CITY OF COMMERCE

AGENDA REPORT
TO: Honorable City Council
FROM: City Manager
SUBJECT: Approval of an Agreement with Knorr Systems, Inc (KSI) for the Replacement of Diving Boards and Stands at the Brenda Villa Aquatic Center

MEETING DATE: October 13, 2026

RECOMMENDATION
Staff recommends that the City Council adopt a resolution:

Approving an agreement with Knorr Systems, Inc. (KSI) for a not-to-exceed amount of $81,400 for the purchase and installation of replacement 1-meter and 3-meter diving boards and stands at the Brenda Villa Aquatic Center Authorizing the City Manager to execute the agreement and any documents necessary to implement the project, in a form approved by the City Attorney.

Authorizing up to 10% ($8,100) of the cost for contingencies for unforeseen conditions.

BACKGROUND
The Brenda Villa Aquatic Center requires replacement of its existing 1-meter and 3-meter diving board systems. The project was included in the City’s FY 2025-26 Capital Improvement Program (CIP), with an approved project budget of $100,000.

Staff obtained pricing for replacement diving boards and stands from three vendors, as required by the City’s Purchasing Policy. Because the project requires both specialized aquatic equipment and installation, staff compared the proposals based on the total scope necessary to provide a complete, installed system.

ANALYSIS
The City received the following quotations:

Vendor
Quoted Amount
Installation Included
Notes
Lincoln Aquatics
$55,130.01
No
Equipment, tax and freight only; installation is not included.

KSI / Aquafinity
$81,397.39
Yes
Includes removal and disposal of existing 1M and 3M systems, new stands and boards, installation, alignment, handrails, shipping, tax, and payment/performance bonds.

California Waters
$109,000.00
Yes
Includes removal, supply and installation of new 1M and 3M stands and two 16-foot springboards, with inspection of mounting hardware and anchoring.

Although Lincoln Aquatics submitted the lowest equipment quote, its quotation specifically does not include installation. KSI provided the lowest complete quotation that includes installation. KSI’s scope includes removal and disposal of the existing 1-meter and 3-meter diving boards and stands, installation of the new systems, mounting to existing deck anchors, installation of handrails, and alignment of the diving boards. KSI also included payment and performance bonds in its proposal.

Based on the quotations received and the need for a complete installed system, staff recommends proceeding with KSI in the amount of $81,400.

FISCAL IMPACT
The total estimated cost of the project, including contingencies, is $89,500 as summarized in the table below. Funds in the amount of $100,000 were appropriated in the FY 2025-26 Budget (Account No. 41-5180-57010.14750) for the replacement of the diving boards. Consistent with the authority granted by the City Council during the adoption of the FY 2026-28 Budget, the unspent appropriations for this project will be carried forward into FY 2026-27. No additional funding is required as a result of this action.
