CITY OF COMMERCE

AGENDA REPORT
Item No.: _2_
TO: Honorable City Council
FROM: City Manager
SUBJECT: Revitalization of Telegraph Road and Washington Boulevard Corridors Project Meeting Date: September 17, 2026
RECOMMENDATION:

Staff recommends that the City Council review consultant presentations and provide direction to staff regarding the selection of a consultant for the Revitalization of Telegraph Road and Washington Boulevard Corridors Project.

BACKGROUND:

The City issued a Request for Proposals for the revitalization of the Telegraph Road and Washington Boulevard corridors. These major commercial and transportation corridors serve residents, businesses, freight traffic, and visitors traveling to destinations including the Citadel Outlets and Commerce Casino. The project is intended to improve visual character, pedestrian, bicycle, and vehicular safety, accessibility, wayfinding, community identity, and support for local businesses.

The selected consultant will assess existing utilities, public art, infrastructure, lighting, landscaping, medians, traffic signals, and placemaking assets; conduct stakeholder and community engagement; and prepare at least three concept plans. Required deliverables include renderings, site concepts for priority locations, preliminary cost estimates, potential funding sources, an implementation schedule, and presentations to City staff, commissions and committees, the community, and City Council.

Proposals were evaluated on project understanding and approach, firm and team qualifications, relevant experience, schedule efficiency, and cost effectiveness. Fee was to be considered for fairness and reasonableness but was not assigned points.

ANALYSIS:

Staff reviewed the proposals and selected the three highest-ranked consultants to present their understanding, methodology, engagement strategy, team capabilities, schedule, and proposed vision for the corridors. Based on the presentations and submitted proposals, the City Council is recommended to provide direction to staff regarding the selection of a consultant. Staff will then reconcile the selected approach with the RFP’s concept-planning scope and confirm the final deliverables, schedule, assumptions, and a fair and reasonable not-to-exceed fee before returning with a professional services agreement for City Council consideration.

ALTERNATIVES:

Approve staff recommendation.

Reject staff recommendation.

Provide further direction to staff.

FISCAL IMPACT:

This action does not authorize the expenditure of City funds or award a professional services agreement. The recommended action provides direction to staff regarding the selection of a consultant for the project and authorizes staff to negotiate a detailed scope of work, project schedule, assumptions, and fee proposal.

Staff will then return to the City Council with a proposed professional services agreement for consideration and approval. No immediate fiscal impact is associated with this action. Any future costs related to design, engineering, project implementation, etc. will be presented to the City Council at a subsequent meeting.

RELATIONSHIP TO STRATEGIC GOALS:

This item relates to the City Council’s specific 2016 Strategic Action Plan:

Fiscal Sustainability
Guiding Principle #2:

Implement city business processes and operational efficiencies to streamline the cost of government including the examination and identification of cost of services.
