TO: Honorable City Council
FROM: City Manager
SUBJECT: A Resolution of the City Council of Commerce, California, Authorizing the Purchase of Sixteen (16) Digital Video Recorders and Accessories Meeting Date: September 22, 2026
RECOMMENDATIONS:

It is recommended that the City Council adopt a resolution:

Authorizing the purchase of sixteen (16) Digital Video Recorders, retrofit assemblies, and accessories for transit operations in the amount of $140,180 through “The Interlocal Purchasing System” (TIPS) Procurement 260202–Security Systems, Products, and Services cooperative purchase contract.

Declare surplus and approve trade-in credit of the existing General Electric (GE) DVR equipment. The credit shall be applied to the project installation costs.

BACKGROUND:

The transportation department manages 34 buses with onboard digital recording devices that capture passenger security footage for the City of Commerce Transit, Dial-A-Ride, and Excursion services. These devices are crucial for providing evidence in risk management, accident investigations, and staff training. Currently, 16 of these devices, made by GE Mobile, are outdated and unsupported because the manufacturer has gone out of business. As replacement parts become harder to find, keeping the recording system operational has become difficult and costly.

ANALYSIS:

The new digital recorders enhance safety with high-definition (4K) recording and advanced features. These include 360-degree cameras for comprehensive surveillance, emergency live view for real-time incident monitoring, automatic downloading to ensure data integrity, and AI integration for smarter security responses. Since 2021, the Transportation Department has been transitioning to the IDIS platform, and this retrofit project will establish a unified system that simplifies operation and training, ultimately strengthening safety protocols.

IDIS America has quoted $135,180 for the retrofit, covering 16 retrofit systems and AI equipment. They will credit the existing GE DVR equipment against the installation costs.
