RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMMERCE, CALIFORNIA, APPROVING THE PURCHASE OF 16 DIGITAL VIDEO RECORDERS AND ACCESSORIES WHEREAS, the transportation department manages 34 buses with onboard digital recording devices that capture passenger security footage for the City of Commerce Transit, Dial-A-Ride, and Excursion services. These devices are crucial for providing evidence in risk management, accident investigations, and staff training. Currently, 16 of these devices, made by GE Mobile, are outdated and unsupported because the manufacturer has gone out of business. As replacement parts become harder to find, keeping the recording system operational has become difficult and costly; and WHEREAS, the new digital recorders enhance safety with high-definition (4K) recording and advanced features. These include 360-degree cameras for comprehensive surveillance, emergency live view for real-time incident monitoring, automatic downloading to ensure data integrity, and AI integration for smarter security responses. Since 2021, the Transportation Department has been transitioning to the IDIS platform, and this retrofit project will establish a unified system that simplifies operation and training, ultimately strengthening safety protocols; and WHEREAS, IDIS America has quoted $135,180 for the retrofit, covering 16 retrofit systems and AI equipment. They will credit the existing GE DVR system against the installation labor costs for the retrofit units; and WHEREAS, the purchase will be made through the “The Interlocal Purchasing System” (TIPS) Purchase Contract. IDIS America was one of the successful vendors selected through the competitive process (260202), which began on February 5, 2026, and remains valid through April 30, 2029. The contract complies with all state and city procurement requirements, including competitive bidding standards; and WHEREAS, The proposed digital video recorder replacement project will cost approximately $140,180 in FY 2026-27 and will be funded from account 57-8331-80300 as part of the approved FY 2026-28 budget.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COMMERCE DOES HEREBY RESOLVE, DECLARE AND DETERMINE AS FOLLOWS:

Section 1. The City Council of the City of Commerce hereby finds and declares that the foregoing recitals are true and correct and incorporates them herein as findings and as a substantive part of this Resolution.
