Subject: Proposal for the Revitalization of Telegraph Rd and Washington Blvd Corridors Project
Dear Mr. Abbas:

Infrastructure Architects, Inc. (iARCH) is pleased to submit our proposal for the Revitalization of Telegraph Road and Washington Boulevard Corridors Project. We fully embrace the City of Commerce’s vision to transform these two major corridors into welcoming, vibrant, and culturally expressive gateways, corridors that not only enhance mobility and safety but also strengthen the identity, heritage, and economic vitality of the city.

Our team understands that Commerce is a uniquely industrious city, shaped by decades of manufacturing, logistics, and commercial activity, with iconic destinations such as the Citadel Outlets, Commerce Casino, and major transportation arteries that connect regional visitors and businesses. These corridors function not only as transportation routes, but as extensions of the City’s culture, workforce history, and community character. We also recognize the City’s longstanding emphasis on efficiency, resilience, and community pride—qualities that must be reflected in the visual expression and placemaking of Washington Blvd and Telegraph Rd.

Leading our team is Raymond Abassi, MSCE, PE, TE, QSD/QSP, who will serve as Principal-in-Charge. With over 35 years of experience in corridor improvements, traffic engineering, capital project delivery, and multi-agency coordination, Mr. Abassi brings the technical depth and leadership required for a high-visibility project of this scale. His extensive work with Southern California municipalities, including fast-tracked public-realm projects, ensures our team can deliver clear communication, rapid iteration, and highly coordinated engagement throughout the process. Furthermore, Mr. Abassi has been acting as the city engineer and city traffic engineer for several municipalities in the Southeast LA region, so he is thoroughly familiar with the area from a city perspective and, therefore, is able to navigate any project from planning to delivery with minimal expected events and challenges. This will help deliver the project on schedule and within budget. Additionally, Mr. Abassi was one of the founders of Avant-Garde and has been working with their outreach staff for over 20 years. In this way, the two companies work as one, and therefore, we are able to more briskly take any project through the public participation process and guide the participants to help make the best decision for the community.

Section 1: Approach and Scope of Work

1.1 Project Understanding
The City of Commerce is seeking a consultant to develop a comprehensive revitalization vision for Washington Blvd and Telegraph Rd, two of the City’s most significant commercial and cultural corridors. These roadways function as major connectors between the I-5 and I-710 freeways and serve destinations such as the Citadel Outlets, Commerce Casino, and numerous local businesses. iARCH understands that the City’s goal is not simply aesthetic enhancement, but the creation of safe, engaging, memorable, and functional public spaces that reflect community identity while supporting local economic vitality. The revitalization effort must balance design quality with practical considerations such as pedestrian comfort, maintenance requirements, vehicular circulation, cost-efficiency, and long-term durability.

The City seeks three concept plan options informed by community values, best practices, and site-specific opportunities. The deliverables must integrate elements such as public art, landscaping, lighting, median enhancements, signage, and gateway treatments to create a unified corridor identity.

1.2 Overall Approach
iARCH’s approach is structured around four core principles:

1. Community-Driven Design
We prioritize inclusive engagement by listening to local residents, businesses, committees, and City leadership. Through meetings, workshops, and visual communication tools, we ensure every concept reflects community identity and stakeholder priorities.

2. Context-Sensitive Corridor Identity
Each corridor possesses unique conditions, land uses, and character. Our team tailors solutions to each segment—recognizing where to create gateways, where pedestrian activity is highest, and where opportunities exist for placemaking elements such as murals, public art, lighting, and enhanced landscaping.

3. Feasibility + Creativity
All concept plans blend design innovation with practical feasibility. We evaluate:
• constructability
• life-cycle cost
• maintenance needs
• safety
• local funding/ grant opportunities
• regulatory standards (AASHTO, CAMUTCD, ADA, Caltrans) We ensure every recommendation is both inspirational and realistically achievable.

4. High-Quality Visual Communication

Imperial Highway Center Median Conceptual Design
The City of Lynwood is undertaking a transformative initiative to revitalize Imperial Highway through an innovative center median landscape design. Infrastructure Architects (iARCH) was selected to lead the conceptual design for this project, which spans from the I-710 Freeway to Atlantic Boulevard, breathing new life into one of the city’s key corridors.

The proposed design introduces a vibrant mix of palm trees, sculpted shrubs, and sustainable greenery, creating a visually appealing and environmentally conscious roadway. Beyond aesthetics, the plan enhances traffic flow and pedestrian safety, ensuring the corridor is both functional and inviting.

Throughout the design process, iARCH collaborated closely with city officials and community stakeholders to align the vision with Lynwood’s long-term urban planning goals. The result is a concept that harmonizes modern landscaping with surrounding architecture, setting a new benchmark for green infrastructure in Southern California.

Construction is anticipated to begin following final approvals, with the project promising to deliver a refreshed, cohesive, and sustainable environment for residents and visitors alike.

Huntington Park Downtown Beautification Concept
iARCH collaborated with the City of Huntington Park leadership to develop a comprehensive beautification concept for two major downtown corridors. Guided by the City Manager and the City’s Head of Architecture, the iARCH team created a unified urban identity strategy celebrating the cultural vibrancy of Huntington Park.

The concept introduced bold streetscape graphics, interactive pedestrian zones, colorful crosswalks, large-scale public art, enhanced paving patterns, and culturally inspired visual themes aligned with the City’s “Pueblos Mágicos” initiative. Using aerial-level urban analysis, digital renderings, and thematic design studies, the project proposed multiple placemaking zones that activate key downtown segments and strengthen the city’s visual character.

This effort showcases iARCH’s ability to collaborate closely with municipal leadership, translate cultural narratives into experiential design, and deliver highly visual corridor concepts that support economic activity, community pride, and long-term revitalization goals.

Rio Hondo River Trail Wayfinding Signage Program, City of Montebello, CA As the City Architect for Montebello, iARCH was commissioned by city leadership to design an exceptional and cohesive wayfinding system for the Rio Hondo River Trail—an important multimodal corridor connecting Whittier Boulevard to Downtown Montebello. The City sought a fresh, standout design solution that would elevate the trail experience and strengthen identity while guiding pedestrians, cyclists, and motorists with clarity and consistency.

In response, the iARCH team developed a complete family of wayfinding signage elements grounded in Montebello’s branding and tailored to the unique movement patterns along the corridor. The system includes:
• Pedestrian & Cyclist Directional Signs with slim, modern blades identifying key destinations such as Downtown, City Hall, and the Library. • Vehicle Directional Signs designed at a larger scale for high visibility and optimal legibility for drivers approaching civic and community destinations. • City Directory & Map Signs providing trail users with area maps, orientation graphics, and clear visual connections to adjacent neighborhoods and key activity nodes. • Area Identity Landmark Signs, such as the vertical “Downtown” marker, serve as bold visual anchors and reinforce Montebello’s civic identity. • Civic Center Directional Signs organizing guidance to essential public facilities, including the Council Chamber, Administration, Public Safety, and Community Services.

To ensure the system’s functionality, iARCH conducted extensive corridor studies, including site analyses, visibility testing, circulation mapping, and user path observations. These studies informed the precise placement of each sign type to maximize clarity, safety, and intuitive navigation along the river trail and connecting streets.

This project reflects iARCH’s continued partnership with the City of Montebello and our ability to transform municipal branding into highly legible, visually compelling environmental design.

The resulting wayfinding network creates a unified identity, strengthens connectivity to Downtown, and elevates the overall trail experience for residents, visitors, cyclists, and daily commuters.
