SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON AMENDING THE PUBLIC WORKS ENGINEERING DEPARTMENT’S
2023-2024 FISCAL YEAR BUDGET AND AUTHORIZING THE CITY

MANAGER TO ENTER INTO A SECOND AMENDMENT OF THE

PROFESSIONAL SERVICES AGREEMENT WITH AND ESTABLISH A
PURCHASE ORDER FOR BIGGS CARDOSA ASSOCIATES, INC.

STRUCTURAL ENGINEERS TO PROVIDE ADDITIONAL

PROFESSIONAL DESIGN ENGINEERING SERVICES FOR THE

ARTESIA BOULEVARD BRIDGE IN THE AMOUNT OF FORTY-NINE
THOUSAND FIVE HUNDRED EIGHTY-FOUR DOLLARS ($49,584.00)

SUMMARY
Adoption of this Resolution will amend the Public Works Engineering Department’s 2023- 2024 Fiscal Year budget. It will also authorize the City Manager to enter into a Second Amendment of the Professional Services Agreement with and establish a purchase order for Biggs Cardosa Associates, Inc. Structural Engineers (BCA) to provide additional professional design engineering services for the Artesia Boulevard Bridge in the amount of Forty-Nine Thousand Five Hundred Eighty-Four Dollars ($49,584.00).

BACKGROUND
The City of Compton is replacing a section of the Artesia Boulevard Bridge (State Bridge No.53C1744, Los Angeles County Bridge No. 2446), located approximately 600 feet west of Santa Fe Avenue within City limits. Specifically, the Project is located over Alameda Street and the Union Pacific Railroad and Alameda Corridor’s Right-of-Ways.

The primary focus of the Project was replacing the section of the bridge known as Span 10, initially presumed to be the sole area affected by the fire. This replacement was necessary due to the severe fire damage sustained to the bridge’s steel girders and supporting connections. The replacement will be an in-kind concept, using a steel superstructure with rolled steel girders.

On October 11, 2022, pursuant to Resolution No. 25,737, City Council authorized the City Manager to enter into a Professional Services Agreement with BCA to provide preliminary engineering services that consisted of the following: Coordination and Meetings, Project Administration, Environmental Documentation, Plans, Specifications and Estimates (PS&E), Technical Specifications Preparation, Cost Estimates, Structural Calculations,

and an Independent Checks of the PS&E for the Artesia Boulevard Bridge in the amount of Two Hundred Seventy-One Thousand Eight Hundred Seventy-Eight Dollars ($271,878.00). All funds allocated pursuant to Resolution No. 25,737 have been exhausted.

On September 26, 2023, pursuant to Resolution No. 25,907, City Council authorized the City Manager to enter into a First Amendment to the Professional Services Agreement with BCA to provide additional design support services that consisted of the following:

Security Panel Re-Design, Engineering Support During Bidding and Construction, Construction Support, and As-Built Preparation in the amount of One Hundred TwentyFour Thousand Eight Hundred Twenty-Four Dollars ($124,824.00). All funds allocated pursuant to Resolution No. 25,907 have been exhausted.

On January 2, 2024, construction commenced to replace damaged portions of the Artesia Boulevard Bridge. Initially, the project focused solely on addressing the damage to Span

10. However, as work progressed, it became evident that Span 9 had also sustained significant fire-related damages, prompting the expansion of the project scope to encompass both spans.

STATEMENT OF ISSUE
On March 21, 2024, BCA submitted an updated proposal to encompass the additional work needed for Span 9. Specifically, BCA noted that the Resident Engineer detected that steel diaphragm framing and the concrete deck and haunch were deteriorated on the southern 75% of the existing Span 9, with deck and haunch deterioration extending up to 15’ to 20’ from the bent to the west.

The proposal submitted by BCA, proposed to evaluate the existing girders, make engineering calculations, provide sketches and direction to the Resident Engineer and Contractor for repair of the damage, meetings in the field, review shop drawings, respond to Request for Information (RFI’s), and produce as-built plan markups of the existing asbuilt plans, as well as any other required activities.

Additionally, the initial scope of work did not include coordination of utilities on and under the existing bridge, and when the construction notice was circulated the City was notified that a pipeline existed just east of Bent 10, and the concrete security panel wall would need to be replaced with a set of operable steel doors. So, to perform the necessary work, BCA will also need to design a detail custom steel doors with steel closure above the doors to replace the westernmost concrete panels in the original construction contract.

BCA proposed to provide these services on a time and materials basis for an additional amount of $49,584.00.

Therefore, in order to amend the Public Works Engineering Department’s 2023-2024 fiscal year budget and authorize the City Manager to enter into a Second Amendment of the Professional Services Agreement with and establish a purchase order for Biggs Cardosa Associates, Inc. Structural Engineers (BCA) to provide additional professional Staff Report – Second Amendment of the Professional Services Agreement with BCA May 21, 2024

design engineering services for the Artesia Boulevard Bridge in in the amount of FortyNine Thousand Five Hundred Eighty-Four Dollars ($49,584.00), City Council’s authorization is necessary.

ALTERNATIVE
There are no alternatives that are being recommended at this time. The progression and completion of the Project requires professional engineering services to be performed by BCA.

FISCAL IMPACT
The Public Works Engineering Department’s 2023-2024 Fiscal Year budget will be amended as follows:

Increase Revenue:

Account No. Description Amount
2789-710-041-3569 State Grants $49,584.00

Account No. Description Amount
2789-710-041-4300 State Grants/Capital Outlay $49,584.00 Funds in the amount of $49,584.00 will be made available in the Public Works Engineering Department’s 2023-2024 Fiscal Year budget in Account No. 2789-710-041- 4300.

Subject: Artesia Boulevard over Alameda/UPRR | Bridge Repair PS&E Extra Work Request 02
Dear Mr. Strickland and Ms. Sedrak:

Biggs Cardosa Associates, Inc. is submitting this Extra Work Request 02 for the Artesia Boulevard Overhead (State Bridge No. 53C1744, LA County Bridge No. 2446) to request consideration of additional scope and fee for additional design/coordination support, and engineering support during construction. Pursuant to Resolution No. 25,737 and the Professional Services Agreement, we are submitting this request for the City’s authorization and approval in writing.

Engineering Support During Construction
Unforeseeable issues have arisen during construction, which require attention from the design engineer, as further described below.

Span 9 Repair
BCA original scope of work included only the replacement of existing bridge Span 10. During demolition of existing Span 10, the Resident Engineer detected that steel diaphragm framing and the concrete deck and haunch were deteriorated on the southern 75% of the existing Span 9, with deck and haunch deterioration extending up to 15’ to 20’ from the bent to the west. On an emergency basis, Biggs Cardosa staff visited the site and met with LA County bridge inspection personnel and the RE, as well as with City staff.

BCA proposes to evaluated the existing girders, make engineering calculations, provide sketches and direction to the RE and contractor for repair of the damage, meet in the field and on the phone, review shop drawings, respond to RFI’s, and produce as-built plan markups of the existing as-built plans, as well as other required activities.

Steel Doors at Security Panels
The original BCA scope was to perform structural engineering for replacement of Span 10. Our work did not include coordination of utilities on and under the existing bridge. When the construction notice was circulated, City was notified that a pipeline existed just east of Bent 10, and the concrete security panel wall would need to be replaced with a set of operable steel doors. To perform this work, BCA will need to design and detail custom steel doors with steel closure above the doors, to replace the westernmost concrete panels in the original construction contract. Design of the steel doors and framing will be performed as well coordination with the utility owner, City, RE and others.

Fee
We propose to provide the services outlined in this proposal on a time and materials basis for an additional not-to-exceed amount of $49,584. A detailed breakdown of our fee proposal is attached.

We look forward to continuing to work with you on this project. Should you have any questions, please do not hesitate to contact me.
