SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON
FIXING THE EMPLOYER CONTRIBUTION AT AN EQUAL AMOUNT
FOR EMPLOYEES AND ANNUITANTS UNDER THE PUBLIC
EMPLOYEES’ MEDICAL AND HOSPITAL CARE ACT
SUMMARY
Adoption of the attached resolution will fix the City of Compton’s monthly health insurance contribution rate for current City employees and annuitants at the amount of One Thousand Nine Hundred and Sixty-Two Dollars and Six Cents ($1,962.06, effective as of January 1, 2023).
BACKGROUND
Pursuant to Section 22920 of the California Government Code, the City of Compton is a contracting agency of the California Public Employees Retirement System (“CalPERS”) and subject to the Public Employees’ Medical and Hospital Care Act (the “Act”).
Government Code Section 22892(a) provides that a contracting agency subject to Act shall fix the amount of the employer contribution by resolution. Additionally, Government Code Section 22892(b) provides that the employer contribution shall be an equal amount for both employees and annuitants, but may not be less than the amount prescribed by Section 22892(b) of the Act.
STATEMENT OF ISSUE
The Board of Administration of CalPERS adopted changes to the monthly premium rates and benefits that increase the City’s maximum monthly contribution rate effective January 1, 2023, (Kaiser full-family rate, Los Angeles Area Region) from $1,871.43 to $1,962.06 (see attached “CalPERS 2022 Monthly Premiums for Contracting Agencies”).
The City is required to notify the Health Benefits Division of CalPERS of the City’s rates of contribution for health insurance on behalf of all employees. This action is required so that the appropriate deduction can be made for employees, retirees and/or annuitants.
The new contribution rate for all employee groups/organizations, unrepresented employees and retirees will be reported by resolution as follows:
5.5.5. Staff Report – Resolution Establish/Increase CalPERS Monthly Contribution Rates/Health Insurance
October 11, 2022 Page 2
Code Employment Category Maximum Monthly
Contribution Rate
002 Compton Firefighters $1,962.06
004 Management $1,962.06
011 Police Lieutenants $1,962.06
012 Police Officers $1,962.06
013 Emergency Dispatchers $1,962.06
014 Police Captains $1,962.06
015 Non-Supervisory $1,962.06
017 Maintenance & Trades $1,962.06
018 Public Safety Auxiliary $1,962.06
019 Unrepresented Employees $1,962.06
While all the employee organizations identified-above are not currently active in the City, for reporting purposes, CalPERS prefers that the categories remain the same because City has retirees who are still listed in these categories. The new contribution rates are effective as of January 1, 2023, pursuant to Section 22892 of the Government Code.
FISCAL IMPACT
There is an average 9.54% overall premium increase in the rate which determines the City’s contribution towards health insurance. Funds for this increase were included in the FY 2022-2023 Budget.
RECOMMENDATION
It is recommended that the attached Resolution be adopted by the City Council.

AUTHORIZING THE CITY MANAGER TO DEDICATE A CLASSROOM
AT COMPTON FIRE STATION ONE IN HONOR OF CHARLES E.
COLEMAN

Councilwoman Lillie Darden has requested that a resolution be brought forth for the City Council’s consideration and approval that will authorize the naming of a classroom at Fire Station One in honor of Mr. Charlie Coleman.
BACKGROUND
On June 10, 2014, the City Council adopted Resolution No. 23,958, which established the “City of Compton Policy Governing the naming of City Owned Facilities and Land” (a copy of the Policy is attached). This policy outlines all of the necessary elements and steps of the policy and determines that the City Council shall authorize naming of City owned facilities and land after individuals who have made significant contributions to the Compton community.
The Compton Fire Department was established in 1901, with a small force of volunteer firefighters. In 1925, the department converted to professional status, hiring its first paid fire chief and five firefighters, supplementing its current staff of 20 volunteer firefighters.
Today the Fire Department has 84 sworn employees and five civilian employees. Its resources include four fire stations and nine front-line emergency vehicles comprised of four fire engines, one truck, two paramedic squads, and two basic life support transport ambulances.
In addition to emergency services, the Fire Department maintains the James Shern Fire Academy, partnering with Compton Community College to provide an accredited program of Firefighter Training; offers a Fire Explorer program for youth ages 14 to 21; provides public information and training in fire safety and disaster preparedness; and provides free blood pressure screening at all four fire stations.
STATEMENT OF ISSUE
Charles E. Coleman also known as Explorer Chief Coleman grew with in the City of Compton on the 400 block of Palmer St. Explorer Chief Coleman attended school in the City of Compton and graduated from Compton Senior High School, in which he is a valued Tarbabe alumnus. But this time it was different, it was pure joy to see her again knowing that she had survived this horrific incident. At that moment, Coleman’s career aspirations were defined and he knew that he wanted to be a Compton Firefighter. In 1972 chief Coleman reach the age of 14 and made the age requirement to join the Compton fire department fire scouts. During this time Coleman was one of the smallest fire scouts in the group and they did not have uniforms to fit him, not being denied his mother went to JC Penny which had a youth scout section and bought some forest green pants and shirt that matched the uniforms of the fire scouts for him to attend the program. In 1976 the Compton Fire Department fire scouts transitioned to the Compton Fire Department youth Fire Explorer Program. The Compton Fire Department youth explorer program is the 2nd post established in the Los Angeles County area with over 100 explorers who are now career firefighters, paramedics, engineers, captains, and chief officers throughout the nation.
To date, through the Compton Youth Fire Explorer program Chief Coleman has recruited, mentored, trained, and advised many of the current Compton Fire Department personnel including Fire Captain Reginald Donald, Fire Engineers Sam Harper, Jason Velez, and Michal Mente, Firefighter Paramedics Richard Earl, Anthony White, Daniel Salazar, and Navid Barragan, Firefighters Deonte McReynolds, and Paul Scott. These men are just a few of the names that have maturated through the Compton Youth Fire Explorer program and through the ranks of the Compton Fire Department.

TO: HONORABLE MAYOR AND CITY COUNCIL
FROM: PUBLIC WORKS ENGINEERING DEPARTMENT
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COMPTON AUTHORIZING THE CITY MANAGER TO ENTER
INTO A PROFESSIONAL SERVICES AGREEMENT WITH AND
ESTABLISH A PURCHASE ORDER FOR BIGGS CARDOSA
ASSOCIATES, INC. STRUCTURAL ENGINEERS TO PROVIDE
PROFESSIONAL DESIGN ENGINEERING SERVICES FOR THE
ARTESIA BRIDGE ($271,878)
SUMMARY
Adoption of this resolution will authorize the City Manager to enter into a professional services agreement with and establish a purchase order for Biggs Cardosa Associates, Inc. Structural Engineers to provide professional design engineering services for the Artesia Bridge in the amount of Two Hundred Seventy One Thousand Eight Hundred Seventy Eight Dollars ($271,878).
BACKGROUND
The Artesia Boulevard Overhead (State Bridge No. 53C1744 and Los Angeles County Bridge No. 2446) carries Artesia Boulevard over the Alameda Railroad Corridor, Alameda Street and Compton Creek.
The bridge was constructed in 1956, is approximately 100 feet wide, and includes 10 spans of varying length for a total bridge length of 718’. The bridge superstructure is comprised of steel girders with a cast-in-place concrete deck.
As of the June 2019 Bridge Inspection Report, the bridge was flagged as Structurally Deficient with a Sufficiency Rating of 38 out of 100. On December 18, 2020, a fire damage was reported at Span 10, the eastern most span of the bridge.
Subsequently, the bridge was closed to traffic and inspected by the Los Angeles County Public Works and the City of Compton Public Works Department. The inspection concluded that the Steel girders exhibited significant distortion as a result of the fire. An April 2021 load rating analysis concluded that the structure’s remaining strength is sufficient to carry only the structure’s self-weight. Additional loads (vehicular and pedestrian traffic) are prohibited on the bridge because most of the steel girder members were severely deformed and connections had been compromised. Therefore, repairing the girders was not deemed feasible. The preferred repair solution was to replace Span 10.
10.10.10.10. Staff Report – Resolution Authorizing the City Manager to enter into an agreement with BCA for the Artesia Bridge
October 11, 2022
In April 2021, City staff solicited a proposal from a qualified structural engineering firm and on December 21, 2021, City Council authorized the City Manager to enter into a Professional Services Agreement with Biggs Cardosa Associates, Inc. to develop options for the City to consider regarding the Artesia Bridge overcrossing.
On April 22, 2022, Biggs Cardosa prepared a Repair Study Report that evaluated the feasibility and estimated costs of three alternative repair options as follows:
Steel Superstructure Replacement
Steel Superstructure is a replacement of in-kind concept with steel girders consisting of replacing the existing damaged structure with similar components as recommended in the initial Los Angeles County Public Works Report. An exact replacement of the existing structure was not possible because bridge design codes had changed since it was designed in the 1950s, and replicating the existing structure would not meet current Caltrans and American Association for State Highway Transportation Officials (AASHTO) requirements.
Concrete Superstructure Replacement
Concrete Superstructure Replacement consists of using precast/pre-stressed concrete members as a replacement for the existing steel girders. The benefit of concrete is a similar girder erection time as steel girders without the risk of the steel costs and lead times.
Embankment Filled Option
Embankment Fill Concept option consists of backfilling Span 10 of the Artesia Bridge, so the roadway is supported on fill material instead of a bridge. Using the embankment fill option would have the added benefit of removing access under the bridge to help prevent future encampments and fire damage. The removal of the bridge superstructure is possible since the Artesia Bridge was originally designed as a series of individual simple spans (instead of continuous spans). This allows the removal of a given span without negatively effecting the loading on adjacent spans. Below is a breakdown of the three options. . Repair Concept Comparison
Repair Concept Cost
Estimate
Construction Duration
Rolled Steel Girders $2,555,000 6 Months
Concrete I Girders $2,804,000 6 Months
Embankment Fill $3,022,000 4.5 Months
Staff Report – Resolution Authorizing the City Manager to enter into an agreement with BCA for the Artesia Bridge
October 11, 2022
STATEMENT OF ISSUE
On June 26, 2022, Biggs Cardosa Associates, Inc. submitted a proposal to City staff recommending the preferred repair option of replacing the Span 10 superstructure with rolled steel beams at a cost of $2,555,000 and submitted a proposal to provide preliminary engineering services which includes preparing bid documents for the repair work and to obtain the environmental clearance and permits necessary to hire a contractor to perform construction services on the Artesia Bridge. The following sections describe the proposed scope of work as follows:
Project Management & Administration
Coordination & Meetings
Biggs Cardosa will meet with the City and Los Angeles County Department of Public Works (LACDPW) regularly throughout the design of the repair plans and specifications. Railroad coordination is anticipated due to the proximity of construction equipment with the potential to impact the tracks.
Assumptons:
The scope includes participation in up to six (6) meetings with the City, LACDPW, and/or the Railroad.
Railroad coordination is anticipated to include estimating costs for, and facilitate contacts with railroad flaggers. Flaggers are anticipated during construction operations with the potential to impact the tracks (e.g. cranes installing the new steel superstructure). This scope assumes that a Construction & Maintenance Agreement or similar will not be required with the railroad. Any railroad-related fees are assumed to be paid by the City, or included in contractor’s bids.
Public outreach meetings are not anticipated for this scope Deliverables:
Meeting Agendas & Minutes
Project Administration
Biggs Cardosa will prepare a baseline schedule for the repair design work, and will update the schedule throughout the progression of this scope. Monthly invoices and progress reports will be prepared.
Assumptions:
The scope assumes that the Term of the Agreement is six (6) months.

AUTHORIZING THE CITY MANAGER TO ENTER INTO A
PROFESSIONAL SERVICES AGREEMENT WITH AND ESTABLISH A
PURCHASE ORDER FOR BIGGS CARDOSA ASSOCIATES, INC.
STRUCTURAL ENGINEERS TO PROVIDE PROFESSIONAL DESIGN
ENGINEERING SERVICES FOR THE ARTESIA BRIDGE ($271,878)
WHEREAS,adoption of this resolution will authorize the City Manager to enter into a professional services agreement with and establish a purchase order for Biggs Cardosa Associates, Inc. Structural Engineers to provide professional design engineering services for the Artesia Bridge in the amount of Two Hundred Seventy One Thousand Eight Hundred Seventy Eight Dollars ($271,878); and
WHEREAS,the Artesia Boulevard Overhead (State Bridge No. 53C1744 and Los Angeles County Bridge No. 2446) carries Artesia Boulevard over the Alameda Railroad Corridor, Alameda Street and Compton Creek; and
WHEREAS,the bridge was constructed in 1956, is approximately 100 feet wide, and includes 10 spans of varying length for a total bridge length of 718’. The bridge superstructure is comprised of steel girders with a cast-in-place concrete deck; and WHEREAS,as of the June 2019 Bridge Inspection Report, the bridge was flagged as Structurally Deficient with a Sufficiency Rating of 38 out of 100 and on December 18, 2020, a fire damage was reported at Span 10, the eastern most span of the bridge; and WHEREAS,subsequently, the bridge was closed to traffic and inspected by the Los Angeles County Public Works and the City of Compton Public Works Department; and
WHEREAS,steel girders exhibited significant distortion as a result of the fire, an April 2021 load rating analysis concluded that the structure’s remaining strength is sufficient to carry only the structure’s self-weight; and WHEREAS,additional loads (vehicular and pedestrian traffic) are prohibited on the bridge because most of the steel girder members are severely deformed and connections had been compromised and therefore repairing the girders was not deemed feasible; and
WHEREAS,the preferred repair solution is to replace Span 10; and WHEREAS,In April 2021, City staff solicited a proposal from a qualified structural engineering firm and on December 21, 2021, City Council authorized the City Manager to enter into a Professional Services Agreement with Biggs Cardosa Associates, Inc. to develop options for the City to consider regarding the Artesia Bridge overcrossing; and WHEREAS,on April 22, 2022, Biggs Cardosa prepared a Repair Study Report that evaluated the feasibility and estimated costs of three alternative repair options as follows:
Steel Superstructure Replacement
Steel Superstructure is a replacement of in-kind concept with steel girders consisting of replacing the existing damaged structure with similar components as recommended in the initial Los Angeles County Public Works Report. An exact replacement of the existing structure was not possible because bridge design codes had changed since it was designed in the 1950s, and replicating the existing structure would not meet current Caltrans and American Association for State Highway Transportation Officials (AASHTO) requirements.
Resolution No. ___________
Concrete Superstructure Replacement
Concrete Superstructure Replacement consists of using precast/pre-stressed concrete members as a replacement for the existing steel girders. The benefit of concrete is a similar girder erection time as steel girders without the risk of steel costs and lead times.

Subject: Artesia Boulevard over Alameda/UPRR | Bridge Repair PS&E Biggs Cardosa Proposal
Dear Mr. Strickland:
Biggs Cardosa Associates, Inc. is pleased to submit our proposal to provide professional engineering services for the subject project.
Project Understanding
The Artesia Boulevard Overhead (State Bridge No. 53C1744, LA County Bridge No. 2446) carries Artesia Boulevard over the Alameda Railroad Corridor, Alameda Street, and Compton Creek. The bridge was constructed in 1956 , is approximately 100 feet wide, and includes 10 spans of varying length for a total bridge length of 718’ - 0”. The bridge superstructure is comprised of steel girders with a cast- in-place concrete deck. As of the June 2019 Bridge Inspection Report, the bridge was flagged as Structurally Deficient w ith a Sufficiency Rating of 38.0 out of 100.
On December 18, 2020, fire damage was reported at Span 10, the easternmost span of the bridge. Subsequently, the bridge was closed to traffic and inspected by the Los Angeles County Public Works (Design Division and Road Maintenance Division) and the City of Compton Public Works. Steel girders exhibited significant distortion as a result of fire, and an April 2021 load rating analysis concluded that the structure’s remaining strength is sufficient to carry only the structure’s self -weight. Additional live loads (vehicular and pedestrian traffic) are prohibited on the bridge. Because most of the steel girder members are severely deformed and connections have been comp romised, repairing the girders is not deemed feasible. The preferred repair solution is to replace Span 10.
Biggs Cardosa prepared a Repair Study Report (dated April 22, 2022) that evaluated the feasibility and estimated costs of three alternative repair schemes. The preferred repair option is to replace Steel Girder Damage

the Span 10 superstructure with rolled steel beams. The following table summarizes the estimated costs for this option:
The purpose of this upcoming phase of the project (Preliminary Engineering) is to prepare bidding documents for the repair work, and to obtain the necessary environmental clearance and permits such that a Notice Inviting Bids can be issued to contractors. The following sections describe our proposed Scope of Work in detail.

Artesia Boulevard over Alameda/UPRR | Bridge Repair PS&E Biggs Cardosa Proposal
General Assumptions
The following general assumptions relate to the development of this proposal:
1. This scope is limited to environmental clearance and structural engineering. We do not anticipate roadway/civil work, utility relocations, survey, drainage, geotechnical engineering, and other disciplines as part of the repair work. Should those items become necessary, Biggs Cardosa will coordinate with the City on adding subconsultants and will submit a proposal for this additional work if the work is needed.
2. Right-of-Way Certification and other right of way activities will not be required. The repair work is anticipated to be performed entirely within City right of way.
3. Bidding and construction support services are not included in this proposal. Biggs Cardosa can submit a proposal to provide those services prior to the bidding and construction phases when the scope of the repair work is fully defined.
4. Railroad coordination work is anticipated to be minim al, primarily related to establishing requirements for railroad flaggers during activities with the potential to foul tracks (i.e. crane placement of steel beams). Preliminary Engineering, Construction & Maintenance, and other agreements are not anticipated. Railroad review of design and construction deliverables is not anticipated since Span 10 appears to be outside of railroad right of way.
Fee
We propose to provide the services outlined in this proposal on a time and materials basis for a not-to-exceed amount of $271,878. A detailed breakdown of our fee proposal is attached.
We look forward to continuing to work with you on this project. Should you have any questions, please do not hesitate to contact me.

Public Works/Resolution ______
Coordination & Meetings
Biggs Cardosa will meet with the City and Los Angeles County Department of Public Works (LACDPW) regularly throughout the design of the repair plans and specifications.
Railroad coordination is anticipated due to the proximity of construction equipment with the potential to foul the tracks.
Assumptons:
The scope includes participation in up to six (6) meetings with the City, LACDPW, and/or the Railroad.
Railroad coordination is anticipated to include estimating costs for, and facilitate contacts with, railroad flaggers.

Deliverables:
Project Schedule
Monthly Invoices & Progress Reports
Environmental
Biggs Cardosa will engage a subconsultant to prepare the necessary documentation required for the California Environmental Quality Act (CEQA).
Assumptions:
It is assumed that the repair work will not be federally funded, and compliance with the National Environmental Policy Act (NEPA) will therefore not be required. Biggs Cardosa anticipates procuring an environmental subconsultant concurrent with the development of the draft plans, specifications, and estimates. The level of effort for the environmental scope can vary based on anticipated construction access areas, whether soil is disturbed, and other design developments. BCA’s fee proposal includes a placeholder for this scope based on our experience with similar projects. A formal scope of work will be submitted to the City with a Professional Services Agreement – Biggs Cardosa Associates, Inc.

16. Termination. In the event of the Consultant's failure to prosecute, deliver, or perform the services, after giving written notice of default and two (2) days to correct the same, then, in addition to any other remedies, City may terminate this Agreement for nonperformance by notifying Consultant in writing. Consultant has five (5) business days to deliver any documents owned by City and all work in progress to City address contained in this Agreement. City will make a determination of fact based upon the work product delivered to City and of the percentage of work that Consultant has performed which is usable and of worth to City in having the Agreement completed.

Either Party, upon tendering ten (10) calendar days written notice to the other Party, may terminate this Agreement for convenience. In this event and upon request of City, Consultant will assemble the work product without charge and put it in order for proper filing and closing and deliver it to City. Consultant will be paid for work performed to the termination date; however, the total will not exceed the lump sum fee payable under this Agreement. City will make the final determination as to the portions of tasks completed and the compensation to be made.
17. Force Majeure. In the event that performance by either party is rendered impossible (permanently or temporarily) due to acts of war, acts of terrorism, fires, floods, epidemics, quarantine restrictions, or other natural occurrences, strikes, work slowdowns, lockouts (other than lockout by Consultant), or other similar acts to those described above or other causes beyond the reasonable control of such party, and without fault or negligence, said event shall excuse performance by such party, or in the case of temporary impossibility, shall excuse performance only for a period commensurate with the period of impossibility. Notwithstanding the foregoing, City shall have the right to terminate this Agreement upon any event that renders performance impossible. In such case, City shall be responsible for payment of compensation for the reasonable value of services rendered to the point at which this Agreement is terminated, but in no event to exceed the total lump sum fee payable under this Agreement.
