Municipal Water Department
Water System Well Rehabilitation Project Update
April 25, 2023
5. Clean water is vital to our health, community and economy.
We use water on a daily basis to drink, shower, wash our clothes, and cook etc…
Protecting America’s drinking water is a top priority for Environmental Protection Agency (EPA). EPA has
established protective drinking water standards for more than 90 contaminants, including drinking water regulations issued since the 1996 amendments to the Safe Drinking
Water Act that strengthen public health protection.
The City of Compton Water Department strives to meet
and or exceed the state and federal drinking water
standards
On March 11, 2021, The President of the United States signed into law the American Rescue Plan Act ( ARPA ) that provides funding to be invested in necessary improvements of water infrastructure, including building , repairing or upgrading facilities and transmission, distribution and storage systems On June 10, 2021 , the City received ARPA funds from the US Department of Treasury and allocated $7,988,000 to be used specifically for the water infrastructure upgrades.
On May 17th 2022 The City Council approved resolution # 25662 amending the Municipal Water Department’s Fiscal Year 2021‐ 2022 Budget appropriating $7,988,000.00 of the American Rescue Plan Act Funds to the Water Department Capital Budget to improve the water infrastructure.
In December 20, 2022, these funds were re‐appropriated to the Municipal Water Department’s Fiscal Year 2022‐2023 Budget.
As of 3
rd Quarter of 2022 the City's Water Department has been working on items to keep system going while working on developing an RFP to bring on a Engineering Firm to assist with the upgrades
In the interim SCEdison was hired to investigate and conduct Infrared Panel Inspection ‐ Edison inspected all wells electrical panels to identify poor electrical connections using an infrared thermal imaging camera. This process helped identify issues that could have caused a major malfunction as a result of poor electrical connections.
On December 2022 Well 17 Motor and Breaker went bad after a power outage. Staff hired General Pump to replace the bad motor and breaker to get well 17 back up and running.
Well 15 has been hit with positive bact samples after the rains.
Staff successfully disinfected the well from top to bottom to get this well back up and running into the water distribution system.
Water Department Staff has been evaluating the conditions of the 8 wells and 4 reservoirs to create a priority list
2 of the 8 wells are out of service
Well 16 is out of service due to sanding issues and need to have this well reevaluated to see what is the best remedy for this well
Well 20 – was built in 2016 but to this day does not have an operating permit as a result it sat idle from 2016 till present .
Equipment at well site needs to be repaired and or replaced due to non operational boosters as they are seized and needs repair or replacement.
Furthermore the Water Treatment System to remove Iron and Manganese from the water has to be inspected and it may require the removal and replacement of the media inside the canister as it sat idle since 2016 rendering it inoperable.
Staff is researching and contacting the Contractors that helped design and construct that system to get help in reestablish the well to be able to receive an operating permit from the DDW • Funds were appropriated into our Water Capital Budget on Dec 2022 • Request for Proposal for consultant initiated and advertised April 5, 2023, deadline for submittals is April 26th 2023 at 4pm.
• Walk‐through meeting was held on April 18, 2023 to show consultants the well sites and reservoirs, 4 good consultants participated.
• Department will rate the consultants for the work to be done May 3rd 2023 • Department will recommend the consultant for council’s approval May 23, 2023
• ARPA money priority's will be the water well rehabilitation and reservoir upgrades, but funds can be used for mainline replacement • The Funds will need to be dedicated by December 2024 and projects completed by December 2026
Municipal Water Department’s Plan
Current On going projects
• As of February 2023 Staff is working with the Water
Replenishment District (WRD) to receive assistance in
the design and build of a of a Water Treatment Plant to be built for Well 16‐18‐19 to help address VOC’s and

TO: HONORABLE MAYOR AND COUNCIL MEMBERS
FROM: CITY MANAGER
SUBJECT: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COMPTON
AMENDING THE CITY OF COMPTON MASTER FEE SCHEDULE TO
INCREASE USER FEE RATES BY THE CUMULATIVE COST-OF-LIVING
ADJUSTMENT BASED ON THE CHANGE IN THE CONSUMER PRICE
INDEX
SUMMARY
The City Council will consider adopting an ordinance which will amend the City’s Master Fee Schedule to increase user fee rates by the cumulative cost-of-living adjustment based on the change in the Consumer Price Index.
BACKGROUND
On October 10, 2017, the City Council adopted Resolution No. 24,668, which adopted a Master Fee Schedule for services and facility rental fees and charges provided by the City. The current user fees which were adopted in 2017 have not been increased by a Consumer Price Index factor since adoption.
In October 2017, the City of Compton (the “City”) engaged Willdan Financial Services to complete a user fee justification study and assist the City in implementing user fees that are less than or equal to the reasonable cost incurred by the City to undertake services that qualify as user fees, consistent with Proposition 218 and the California Code of Regulations.
Included in the October 2017 study was the ability to increase the established fees by an annual cost of living adjustment, based on the change in the Consumer Price Index.
Earlier this year, the City engaged Willdan Financial Services to review the prior User Fee Study and recommend rates for 2023 that are consistent with the previously approved cost-of-living adjustment.
California law dictates that government revenues can generally be categorized as taxes, assessments, and fees/charges. The designation of a revenue as one of those categories depends on various factors, and its designation determines what process a government must undertake to establish or increase the rate and manner of collection. An amount that is charged to an individual or single entity to offset public spending in connection with the provision of a benefit or service to that individual is referred to as a User Fee.
6. Staff Report-Willdan Financial Services- Planned Cost of Living Increases to User Fee Rates May 9, 2023
Governments are able to collect an amount less than or equal to the reasonable cost of providing the benefit or service to the user. This differs from restrictions placed on the establishment of taxes and assessments, which both must be approved by election or ballot proceeding. Since the services provided in conjunction with user fees benefit individuals rather than the public-at-large, cities are encouraged to recover the full reasonable cost of providing such services.
User fees are also typically subject to an annual cost-of-living adjustment to ensure that user fee revenues keep up with increasing municipal costs. The City has not implemented the cost-of-living adjustment since the establishment of the fees in 2017. Consequently, Willdan Financial Services recommends that the City increase their user fee rates by the cumulative cost-of-living adjustment authorized when the fees were established.
Willdan Financial Services has developed and tested the updated fee exhibit and prepared a presentation and a final updated fee Exhibit to City Council for review and adoption.
STATEMENT OF THE ISSUE
The 2017 User Fee Study was approved on October 10, 2017 by Resolution 24,668. The resolution states the following:
The Master Schedule of Fees [will] be annually adjusted in December in accordance with changes in the Consumer Price Index (“CPI”), as published by the U.S. Bureau of Labor Statistics and be part of the budgetary process.
The annual changes in the CPI since the date of adoption are shown in the table below.
Staff Report-Willdan Financial Services- Planned Cost of Living Increases to User Fee Rates May 9, 2023
Consistent with the method for cost of living increases authorized by the Resolution, staff recommends that the 2017 fees be increased by a maximum of 21.30% to arrive at rates for 2023.
FISCAL IMPACT
Recovery of estimated reasonable costs of fees since adoption in 2017 of the Master Fee Schedule and cumulative cost-of-living adjustment based on the change in the Consumer Price Index.
RECOMMENDATION
Staff recommends the adoption of the attached Ordiance.

User Fee Overview
• Government Revenues can be classified as taxes,
assessments or fees
• An amount charged to an individual or single entity to offset public expenditure related to the provision of a benefit or service to that individual is called a User Fee
• An amount may be collected that is less than or equal to the reasonable cost of providing that benefit or service
• Fee rates may be increased annually by CPI to offset rising costs
| 3
Background
• Most recent user fee study approved in
October 2017
• Cost-of-living adjustment based on CPI
authorized by resolution
• City has not implemented cost-of-living
adjustments since fees were adopted
| 4
Why Increase User Fees?
• Inflation has created growing gap between fees
and costs
• Cost to provide services to individuals not
covered by user fees must be subsidized by
taxes or spending cuts
• User fees ensure that the individual receiving
the benefit pays the fee instead of the public
| 5

TO: MAYOR AND CITY COUNCIL
FROM: CITY MANAGER
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON
AUTHORIZING THE CITY MANAGER TO ACCEPT DONATIONS FROM
BODY ARMOR FOR THE REFURBISHING OF THE OUTDOOR
BASKETBALL COURT AT WILSON PARK
SUMMARY
City Manager has requested that a resolution be brought forth for the City Council’s consideration and to accept a donation from Body Armor for the refurbishing of the Wilson Park outdoor basketball court.
BACKGROUND
Body Armor announced that it would donate funds to refurbish ten (10) basketball courts and renovate youth clinic facilities across the nation. Body Armor is committed to generating a positive impact for boy and girl athletes in underserved communities. Body Armor’s initiative is in memory of the late NBA star Kobe Bryant and his daughter Gianna Bryant. The initiative aligns with parent company Coca-Cola UNITED’s commitment to investing in the well-being and future of its communities.
On August 23, 2022, Body Armor contacted the City and expressed interest in donating a refurbished basketball court in one of the City’s parks.
Body Armor requested a list of city-owned outdoor basketball courts to review. City staff provided a list which included Kelly Park, Sibrie Park, Burrell McDonald Park, South Park and Wilson Park. Of the five (5) parks on the list, Body Armor selected Wilson Park to refurbish.
STATEMENT OF ISSUE
Several outdoor basketball courts in the City of Compton are in dire need of repair. Prior to April 2023, the Recreation Department was without a Director and full staff. During the recruitment period, no maintenance or repairs toward the outdoor basketball courts were performed.
Since then the City Manager has hired a Recreation Director and little by little, the parks are being staffed and reopened, but there is still a great need to bring the parks back to full operations.
7. The proposed project will include the removal of old hoops, installation of new hoops, patch and repair court surface as needed. The size of the sport court surface is 90’ x 50’, with an 80’ x 42’ playing area.
FINANCIAL IMPACT
No fiscal impact to the General Fund. The value of the project is projected at approximately sixty-seven thousand dollars ($67,000.00) that will be funded with the Body Armor donation.
RECOMMENDATION
Staff recommends that the City Council authorizes the acceptance of the donation and adopt the attached corresponding Resolution.

FROM: CITY MANAGER
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON
DECLARING TWENTY-TWO COPIERS AS SURPLUS, AND OF NO
VALUE TO THE CITY AND AUTHORIZING THE DISPOSAL OF SAID
EQUIPMENT BY APPROPRIATE MEANS
SUMMARY
The City Council will consider adopting the attached Resolution, declaring twenty-two copiers to be surplus, that have exceeded their useful life expectancy and authorize their disposal by appropriate means.
BACKGROUND
On January 17, 2023 Mayor and Council approved Resolution No. 25,775 authorizing the City Manager to enter into a Service Agreement with C3 Tech for the supply and maintenance of thirty multifunctional digital copiers for sixty months. The new equipment has been installed and the twenty-two copiers listed on the attached “Exhibit A” were replaced. The replaced copiers are broken, outdated, in disrepair and in fact surplus property, of no value to the City.
STATEMENT OF THE ISSUE
The copiers listed on “Exhibit A” to the proposed resolution are old, damaged, costly to repair, unable to locate replacement parts and no longer have value to the City’s operations. In addition, without a maintenance contract, the cost of ink and repairs will exceed the value of the copiers. The surplus copiers are currently taking up useful space in storage rooms, vacant offices and storage containers. Staff has inspected the copiers in “Exhibit A” and determined that none meet the Fixed Asset threshold of $10,000 in value and it is in the best interest of the City to dispose of copiers in an environmentally friendly and fiscally responsible manner.
It is necessary for the City Council to declare the copiers listed in the attached “Exhibit A” be declared as surplus property, as it will allow the City Manager and/or his designee to dispose of the listed items by appropriate means.
8. Staff Report – Resolution Authorizing Disposal of Surplus Copiers May 23, 2023, page 2
FISCAL IMPACT
None of the items to be disposed exceeds the City’s $10,000 fixed asset policy.
That proceeds, if any, that may be obtained from items recycled shall be deposited in Gain On Sale/Disposal/Conversion account number 1001-000-000-3964.
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution.
