SUBJECT: Award Construction Contract to Commercial & Industrial Roofing Co, Inc. for the Bristow Park Facilities Roof Rehabilitation Project Meeting Date: September 22, 2026
RECOMMENDATION
The City Council will consider and approve one of two options:
Adopting a Resolution awarding a construction contract to Commercial & Industrial Roofing Co, Inc. for the Bristow Park Facilities Roof Rehabilitation Project for a total construction contract amount of $255,371 (Option A) and allocating $20,900 to cover the project cost shortfall; OR Adopting a Resolution awarding a construction contract to Commercial & Industrial Roofing Co, Inc. for the Bristow Park Facilities Roof Complete Replacement Project for a total construction contract amount of $763,051 (Option B) and allocating $663,100 to cover the project cost shortfall.
BACKGROUND
On June 23, 2026, the City Council approved the Capital Improvement Program for the current Fiscal Year. The existing roofing systems at the Bristow Park Community Center, Snack Bar, and Storage Building have reached the end of their service cycle and have developed multiple leaks, resulting in major water intrusion and damage within the buildings.
Rehabilitating (a short-term solution) or replacing (a long term solution) the roofing systems is necessary to prevent further deterioration, protection of the facilities and assets housed within them. The proposed work will improve the roofs’ durability and weather resistance and may reduce long-term maintenance and operating costs.
ANALYSIS
On August 4, 2026, staff advertised the bid package for the Project. The bid document included bid items associated with the existing roofing system rehabilitation as well as removal of existing roofing system and replacement with a new roofing system at Bristow Park Community Center, Snack Bar, and Storage Building.
The following eight (8) bids were received by the City at the Bid Opening held on August 27, 2026. A copy of the bid tabulation is attached:

The Base Bid includes rehabilitation of the existing roofing systems at the Community Center, Snack Bar, and Storage Building; required asbestos-abatement work. The rehabilitation generally consists of repairing deficiencies, preparing the existing roof surfaces, and applying a fluid-applied roof-coating system.
The Additive Bid Schedule addresses critical drainage improvements and mold remediation within the Community Center. Additive Bid Items A1 and A2 provide for replacement and improvements to the Community Center’s drainage system, while Additive Bid Item A3 provides for mold remediation around the affected roof-drainage piping.
Alternate Bid Schedules B, C, and D provide for complete roof replacement of all dry rot wood infrastructure and related issues at the Community Center, Snack Bar, and Storage Building, respectively, in lieu of the corresponding roof rehabilitation work included in the Base Bid. Alternate Bid Schedule B would replace the Base Bid rehabilitation work at the Community Center with the complete removal and replacement of the existing roofing system, including related flashing work associated with the HVAC improvements. Under this alternative, the Snack Bar and Storage Building roofs would continue to receive the rehabilitation work included in the Base Bid.
Considering the City’s long-term plans for the Community Center, the following two options are presented for City Council consideration:
Option A – Rehabilitation of Existing Roofing Systems at Bristow Park Facilities Three-year labor and material warranty and 10-year manufacturer’s material warranty This short-term solution includes basic rehabilitation of the existing roofing systems at the Community Center, Snack Bar, and Storage Building, including some repairs. Because the City anticipates comprehensively renovating or redeveloping the Community Center in the near future, which will require removal of the existing roofing system, Option A would provide a more economical interim solution. The proposed roof-coating system is expected to provide 5-10 years of preventive protection, reduce the potential of roof leaks, and avoid a substantial investment in a roofing system that could later be affected by the planned renovation or redevelopment.
Option A includes the Base Bid Schedule in the amount of $190,481 and Additive Bid Items A2 and A3 in the combined amount of $64,890, resulting in a total construction contract amount of $255,371.
The estimated project cost is summarized below:
Bid Amount to be Awarded
$255,371.00
Construction Contingencies (15%)
$38,305.65
Subtotal
$293,676.65
Construction Management, Inspection (10%)
$29,367.67
Total Project Cost
$323,044.32
Option B – Complete Replacement of the Community Center Roofing System Thirty-year labor and material warranty
This long-term solution includes complete removal and replacement of the existing roofing system at the Community Center, while the existing roofing systems at the Snack Bar and Storage Building would receive the rehabilitation work included in the Base Bid. If the City does not anticipate renovating or redeveloping the Community Center in the near future, Option B would provide a more comprehensive, long-term solution of 20 or more years of durability. Although this option requires a substantially greater initial investment, it would address the Community Center roof’s existing condition through complete removal and replacement.
Option B includes the Base Bid Schedule in the amount of $190,481, Alternate Bid Schedule B in the amount of $507,680, and Additive Bid Items A2 and A3 in the combined amount of $64,890, resulting in a total construction contract amount of $763,051.
The estimated project cost is summarized below:
Bid Amount to be Awarded
$763,051.00
Construction Contingencies (15%)
$114,457.65
Subtotal
$877,508.65
Construction Management, Inspection (10%)
$87,750.87
Total Project Cost
$965,259.52
FISCAL IMPACT
As part of the FY 2026-28 Biennial Budget, the City Council appropriated $800,000 in Measure AA funds for improvements at the Bristow Park facilities. Following the award of the Bristow Park HVAC Replacement Project for the Community Center and Snack Bar, approximately $302,190 remains available for roofing improvements.
Option A – Roof Rehabilitation: The total estimated project cost is $323,044, including construction, contingencies, construction management, and inspection services. After applying the remaining available Measure AA funding, an additional appropriation of approximately $20,900 would be required. Staff recommends funding the shortfall by recognizing additional Measure AA sales tax revenues, as recent trends indicate strong performance. This option provides an interim roofing solution while preserving the City’s financial flexibility as we pursue approximately $10.0 million in grant funding for a potential comprehensive renovation of the Bristow Park Community Center. Given this, option A represents the more cost-effective approach to addressing immediate roofing needs while minimizing the investment of local funds in facilities that may be substantially improved or replaced through future grant-funded improvements.
Option B – Complete Community Center Roof Replacement: The total estimated project cost is $965,260, including construction, contingencies, construction management, and inspection services. After applying the remaining available Measure AA funding, an additional appropriation of approximately $663,100 would be required. Approval of this option would authorize staff to reallocate available savings and uncommitted appropriations from other Measure AA-funded projects within Fund 41 to fully fund the project.
