CITY OF COMMERCE 2 ROSEWOOD PARK EXPANSION PROJECT

PROJECT UNDERSTANDING
IDS Group, Inc. (IDS) understands that the City of Commerce (City) is requesting proposals from qualified firms to provide design services for the expansion of Rosewood Park. The additional 1.3 acres to be added to the already loved 5.65 acre neighborhood park will transform a vacant lot into an enjoyable public recreation site. The Rosewood Park extension will integrate the new Rosewood Village townhomes with existing community assets by creating a vibrant, multi-functional green corridor. The project will extend the park’s recreational and aesthetic fabric to establish a continuous pedestrian experience, incorporating drought-tolerant plants, accessible pathways, an approximately 6,000 sqft pump track, two (2) pickleball courts, and integrated civic gathering spaces. By linking these open-space networks, IDS will aim to bridge the boundary between the park and neighboring residential developments—such as those on Jillson Street—fostering environmental resilience while encouraging community interaction in a cohesive, sustainable landscape.

PROJECT APPROACH
For the expansion of Rosewood Park, IDS will conduct our scope of services beginning at the award of contract and ending with the completion of the warranty period consistent with the improvements established by the RFP. The effort requires the IDS team to complete the following tasks:

Phase 1. Pre-Design / Site Investigation (2 months)
Project Kickoff Meeting
IDS will establish goals and metrics for success during the project kickoff meeting with City staff. This will include a solidification of regular progress meetings and systematic updates to the project schedule for maximum transparency with the client and stakeholders.

Site Analysis
IDS will review existing record drawings and coordinate site visits with the core team and subconsultants. An underground utility survey and topographic survey will result in an engineered base map that will be integrated into the existing topographic survey provided by the City of Commerce. Soil quality and drainage will be analyzed through

APPROACH AND SCOPE OF WORK
CITY OF COMMERCE 3 ROSEWOOD PARK EXPANSION PROJECT
a Geotechnical Investigation and presented in a Report. After IDS completes a thorough review and assessment, the Landscape Architecture-led team will develop a work plan that achieves City’s benchmark goals for the project. The scope will reflect the City’s priorities, severity of site conditions, and immediate project needs.

Phase 2. Plans, Specifications, & Estimate (PS&E) Services (6 months) In Phase 2, the IDS design team will refine the
conceptual design of the park extension in accordance
with site investigation findings. On-going weekly or
bi-weekly coordination meetings with City staff will
be organized by the IDS Overall Project Manager
and will inform the development of the up to three
(3) conceptual plans. The park extension designs will
include two (2) pickleball courts, an approximately
6,000 sqft pump track, walking / riding paths and
circulation improvements, new planting, irrigation,
site furnishings, lighting and safety / security
features, ADA accessibility design. During this phase,
Environmental documentation in compliance with
CEQA requirements will take place. Specifically,
Phase 1 ESA, IS, and preparation of CE Option will be
performed in Phase 2.

Another vital component of the PS&E services will be
IDS providing one (1) Parks and Recreation Commission
meeting presentation and up to two (2) City Council
meeting presentations. These presentations will allow
stakeholders to provide input to be incorporated
into the final designs. At this point, IDS will prepare Construction Document Plans including plan drawings,
details, elevations, and sections incorporating
geotechnical recommendations, environmental
compliance, and soil remediation measures. Three (3)
Construction Cost Estimates will be updated reflecting
updated site design. Utility Coordination (identify any required relocations or new service connections).

Lastly, IDS will provide three (3) versions of Technical Specifications for the City of Commerce.

Phase 3. Bidding Support Services (1 month)
IDS will facilitate a seamless Bidding Support Services Phase for the Rosewood Park Expansion Project by attending one (1) pre-bid meeting, preparing and issuing official addenda to clarify design documents, responding to contractor inquiries, and assisting the City of Commerce in evaluating bids and verifying contractor qualifications to ensure CITY OF COMMERCE 4 ROSEWOOD PARK EXPANSION PROJECT
optimal project award.

Phase 4: Construction Support Services (12 months)
Our team will provide comprehensive construction support services for the Rosewood Park Expansion Project, through RFI and Submittal reviews, utility coordination, and field observations. We will attend pre-construction meetings, promptly process design clarifications, attend final punch walks to deliver a successful civic amenity, and prepare as-built drawings based on redline drawings.

Phase 5: Optional Phase II ESA Environmental Services (1 month) Without prior completion of the Phase I ESA, it is
not possible to definitively scope out the Phase II
ESA Scope of Work, therefore, Phase II ESA is being
offered as an optional Environmental Service. Based
on IDS and Chambers Group knowledge of prior
rail conversions to public parks, it is possible that
petroleum hydrocarbons, heavy metals, volatile
organic compounds, semi-volatile organic compound
and poly-aromatic hydrocarbons compounds may
be assessed. There is a probability that adjoining
property considerations may also drive sampling,
including possibility of soil vapor sampling. Upon
completion of Phase I ESA, Phase II ESA Scope of
Work will be developed for review and approval. The
Environmental Team will provide a contingency place
holder cost of $30,000.00 for the Phase II ESA. No work will commence until discussion and approval with the Client.

Converse Consultants, subconsulting to Chambers Group, will manage agency coordination for the Phase II ESA.

Converse will coordinate with the Department Toxic Substances Control (DTSC), RWQCB and/or the SCAQMD. The most likely scenario is coordinating a Voluntary Oversight Agreement with the DTSC (should the City wish to procure a No Further Action letter). Set-up of an oversight agreement is estimated at $5,000.00 and could take as long as 6 months or more based on Converse’s recent past experience. A Remediation Plan will be prepared if contamination is identified. Converse will provide cost considerations and design implications associated with the remediation effort. The most likely scenario is the shallow excavation of soils on a widespread basis. Final cost will be provided if the design team identifies that a plan is required.

Multi-disciplinary Team
Landscape Architecture
IDS Landscape Architects will lead the multi-discipline design team by initiating a project kickoff meeting with the City of Commerce and managing the site analysis.

After evaluating existing site conditions, up to three
(3) concept park layout options will be presented to
the City by the design team for approval. During the
CITY OF COMMERCE 5 ROSEWOOD PARK EXPANSION PROJECT
Schematic Design and Development Phase, the design
team will include detail pathways, seating areas,
and drought-tolerant / native plants appropriate for
Commerce’s regional climate. IDS will select durable,
ADA-compliant paving, picnic shelters, and site
furnishing. IDS will design low-impact development
(LID) stormwater management features and efficient
irrigation systems. One (1) Parks and Recreation
Commission meeting presentation and up to two
(2) City Council meeting presentations will occur to
collect valuable feedback from stakeholders. During
the Construction Document Phase, IDS Landscape
Architects and Engineers will manage the production
of detailed grading, drainage, layout, planting, and
irrigation plans. The design team will write technical specifications for materials, construction methods, and plant palettes. Other responsibilities will include coordinating with the City of Commerce Planning and Public Works departments to secure permits, responding to contractor RFIs, reviewing bids, and conducting regular site visits during construction to ensure compliance with the design intent.

Pump Track Designer
SPOHN Ranch will sub consult with IDS for the design
of approximately 6,000 new pump track. Their
work will begin with attending the project kick-off
meeting, information gathering and review and a site
walkthrough. Design deliverables for the 75% Design
Development Phase will be 3D renderings, labeled
and scaled 2D site plans, Construction Cost Estimates,
and 2D AutoCAD base files. Each of these items will
be updated based on the City’s feedback for the
100% Design Development Phase. The Construction
Document Phase will include the following deliverable
at 90% and 100% progress for the pump track:

Information Plan, 3D perspective, Materials Plan,
Layout Plan, Grading and Drainage Plan, Sections,
Construction Details, Technical Specifications,
Construction Cost Estimate.

Civil Engineering
The IDS civil engineering team will design low-impact development (LID) stormwater management features and prepare a drainage study. During the Construction Document Phase, IDS civil engineers will prepare the detailed grading, drainage, horizontal site layout, parking and ADA path of travel plans. The team will write technical specifications and provide quantities for engineering cost estimates.

CITY OF COMMERCE 6 ROSEWOOD PARK EXPANSION PROJECT
Topographic Survey
IDS subconsultant team member Andrade Surveying, Inc. will prepare a topographic survey of the project limits and include mapping of the right-of-way boundary from a preliminary Title Report (PTR). IDS will obtain a PTR(s) covering the specified project area (limited to two preliminary title report parcels, additional parcel title reports will require an additional fee). The topographic survey will include surface culture within the project limits.

Underground Locating
Specialized Utility Locating will sub consult with IDS to perform an underground utility locating survey for the Rosewood Park Expansion project. The scope will include a subsurface utility investigation using electromagnetic and geophysical detection (QL-B and BSCE 38-22). Mapping will also be provided in the form of CAP mapping deliverables.

Geotechnical Investigation and Report
IDS will coordinate with our geotechnical engineering subconsultant Associated Soils Engineering, Inc. who will conduct soil borings, perform laboratory testing, and prepare a detailed geotechnical report. This includes analyzing subsurface soil conditions to support structural elements, pavement, drainage, grading and identifying any physical constraints.

Environmental Services
Chambers Group will sub consult with IDS for the Environmental Services for the Rosewood Park Expansion project.

CEQA Documentation tasks will include an Air Quality and GHG Emission Memo, Noise Memo, Biological Resources analysis, Cultural Resources Records Search and Technical Memorandum, Phase I ESA, IS, and preparation of CE Option.

CITY OF COMMERCE 7 ROSEWOOD PARK EXPANSION PROJECT
Chambers Group will identify the existing air quality around Rosewood Park and obtain existing air quality data for ozone, nitrogen dioxide (NO2), and particulate matter (PM10 and PM2.5) from air quality monitoring stations within the study area using California Air Resources Board (CARB) data sources. The team will provide a project consistency analysis with the Air Quality Management Plan (AQMP), evaluate and quantify regional criteria pollutant and GHG emissions associated with construction and operational activities for the proposed project with CALEEMod Model, evaluate local Nox, CO, PM10, and PM2.5 emissions, provide a qualitative odor analysis from construction operation, and prepare air quality and GHG technical memorandum that summarizes the results of the above analysis.

Chambers Group will provide a noise memo, first, by evaluating the existing noise environment and obtaining three long-term (24-hour) noise measurements in the vicinity of Rosewood Park to determine the ambient noise conditions at the nearby sensitive receptors. The team will then analyze potential vibration impacts associated with construction activities and prepare a noise and vibration impact analysis documenting the results of the study.

For the Biological Resources services, the Environmental team will conduct a desktop survey to determine if there are any records of listed and / or sensitive plant and wildlife species and communities occurring in or in the immediate vicinity of the Park. After conducting the literature search, biologists familiar with the resources known or expected to occur in the Project’s vicinity will conduct a reconnaissance-level survey of the biological resources in the survey area.

Chambers Group will detail a review of the findings of a records search through the California Historical Resources Information System (CHRIS) database at the appropriate Information Center (IC). A request to the Native American Heritage Commission (NAHC) will be submitted for a review of their sacred land files (SLF). This search will identify if any resources important to Native Americans have been recorded within the Project site and surrounding vicinity.

Phase II ESA are offered as an optional service (see Optional Phase 5). And an MND Option is included if applicable for this project. If applicable, the MND scope would include preparing a Draft MND and Noticing and preparing a Final MND with responses to comments.

Structural Engineering
IDS Structural Engineers will deliver comprehensive design and construction administration for the Rosewood Park expansion. The scope will include structural analysis, foundation design, and seismic detailing for new park pavilions and shade structures, culminating in the production of Plans, Specifications, and Engineer’s Estimates (PS&E) to ensure full compliance with the City of Commerce standards.

Structural Engineers will provide on-site evaluation, structural calculations for any retaining walls if needed, and review of shop drawings to support site-wide accessibility improvements. Construction phase services include responding to Requests for Information (RFIs), reviewing material submittals, and performing site observations to guarantee structural integrity throughout the project.

Electrical Engineering
IDS Electrical Engineers will provide electrical design for all park site lighting, including new pathways, new pickleball courts, new pump track, and newly added park open space, based on IES standards. Electrical plans, details, specifications, and cost input as part of the PS&E package will be included in the deliverables. The team will provide CITY OF COMMERCE 8 ROSEWOOD PARK EXPANSION PROJECT
electrical load calculations and coordinate for upgraded electrical service with the serving utility, as necessary and photometric analysis, including initial design and up to two (2) iterations will be included as well. IDS will design lighting systems using energy-compliant controls per Title 24 (photocell, timeclock, motion control as applicable).

Continued coordination with IDS Civil Engineers, Landscape Architects, and pump track subconsultant will occur throughout the design process to reach an optimal layout for utility routing. IDS electrical engineers will provide bidding phase support, including responding to RFIs and attending one pre-bid meeting along with construction support, including submittal review, RFIs, limited site visits, and preparation of as-built drawings.

Cost Estimation
IDS in-house Construction Cost Estimators will provide opinions of probable construction cost during the 100% Design Development and 90% and 100% Construction Document Phases of the Rosewood Park expansion. This will ensure the park design alignments with municipal budgets, tracks escalating material and labor costs, and integrates specific landfill remediation and settlement mitigation requirements.

IDS will prepare detailed take-offs, labor projections, and material pricing aligned with the City of Commerce standards. Deliverables will include comprehensive milestone cost reports, value engineering recommendations, and reconciliation meetings with the design team to ensure the park’s planned sports courts, all-wheel plaza, and walkways remain economically viable throughout the design evolution.

Unique Methods and Differentiators
IDS provides two unique capabilities to serve the City. First, all primary design disciplines—landscape architecture, civil, structural, electrical, and cost estimating—are in-house. Subconsultants cover geotechnical, environmental, pump track, survey, and utility locating, but the core design team works under one contract, one project manager, and one QA/QC process. This eliminates the coordination lag that occurs when disciplines are sourced separately and gives the City a single point of accountability throughout design.

Second, SPOHN Ranch brings specialized pump track design expertise. Their deliverables include 3D renderings, grading and drainage plans, construction details, and technical specifications developed specifically for this facility type.

CITY OF COMMERCE 9 ROSEWOOD PARK EXPANSION PROJECT
Flexibility and Responsiveness
The scope of this project carries variables such as pickleball court location, unconfirmed electrical service availability, and environmental findings may affect grading and remediation scope. Three concept options are developed in Phase 2 before construction documents begin, allowing the City to make siting decisions with design-level information in hand. Environmental documentation runs concurrently with conceptual design so findings will directly inform the design. If conditions change after a milestone is reached, the project manager has authority to reallocate hours within the approved scope without escalation, and any change requiring additional fee is identified and submitted to the City in writing before work proceeds.

Communication Approach
Kristen Gros will organize and lead bi-weekly coordination meetings with City staff throughout Phase 2. Meeting agendas and action item logs will be distributed within 48 hours of each meeting. IDS will maintain a running decision log so that City direction is documented and traceable. Said Hilmy is available as escalation contact for any issue requiring principal-level resolution. The team is based in Southern California with offices in Irvine, Los Angeles, Pasadena, and Corona, and can respond to City requests or attend in-person meetings on short notice.

EXCLUSIONS
• Detailed glare analysis, environmental lighting studies, or litigation support are not included because compliance with undefined light spill or glare criteria at adjacent residential properties is not guaranteed based on the concept layout provided with the RFP. However, if the design can be reconfigured, spill and glare can be controlled more appropriately for a residential setting. • Additional photometric iterations beyond two (2) are not included • Major utility upgrades or off-site electrical improvements are not included • Redesign due to pump track layout changes after initial coordination is not included • Construction Document level design for these items is not included in this scope. If the City decided it is necessary, a low voltage security subconsultant will be brought on for additional fee. • Temporary construction power design is not included
• Field verification, potholing, or survey of existing utilities is not included • Traffic Control is excluded from Underground Utility Locating scope

ASSUMPTIONS
Assumes Environmental Exemption Scope, if significant impacts are identified that cannot be reduced to less than significant through project features and regulatory compliance, an IS / MND would be required and the design team will notify the City accordingly.
• Assumes a twelve (12) month construction period
• Lighting design will be based on IES standards due to the absence of defined City lighting criteria CITY OF COMMERCE 10 ROSEWOOD PARK EXPANSION PROJECT
• Electrical service is assumed to be available without major off-site utility upgrades • Lighting design is for recreational use only and not for competitive or broadcast-level illumination • Up to two (2) photometric design iterations are included • Pump track layout will be provided by a specialty subconsultant • Timely and complete information from other disciplines will be provided for coordination • Existing conditions are based on available record drawings and may not reflect actual field conditions CITY OF COMMERCE 11 ROSEWOOD PARK EXPANSION PROJECT

TEAM EXPERIENCE
The IDS team assigned to this project has delivered park improvements together across seven complete and ongoing municipal projects in Southern California. Kristen Gros and Jill Van Sickle are actively designing pickleball facilities for the City of Corona and Orange County Parks. SPOHN Ranch designed the pump track at Durley Park, an 11-acre municipal park revitalization that also involved a landfill site, CEQA documentation, and multi-disciplinary PS&E services. Chambers Group and Associated Soils Engineering have established workflows with IDS on prior park projects and have established relationships with the current team. John Silber has worked directly with the City of Commerce on the Veterans Memorial Park Recreation Center and is familiar with the City’s standards and review process. The core disciplines—landscape architecture, civil, structural, electrical, and cost estimating—are all in-house under a single contract and project manager, which removes the coordination overhead that comes with assembling disciplines from separate firms. The team is based in Southern California with offices in Irvine, Los Angeles, Pasadena, and Corona, and can attend in-person meetings at the City on short notice.

RELEVANT PROJECT EXPERIENCE
CITY OF COMMERCE 22 ROSEWOOD PARK EXPANSION PROJECT
Durley Park Revitalization
City of Oxnard, CA
IDS Group is providing planning, design, and full construction documentation for this 11-acre park in central Oxnard. New park elements include a bike pump track/skate park area, a walking/jogging track with lighting, exercise equipment, a natural play area with trail/gathering space, two picnic/BBQ areas, basketball court with lighting, public art murals on the water tanks, a restroom, parking lot, and lighting throughout the park. The scope also includes the renovation of four baseball fields with lighting for two basketball courts, and a new irrigation system and landscaping throughout the park.

This multi-disciplinary team is led by Landscape Architecture and includes civil, electrical, geotechnical and structural engineering, stormwater management, architectural design, skatepark design, a project artist, and survey. The IDS Landscape Architecture team led extensive public outreach, including public meetings, input surveys, and ongoing community communication throughout design. Challenges included high water table and slow-draining soils at a coastal park site. IDS addressed these geotechnical conditions with a comprehensive stormwater system design that allows percolation where applicable and storage for overflow to ensure safe and natural filtration. Project is under budget and on schedule despite regulatory delays. “Outdoors for All” Governor Newsom’s State Grant funded. Prop. 68 Statewide Park Program “Revitalizing our parks is very important to our community, from Oxnard’s seniors to our youth, everyone’s quality of life improves with access to open-space and recreational opportunities.” - Mayor John Zaragoza.

IDS is working with the City of Downey to provide design services for the replacement of the entire southerly parking lot, including subgrade stabilization and installation of new curbs, gutters, and pavement. The design encompasses enhanced pedestrian amenities, repaired sidewalks, walkways, and access ramps, and new decomposed granite trails connecting all park amenities to the San Gabriel River regional bike path.

New elements include bike path resting stations with shade structures, benches, bike racks, water bottle filling stations, and bike repair stations; a new interpretive native garden with wayfinding and educational signage; new shade structures with picnic stations; a waste containment area; new trash receptacles throughout; bioswale and drywell features for sustainable water management; and solar-powered pedestrian lights along park walkways and trails. Challenges include construction limitations due to past landfill subsurface conditions in certain park areas.

IDS worked with geotechnical engineers to identify limitations and boundaries and develop design solutions that meet the needs of the Downey community within budget and on schedule.
