacts to existing recreation services while providing the additional indoor space needed for volleyball and other programming.

ANALYSIS:

Comstock, the developer for the Modelo Project at Veterans Park, committed $520,000 toward recreation-related costs associated with the Veterans Park closure, including the temporary structure at Bristow Park. Of the original $520,000 Comstock commitment, a portion has been used to support costs associated with maintaining recreation services during the Veterans Park closure, including installation and operation of the modular recreation facility adjacent to the library, electrical improvements, rental of the Boys & Girls Club facility, and other miscellaneous relocation-related costs. As a result, approximately $300,000 of the original contribution remains available for the temporary structure. This amount is an estimate and will be finalized upon completion of all relocation-related expenditures.

ALTERNATIVES:

1. Approve staff recommendation

2. Disapprove of staff recommendation

3. Provide further directions for staff
FISCAL IMPACT:

The total estimated construction cost, including contingencies, material testing, project management, and inspection services, for the proposed temporary Volleyball/Basketball structure is as follows:

Estimated Construction Cost
$2,300,000
Contingencies (15%)
345,000
Subtotal
2,645,000
Material Testing, Construction Management and Inspections (10%) 264,500
Total
$2,909,500
It is recommended that funds in the amount of $2,909,500 be appropriated from the Measure PC Fund to cover the project construction costs.
