15 Project Approach
Understanding of the Intent of the Project and City’s Expectations Willdan understands that the City of Compton is commissioning an Engineering and Traffic (E&T) Survey to re -certify posted speed limits on street segments throughout the City. It is our understanding that Compton requests the re - certification of the speed limits to be conducted in compliance with the provisions of the California Vehicle Code (CVC), which require that such surveys be updated every 5, 7 or 14 years (depending on specific conditions being met) to enable law enforcement agencies to perform radar speed enforcement.
Willdan’s approach to this project begins with the kick -off meeting. At that meeting, we will discuss the project objectives, tasks, schedule, and information required from City staff such as past engineering and traffic surveys, collision history and records, and Average Daily Traffic (ADT) data. After the kick-off meeting, Willdan will immediately call an internal team meeting, allocate needed resources, and begin the data collection process. Data collection will be performed:
▪ On a Tuesday, Wednesday, or Thursday for traffic volume counts. ▪ On a non-holiday day.
▪ In good weather.
▪ While schools are still in session.
The data includes radar survey data collections; ADT’s, reviewing existing segment conditions in addition to review of each segment's collision history. An analysis will be performed and completed in conjunction with the radar survey collection process. At a minimum, we anticipate completing 30 radar surveys counts per week.
The preliminary recommendations will present the information in table format and will clearly document the recommended speed limit and demonstrate the likelihood of the existing speed limit either changing or remaining unchanged. Once the preliminary recommendations have been submitted, Willdan will wait to receive approval from City staff before continuing to Task No. 8 for the segments and begin preparing the draft E&T report. As part of the preliminary review, Willdan will receive input from both City staff and Police and will discuss street segments whose proposed recommendations may be controversial for the community. Discussions will be had regarding the likelihood of recommendations changing should additional radar survey be collected for those segments.
Upon agreement on the preliminary recommendations by City staff and Willdan, we will proceed and submit the draft Engineering and Traffic survey to the City.
Once comments for the draft Engineering and Traffic Survey have been received from City staff, Willdan's team will proceed w ith completion of the final Engineering and Traffic Survey to be presented to City Council.

16 Detailed Scope of Work
Task 1 – Obtain Documents
Prior to starting the following tasks, Willdan will request data from the City including:
▪ Copy of the latest and previous Engineering and
Traffic Surveys.
▪ CAD File of City’s Speed Limit Map prepared for the
latest Engineering and Traffic Survey.
▪ Access to Statewide Integrated Traffic Records System (SWITRS) Reports or the City’s traffic record system, for the last 3 years, in electronic format. ▪ Citywide map electronic file.
Willdan will prov ide samples of the Speed Survey Sheets, various Data Summary Sheets, and Summary of Recommendations Chart for pre-approval.
Task 2 – Field Inspection
Using the existing survey data for reference, a n in -person field inspection and assessment of each street segment will be conducted to determine traffic and roadway conditions that are not readily apparent to motorists.
Any changes in roadway conditions since the last survey was conducted will be identified and noted on the survey data sheets. Willdan Engineering will work with the City to evaluate unusual conditions on roadway segments. All field inspections will be made on weekdays when school is in session.
Task 3 – Traffic Volume Counts
Twenty-four (24) hour directional machine traffic volume counts will be conducted by our subconsultant, City Traffic Counters, for the 70 street locations. The traffic volume counts will not be conducted on weekends, school or civic holidays, during const ruction days, or inclement weather conditions. Traffic volume data will be collected in hourly increments. The machines will be located approximately at the midpoint of each street segment.
NOTE: Due to the upcoming summer break, Willdan will work closely with City staff to determine when data collection will be conducted.

17 Task 4 – Manual Spot Speed Surveys
Radar speed data will be gathered for the 70 street segments using a calibrated radar operated by a certified radar
operator as required in the CVC . The surveys shall not be conducted on weekends, school or civic holidays, during congested peak traffic ho urs, around construction zones or inclement weather conditions. The data collected will
consist of an optimum of 200 samples with 100 samples in each direction but not less than 100 samples or more than 2 hours of measurement for each segment. The information will be recorded on field tally sheets and will include date, time, field conditions, weather and engineering calculations of the average speed, 85th percentile speed, 10 mph pace speed, and percent-in-pace.
Task 5 – Collision History
For each street segment, collision records for the most recent 3-year period using the City’s SWITRS or other
automated collision reporting system will be reviewed and summarized. Collision rates will be calculated and compared with the State of California average collision rates for similar roadways and street segments.
Task 6 – Traffic Survey
After collection of all data above, the results will be summarized on survey data sheets and in tabular form. Each survey data sheet will contain all of the information
necessary to determine the recommended speed limit based on the latest State requirements. The previous reasons given in the past E&T Survey for reducing speed limits will be considered when determining the recommended speed limits. The recommended speed limits will be provided on the survey data sheets and summarized in tabular form in the Report.
Before proceeding to the next task, Willdan will send a summary table of speed limit recommendations to the City to review and comment on the speed limit recommendations.

Quality Assurance/Quality Control Procedures
Project Controls
Willdan’s project control system is designed to provide a coordinated effort between all task facets of a project in the framework of the pre -established master
schedule, budget controls, and reporting system. The
work breakdown structure subdivides the work into
manageable segments and is the basis for our project
managers’ project control plan. The wo rk breakdown structure is tailored to specific project needs, but generally has typical elements, including codes to identify work segments and engineering disciplines, weekly reports, and project resources schedule.
Cost Control
The budget control system is prepared in accordance with the work breakdown structure. The budget becomes the control against which performance is measured.
The budget is time phased by combining project master scheduling data with budget data. Actual costs are compared with budgeted costs and variances analyzed. Deviations between planned and actual cost can then be evaluated to forecast and control future work.
Task 8 Deliverables
✓ Meeting Agenda
✓ Meeting Minutes
✓ City Council Presentation

CITY OF COMPTON
20 Schedule Control
A critical path method master schedule will be prepared following the notice to proceed.
The schedule will identify major items of work and will be the vehicle for monitoring, controlling, and tracking progress. The schedule will be updated monthly to reflect actual and forecasted completions. This allows our project managers to anticipate and forecast potential issues and develop an advanced strategy to proactively mitigate problems before they impact the schedule.
Progress Reporting
The submittal requirements and format for consistent monthly reporting of project costs and status will be confirmed with the City during the project start-up period. The status report will contain a project performance summary, action items, outstanding items to be resolved, an updated schedule, and a comparison and narrative of budgeted costs versus actual costs.
Quality Assurance and Control
Quality assurance and control procedures are critical to ensuring sound engineering practices and quality deliverables are produced for our clients. Willdan operates daily under a company -wide Quality Assurance/Quality Control (QA/QC) Program. In accordance with Willdan’s QA/QC Manual, a QA/QC officer is assigned to every contract. As part of her daily responsibilities, Ms. Joanne Itagaki will provide quality assurance oversight. Project- specific QA/QC activities will be planned at the beginning of each project. Typical QA/QC activities include assigning the appropriate technical staff to the project, selecting the proper project technical approach, establishing a project schedule that meets internal Willdan and City deadlines, and determining the proper level of QA/QC review. There are four levels of QA/QC review for project deliverables:
The two major components of the QC review are technical and communication reviews. A Level 3 QC review will be performed on the engineering design plans, specifications, and cost estimate to ensure the design is sound and appropriate and confirm delive rables meet the scope of work requirements. Project documents, including letters and correspondence, are subject to a Level 2 QC review to ensure deliverables are reasonably organized, text and presentation are

FROM: COMPTON FIRE DEPARTMENT
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON
AUTHORIZING THE ESTABLISHMENT OF A PURCHASE ORDER FOR
THE CITY OF DOWNEY FOR FIRE AND EMERGENCY MEDICAL
DISPATCHING SERVICES ($800,000.00)
SUMMARY
Adoption of this resolution by the City Council will authorize the City Manager to establish a purchase order in the amount of Eight Hundred Thousand Dollars ($800,000.00) for the City of Downey to provide Fire and Emergency Medical Services dispatching services for the Compton Fire Department during Fiscal Year 2023-2024. The purchase order will provide funds to cover anticipated invoices for Fire and Emergency dispatching services that are generated quarterly for the Fiscal Year 2023-2024.
BACKGROUND
The Compton Fire Department (“Department”) has been a member of the Joint Powers Association (“JPA”) for a number of years. Through the JPA, each member entity (i.e. the cities of Downey, Santa Fe Springs and Compton) contract to share in the costs of the infrastructural and operational services required to provide emergency communication and dispatch services. On January 17, 2017, the City Council authorized Compton’s continued participation in this cooperative by adoption of Resolution No. 24,509, which approved a three (3) year (i.e. July 1, 2016 through June 30, 2019) agreement with the City of Downey, which provides, through its Communication Center, communication and dispatch services for emergency fire and medical response to the member cities.
Pursuant to the terms of the agreement the term is automatically renewed for consecutive one (1) year terms until terminated by one of the JPA parties by providing six (6) months advance written notice of termination. Agreeing to this provision assures that these vital and lifesaving services are not interrupted or discontinued due to inadvertent failure to timely renew the agreement.
STATEMENT OF ISSUE
911 Fire and Emergency Medical Services dispatching services are required to properly manage and direct responding units to an emergency and while on the scene of an emergency. This service is best delivered to the citizens of Compton through the JPA where all the needed aspects of a communications center are best done through shared processes.
16.16.16. Staff Report – Resolution Authorizing P.O. (FY 2023-24) City of Downey/Fire & EMS Dispatch Services
September 5, 2023 page 2
The current year of the agreement began July 1, 2023. In accordance with the terms of the agreement, the City will be billed for its share of the costs quarterly, forty-five (45) days after each of the following intervals: September 31 st, December 31st, March 31st and June 30th. Since the fourth (4 th) quarter payment is not submitted to the City until 45 days after June 30 th, the authorized purchase order should be held at least 60 days past the end of Fiscal Year 2023-2024 to assure that funds are available to pay the invoice.
ALTERNATIVE
The alternative is to find a new dispatching center and purchase the hardware and software that is required for their system. This alternative will cost the City a greater impact on the budget.
FISCAL IMPACT
The cost for services provided is based on a charge of Sixty Three Dollars ($63.00) per call. Over the last several years, Compton has responded to more than 12,000 – 911 calls per year. Compton’s cost for services to be rendered during Fiscal Year 2023-2024 is anticipated to be approximately $800,000.00.
Funds for this expenditure are available in the Fire Department’s 2023-2024 Fiscal Year budget in Account No. 1001-690-000-4269.
RECOMMENDATION
Staff recommends that Council approve the attached Resolution.
