AGENDA REPORT

CITY OF COMMERCE

AGENDA REPORT
TO: Honorable City Council
FROM: City Manager
SUBJECT: Agreement with Carrier Corporation for HVAC Improvements at Bristow Park and Snack Bar Meeting Date: August 25, 2026

RECOMMENDATION
The City Council will consider adopting a resolution:

Approving a contract agreement with Carrier Corporation, through BuyBoard National Purchasing Cooperative Contract No. 720-23, for replacement of 12 air-conditioning units at Bristow Park Community Center and Snack Bar in the amount of $432,878; and Authorizing up to 15% for contingency and project management services, pursuant to the City’s existing on-call professional consulting services agreement, in the amount of $64,932; and Authorizing the City Manager to execute the agreement and related procurement documents.

BACKGROUND:

The Bristow Park Community Center and Snack Bar, located at 1466 S. McDonnell Avenue, require replacement of 12 existing rooftop air-conditioning units, one of which is located at the Snack Bar. Completing these improvements will replace aging equipment, improve the reliability and efficiency of the park’s HVAC systems, and coordinate removal of obsolete equipment with the related roofing work.

DISCUSSION:

The City’s purchasing procedures allow the City to use competitively solicited cooperative purchasing agreements when their use is determined to be in the City’s best interest. Cooperative procurement allows the City to obtain established pricing and contract terms without conducting a separate competitive solicitation for the same equipment and services.

The City is a member of the BuyBoard National Purchasing Cooperative. Carrier Corporation is an awarded vendor under BuyBoard Contract No. 720-23 for HVAC equipment, supplies, and installation and service. Staff obtained a Carrier proposals dated August 5, 2026, using the pricing available under that cooperative contract.

The proposed work includes but not limited to coordination and mobilization, disconnection and removal of the existing units, furnishing and installation of new Carrier units, electrical disconnects, and roof curbs, and modification of existing equipment platforms, including raising or replacing certain platforms as required. The project also includes duct cleaning and installation of a Carrier control system for the HVAC units. Carrier has identified an anticipated equipment lead time of approximately 10 to 12 weeks, therefore, the Community Center roofing work is expected to be completed before the HVAC installation. Accordingly, the roofing contract will require the roofing contractor to remobilize after completion of the HVAC work to repair or restore any roof areas affected by the HVAC unit replacement and platform modifications.

The work will be performed pursuant to a City of Commerce Standard Public Works Agreement, with the BuyBoard procurement documents and Carrier proposals incorporated as applicable contract documents.

Staff recommends adopting the attached Resolution approving a contract agreement with Carrier Corporation for HVAC improvements at Bristow Park Community Center and Snack Bar through BuyBoard contract no. 720-23, authorizing 15% for contingency and project management/inspection services and authorizing the City Manager to execute the agreement and related procurement documents.

FISCAL IMPACT
The total project cost is estimated at $497,800 consisting of a contract amount of $432,900 for the replacement of twelve (12) HVAC units at Bristow Park Community Center and Snack Bar, plus $64,900 for contingency and project management/inspection services, as needed.

Funding for this project was included in the adopted FY 2026-27 Capital Improvement Program (CIP), which appropriated $800,000 for the roofing and related improvements at the Bristow Park Community Center and Snack Bar. The recommended action will be funded by Measure AA funds from Account No. 41-5180-57010.#####. The total project cost is within the approved CIP budget, and no additional appropriation is required.
