ORDER WITH MAJOR LEAGUE INFIELDS, INC. TO PROVIDE

MAINTENANCE SERVICES FOR THE DODGERS DREAMFIELDS AT

GONZALES PARK IN AN AMOUNT NOT TO EXCEED TWENTY-EIGHT
THOUSAND SEVEN HUNDRED DOLLARS ($28,700)

SUMMARY
The adoption of this resolution will authorize the City Manager to establish a purchase order with Major League Infields, Inc. to provide maintenance services for the Dodgers Dreamfields at Gonzales Park in an amount not to exceed Twenty-Eight Thousand Seven Hundred Dollars ($28,700).

BACKGROUND
The Los Angeles Dodgers Foundation (LADF) builds Dodgers Dreamfields to give families in neighborhoods across Los Angeles safe havens and points of pride. The addition of revitalized baseball and softball fields contributes to existing green spaces, promotes physical activity, and increases opportunities for play in underserved communities.

To date, the LADF has spent over $19.6 million building 60 Dodgers Dreamfields and has plans to complete an additional 15 fields to commemorate the 75th anniversary of the Dodgers’ move to Los Angeles, which will be held in 2033. The goal of the Dodgers Dreamfields program is to provide a safe place for youth to conduct positive recreational activities in their own neighborhoods.

The LADF paired with the City of Compton to construct a Dodgers Dreamfields complex at Gonzales Park. The renovations vastly improved the playing conditions, safety and enhanced the overall enjoyment by park patrons and the community. Preserving these improvements requires regular maintenance of the baseball fields to keep the fields and adjacent areas in a safe and operational manner.

On July 26, 2022, Major League Infields, Inc. was awarded a one-year contract to provide maintenance services for the Dodgers Dreamfields location. The contract with Major League Infields, Inc. expired on June 30, 2023. Since that time, Major League Infields, Inc. has continued to provide essential maintenance services and will continue these services until a new contract is established.

3. Staff Report – Resolution Authorizing P.O.

Major League Infields, Inc. – Maintenance Services Dodgers Dreamfields January 2, 2024, page 2
On September 13, 2023, a Request for Proposal (RFP) for Athletic Field Maintenance Services for the Dodgers Dreamfields at Gonzales Park was initiated and the RFP closed on October 2, 2023.

STATEMENT OF THE ISSUE
Major League Infields, Inc. has provided maintenance services at the Dodgers Dreamfields at Gonzales Park. The monthly charge for maintenance services is Four Thousand One Hundred Dollars ($4,100.00). The requested amount of Twenty-Eight Thousand Seven Hundred Dollars ($28,700.00) will pay for outstanding invoices and maintenance services until the RFP process is complete and a contract is established.

Pursuant to Resolution No. 25,001, adopted by the City Council on April 23, 2019, the City Manager is authorized to expend up to $25,000.00 to any one single vendor in a fiscal year; however, the City has reached the threshold for Major League Infields, Inc. for Fiscal Year 2023-2024 and the Public Works Street Maintenance Department (Department) was unable to pay for essential maintenance services and outstanding invoices due to the vendor. Therefore, City Council’s approval is required for this item.

FISCAL IMPACT
Funds are available in the Department’s Fiscal Year 2023-2024 Budget for this expenditure in the following account:

Account Description Amount
1001-720-PK0-4266 Contract Services $28,700.00

ALTERNATIVE
No other alternative is being proposed.

RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution.

SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON

AUTHORIZING THE CITY MANAGER TO ESTABLISH A PURCHASE

ORDER FOR THE STATE WATER RESOURCES CONTROL BOARD

FOR THE ANNUAL WASTE DISCHARGE PERMIT FEES IN AN

AMOUNT NOT TO EXCEED TWENTY THOUSAND EIGHTY-FIVE
DOLLARS ($20,085.00).

SUMMARY
This Resolution authorizes the City Manager to establish a purchase order for the State Water Resources Control Board for the annual Waste Discharge permit fees in an amount not to exceed Twenty Thousand Eighty-Five Dollars ($20,085.00).

BACKGROUND
Wastewater is water that contains waste from residential, commercial, and industrial processes. Municipal wastewater contains sewage, gray water (i.e. water from sinks and showers), and sometimes industrial wastewater from small industries. Large industries, such as refineries, also generate wastewater and discharge separately from municipal wastewater. Typical discharge types includes domestic or municipal wastewater, food processing related wastewater, and industrial wastewater.

The primary purpose of Waste Discharge requirements is to regulate wastewater that is discharged to land. This regulation is put in place to protect the recreational use and drinking water supplies of surface waters and groundwater supplies, and to ensure the protection of fish habitat, other aquatic organisms, and wildlife.

The National Pollutant Discharge Elimination System (NPDES) program regulates wastewater discharges to surface waters. NPDES permits contain specific requirements that limit the pollutants in discharges and require monitoring to ensure that the discharges meet those requirements.

California Water Code sections 13260 and 13269 allow the State Water Board to collect a fee to recover costs associated with the issuance, administration, reviewing, monitoring and enforcement of Waste Discharge Requirement (WDR) fees. The fee is assessed for the privilege of discharging waste that may affect the state’s surface or ground water.

4. Staff Report- State Water Resource Control Board Annual Storm Water Permit January 2, 2024

Page 2 ends

STATEMENT OF THE ISSUE
On December 5, 2023, the Public Work’s Engineering Department (Department) received an invoice associated with the City’s enrollment under the MS4 waste discharge permit program. The billing period is from 07/01/2023-06/30/2024 in the amount of $20,085.00.

The Department is responsible for completing payments for any invoices that are received under the City’s enrollment in the MS4 municipal waste discharge permit program. Once the invoices are received, the Department pays the annual fee to the State Water Resources Control Board for the Waste Discharge permit fees pursuant to its enrollment in the MS4 permit program.

Therefore, staff is requesting authorization from the City Council to approve the issuance of a purchase order to the State Water Resources Control Board for the Annual Waste Discharge permit fees in the amount of $20,085.00.

FINANCIAL IMPACT
Funds in the amount of Twenty Thousand Eighty-Five Dollars ($20,085.00) are available in the Public Work’s 2023-2024 fiscal year budget in Account No. 1001-710-000-4262.

ALTERNATIVE
There are no other alternatives that are being recommended at this time. The annual permit fees are required by Sections 13260 & 13269 of the California Water Code.

STAFF RECOMMENDATION
Staff recommends the adoption of the attached resolution, which authorizes the City Manager to establish a purchase order for the State Water Resources Control Board for the Annual Waste Discharge permit fees.

TO: HONORABLE MAYOR AND COUNCIL MEMBERS
FROM: GENERAL SERVICES DEPARTMENT
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON

AUTHORIZING THE CITY MANAGER TO ISSUE A PURCHASE ORDER

TO THE GARLAND COMPANY, INC FOR THE PROCUREMENT OF
ROOFING MATERIALS FOR FIRE STATION #1 AND FIRE STATION #3 ROOFING PROJECTS ($188,125.59)

SUMMARY
Adoption of the attached resolution will authorize the City Manager to accept the proposal and establish a purchase order to The Garland Company, Inc. in the amount of One Hundred Eighty-Eight Thousand, One Hundred Twenty-Five Dollars and Fifty-Nine Cents ($188,125.59) for the purchase of roofing material for Fire Station 1 and Fire Station 3 roofing projects and authorizing a fifteen percent (15%) contingency in the amount of Twenty Eight Thousand, Two Hundred Eighteen Dollars and Eighty-Three Cents ($28,218.83).

BACKGROUND
The City of Compton owns certain real property located at 201 South Acacia Avenue, Compton, CA 90220 [Fire Station 1] and 1133 Rosecrans Avenue, Compton, CA 90222 [Fire Station 3], currently occupied by Fire Department personnel.

The emerging roof replacement projects for Fire Station 1 and Fire Station 3 require immediate attention. The existing roofs are aging and have shown signs of significant wear and damage, requiring their replacement to ensure the safety and functionality of the facilities. Facility maintenance workers are being called upon to perform a higher number of repairs to problem areas on the roof.

On November 3, 2023, City of Compton staff, The Garland Company, and state-licensed roofing contractors inspected and evaluated the recommended repairs to the roofs for both Fire Station 1 and Fire Station 3. Multiple deficiencies were noted, and staff agreed that any temporary repair to the roof might be the quickest solution but not the most efficient. Staff intends to administer the repairs to ensure the safety and structural integrity of the facilities, prevent water leaks and possible damage to the interior of the buildings, enhance the energy efficiency, and reduce maintenance costs by installing new roofing materials.

5. Staff Report – Resolution 2023-24 FY Budget
Authorizing P.O. to The Garland Company, Inc.

January 2, 2024 Page 2 of 2

STATEMENT OF THE ISSUE
Staff is working with The Garland Company and state-licensed roofing contractors to prepare a recommendation to rehabilitate the entire roof rather than patching or adding additional layers. The Garland Company has provided a proposal for the purchase of the construction material.

To ensure the city is receiving the most cost-effective delivery method for roofing materials, this roofing project will be split into two portions: construction and the purchase of roofing materials. The Garland Company has submitted a proposal in the amount of One Hundred Eighty-Eight Thousand One Hundred Twenty-Five Dollars and Fifty-Nine Cents ($188,125.59) to purchase roofing materials utilizing the California Multiple Awards Schedule (CMAS) Contract 4-20-56-0006B. Separating the construction and materials portion ultimately controls the cost of materials and avoids contractor markups, overruns, and costly change orders. This process has benefited this City and many other Cities throughout the State of California.

The Garland Company was awarded a multi-year contract by the State of California Multiple Award Schedules Unit (CMAS) to provide general building and construction materials to members throughout California. This procurement method complies with the City of Compton’s purchasing policies per The Compton Municipal Code section 4-11- 7(c). The City Council can find that it is more beneficial and economical to utilize the CMAS cooperatively purchased contract with The Garland Company, as opposed to conducting a local bid process.

The City’s purchasing and contract policies are set forth in the City Municipal Code. The cost for goods or services to be purchased dictates how they are to be procured through an informal or formal bidding process. The Compton Municipal Code section 4-11.7(c) Exceptions to Competitive Bidding Requirements lists certain exemptions from the bidding process, including purchases of contract supplies, materials, equipment or services entered into with another governmental or quasi-governmental entity.

A review of the State’s procurement process satisfies the City’s procurement requirements; thus, utilizing the State’s agreements allows the City to capitalize on pricing that would not be available if staff conducted a separate Request for Quotes process for the roofing material.

FISCAL IMPACT
The estimated amount for roofing material cost is One Hundred Eighty-Eight Thousand One Hundred Twenty-Five Dollars and Fifty-Nine Cents ($188,125.59) and staff recommends a fifteen percent (15%) contingency in the amount of Twenty-Eight Thousand Two Hundred Eighteen Dollars and Eighty-Three Cents ($28,218.83) for a total not to exceed Two Hundred Sixteen Thousand Three Hundred Forty-Four Dollars and Forty-Two Cents ($216,344.42). Funds for this expenditure are available in the General Staff Report – Resolution 2023-24 FY Budget
