SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON
AUTHORIZING THE CITY MANAGER TO ISSUE A PURCHASE ORDER
TO WAXIE ENTERPRISES, INC. DBA WAXIE SANITARY SUPPLY FOR
THE PROCUREMENT OF EQUIPMENT AND SUPPLIES ON AN AS-
NEEDED BASIS FOR THE GENERAL SERVICES DEPARTMENT
($50,000.00)
SUMMARY
This resolution will authorize the City Manager to issue a purchase order to Waxie Enterprises, Inc. DBA Waxie Sanitary Supply (Waxie) for the procurement of equipment and supplies on an as-needed basis for the General Services Department in the amount not to exceed Fifty Thousand ($50,000.00) Dollars.
BACKGROUND
The General Services Department is responsible for the maintenance and general upkeep of the City of Compton’s thirty-one (31) facilities that encompass administrative buildings, park facilities, fire stations, service yards, and leased properties.
Due to the high daily usage of City facilities, staff utilizes various supplies and materials in large quantities to keep and maintain all of the facilities in an orderly fashion. The ability to efficiently order materials and maintain supplies is paramount to the Department’s operation. Waxie equipment (paper towels, soap, and tissue dispensers, etc.) and products (toilet tissue, paper towels, air fresheners, etc.) have been installed and utilized in all City facilities to provide uniformity in appearance, quality, and to uphold cleaning standards. In doing so, the dispensers and supporting equipment for these products only fit Waxie products and this purchase order will allow staff to ensure all facilities are properly stocked with sufficient supplies at all times.
STATEMENT OF THE ISSUE
In the past, the Department has requested authorization as a sole source procurement vendor as Waxie’s equipment is designed to only operate within their product lines. The City currently has Waxie’s equipment installed throughout its facilities. Consequently, Waxie is the only qualified vendor that can provide these products. In addition, Waxie is part of the Omnia Partners Nationwide Cooperative Agreement Contract Number 2020002301. California Government Code Section 6500 authorizes public agencies to participate in cooperative purchasing agreements like those established by Omnia Partners Nationwide.
5.5.5. Staff Report – General Services
Waxie Purchase Order – Custodial Supplies
October 10, 2023
This procurement method complies with the City of Compton’s purchasing policies per Compton Municipal Code section 4-11-7(c).
Compton Municipal Code Section 4-11.7(c) Exceptions to Competitive Bidding Requirements lists certain exemptions from the bidding process, including purchases of contract supplies, materials, equipment or services entered into with another governmental or quasi-governmental entity.
The availability of custodial supplies is crucial for the General Services Department to continue its operations effectively and safeguard the well-being of staff and visitors. To ensure we meet the City’s daily custodial and equipment demands, staff is requesting a resolution in an amount not to exceed Fifty Thousand ($50,000.00).
FINANCIAL IMPACT
Funds for Fiscal Year 2023-2024 in the amount of Fifty Thousand ($50,000.00) Dollars are available in the General Services Department’s 2023-2024 Fiscal Year budget in the following Account Number:
