TO: Honorable City Council
FROM: City Manager
Item No.
SUBJECT: Consideration of Concept Plan for Camp Commerce Deck Replacement Improvement Project MEETING DATE: September 22, 2026
RECOMMENDATION:
The City Council will consider:
Receiving and filing a presentation by EB Construction, Inc., the project design consultant, on the proposed Camp Commerce Deck Replacement Improvement Project Concept Plan; and Approving the proposed concept plan; and
Authorizing staff to proceed with the preparation of Plans, Specifications, and Engineer’s Estimate (PS&E), based on the approved concept plan.
BACKGROUND:
The City of Commerce owns and operates Camp Commerce, located at 465 S. Highway 173 in Lake Arrowhead, California. The facility includes outdoor wooden deck structures that have deteriorated over time and no longer meet current safety, durability, fire-resistance, decking, and ADA compliance standards.
On April 14, 2026, the City Council approved a Professional Services Agreement to E.B Construction, Inc. for the preparation of Plans, Specifications, and Engineer’s Estimate (PS&E) for the Camp Commerce Deck and Replacement Improvement Project. The scope of work includes site assessment, preparation of construction documents, coordination with San Bernardino County and other applicable regulatory agencies, environmental documentation, and support during the bidding and construction phases.
ANALYSIS:
E.B Construction, Inc., in coordination with City staff, prepared the proposed concept plan for the Camp Commerce Deck Replacement Improvement Project. The concept plan establishes the preliminary design direction for the project and will serve as the basis for preparation of the Plans, Specifications, and Engineer’s Estimate (PS&E).
Upon presentation and approval of the proposed plan, Staff and E.B Construction, Inc. will proceed advancing the project into detailed design and preparation of the PS&E for bidding and construction phase.
Staff recommend that City Council consider receiving and filing a presentation from E.B Construction, Inc., project consultant for the Camp Commerce Deck Replacement Improvement Project; approving the proposed concept plan; and authorizing staff to proceed with preparation of the PS&E.
ALTERNATIVES:
1. Approve staff recommendation
2. Disapprove of staff recommendation
3. Provide further directions for staff
FISCAL IMPACT:
Funds in the amount of $480,000 were appropriated in the FY 2025-26 Budget (Account No 41-5180-57010.14749) for the preparation of the Camp Commerce Deck Replacement Project. Consistent with authority granted by the City Council during the adoption of the FY 2026-28 Budget, the unspent appropriations for this project will be carried forward into FY 2026-27. No additional funding is required as a result of this action.
