She referenced an email sent to Councilperson Spicer regarding street take-overs and claimed that someone may eventually get hurt.
Lorena Salsido thanked the Sheriff’s Department for helping her look for her son. She also requested an increase in the number of law enforcement officers in the area because another child went missing.
Vanessa Cain asked the City Clerk to clarify the process of pulling papers for candidates running for office. She requested the deadline for pulling papers and questioned why appointments are necessary. She further articulated her concerns for corruption becoming a tradition in the City of Compton.
Maria Ramos advocated for Lorena Salsido and the search for her son. She petitioned the City Council to address the disposition of the people immediately - in response to the number of missing people at this time. She also asked the City Council to work diligently within their districts to enforce the laws that keep the youth and residents safe.

Councilperson Duhart informed Missy Barbara that the property located on Rosecrans and Kemp is privately owned and the project was approved in 2021.
Alonzo Williams commended Councilperson Darden and the City Council for their support of the “Eazy-E Street Naming” event held two weeks ago. He recognized several members of City staff for their assistance and the community organizations that made the event a family affair.
Luis Hernandez, Compton Fire Department Battalion Chief, expressed a concern for the process used to interview candidates for the Deputy Chief position. He explained how the interview process took place via Zoom and was riddled with connection problems that affected his ability to answer questions to his satisfaction. He argued that the panel lacked diversity and asked for another opportunity to interview for the position.
1. Anthony Lewis referred to Item Number Three and inquired about the fire truck for Compton College. He asked the public to remember that this City Council is only in the second year of their first term. July 2, 2024, Page 2
Prior to Fiscal Year 2021, the City was only invested in the Local Agency Investment Fund (LAIF), which has a deposit limit of $100 million dollars and a low-to-moderate interest rate. Most of the City’s cash (nearly $150 million on average) sat uninvested in the City’s General Bank Account receiving $0 in interest earnings.
In an effort to maximize interest earnings for the Residents and align the Treasurer’s Office with current best practices, in July 2021, the City Treasurer’s Office began investing the City’s idle cash in Money Markey Accounts (MMA). In 2022, the City Treasurer’s Office began investing idle cash in Certificate of Deposits (CD). In addition, Treasurer’s Office staff began negotiating the conversion of existing checking accounts into interest bearing investment accounts. As a result of the work done since July 2021, current fiscal year interest earnings exceed $5 million as of 4/30/24 and are anticipated to reach $7 million dollars by the end of Fiscal Year 2024 (June 30, 2024). Not withstanding the success staff has achieved, more interest earnings could be actualized by engaging an investment advisor.
Municipal Financial Advisors
Investment Advisors serve an important function in modern municipalities. They assist public agencies with the investment of public funds, as well as financial analysis, modeling, planning, and forecasting associated with funding capital improvements.
Municipal advisors are regulated by the Securities and Exchange Commission under the Dodd-Frank Wall Street and Consumer Protection Act.
Investment advisors are required to pass the Series 50 exam, a qualifying exam developed by the Municipal Securities Rulemaking Board (MSRB). They must register their firm and the advisors who work for the firm with the MSRB. In addition, municipal advisors are required to follow certain standards of conduct, as defined under MSRB Rule G-42, including regulatory compliance, licensing, and continuing education requirements. Most importantly, municipal advisors are obligated to serve in a fiduciary capacity to their clients and act in their best interest.
Selection of the Firm
Staff circulated a Request for Proposals (RFP) from 2/7/24 to 2/29/24. The notice was published in the Compton Bulletin pursuant to the City’s policies for legal postings. In addition, the Treasurer’s Office circulated the RFP to the California Municipal Treasurer’s Association (CMTA), Government Financial Officers Association (GFOA), California Debt and Investment Advisory Commission (CDIAC), and the Government Investors Officers Association (GIOA).
The RFP Evaluation Committee was made up of staff from the City Treasurer, City Controller, and City Manager offices and the critical rating criteria for the proposals was as follows:

4. Loop Capital
5. Meeder Public Fund
6. Morgan Stanley
7. PFM Asset Management
8. Public Trust Advisors

Based on the critical rating criteria described above, the RFP Evaluation Committee determined that Chandler Asset Management, Inc. would be the best match for the City of Compton. The proposal from Chandler Asset Management, Inc. is attached for your reference.
STATEMENT OF THE ISSUE
Investment of public funds is guided by the California Government Code and the City’s Investment Policy. However, City Council approval is required to enter into an agreement with Chandler Asset Management, Inc. to provide investment advisor services.
FISCAL IMPACT
The existing investment program is projected to yield $5 to $7 million dollars this fiscal year. With the assistance of Chandler Asset Management, Inc., it is anticipated that interest earnings could exceed $10 to $12 million dollars per fiscal year – nearly double that of the existing program managed by in-house staff. The firm will be paid a flat rate Staff Report-Investment Advisory Services

not to exceed $100,500 for a twelve (12) month agreement with the option to renew for two (2) additional fiscal years.

TO: MAYOR AND CITY COUNCIL MEMBERS
FROM: CITY MANAGER’S OFFICE
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON
AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
AGREEMENT WITH ALLIED MANAGED CARE, INC. FOR THE SELF-
INSURED WORKERS’ COMPENSATION PROGRAM
SUMMARY
The City Council will consider adopting a resolution authorizing the City Manager to enter into an agreement with Allied Managed Care, Inc. for the provision of workers’ compensation services for the City’s self-insured workers’ compensation program.
BACKGROUND
All employers in California are required by law to pay for the medical treatment and lost wages of employees who suffer job-related injuries or illnesses. The City of Compton has been self-insured and self-administered for its Workers’ Compensation Program since 1981 and has implemented an assertive cost containment program. The City also provides efficient service to City employees who have suffered a work-related injury, as well as vigorously defend disputed claims.
STATEMENT OF THE ISSUE
It is an industry wide practice to maintain a panel of professionals, who will also act as partners, to assist in the maintenance of a successful Workers’ Compensation Program.
The City’s agreement with its current workers’ compensation program vendor related to bill review services is soon to expire, thus there is a need to employ the services of a qualified and experienced service provider capable of performing Workers’ Compensation bill reviews, PPO offerings, bill review negotiations and reporting requirements.
Staff has determined that Allied Managed Care, Inc. would be the best partner with the City in a continuing effort to manage a viable self-insured program. Accordingly, staff recommends City Council accept the proposal of Allied Managed Care, Inc. to render bill review services for the City’s Workers’ Compensation Program. This is a professional services agreement and based on Compton Municipal Code 4-11.7 Exceptions to Competitive Bidding Requirements no bidding was required.
In order to authorize the City Manager to enter into an agreement with Allied Managed Care, Inc. to render requisite services, City Council’s authorization is necessary.
5.5.5. Staff Report – Resolution Authorizing Agreement with Allied Managed Care, Inc. – Bill Review Services
July 2, 2024, Page 2 of 2

However, the City was still in negotiations regarding the terms of the agreement.
STATEMENT OF THE ISSUE

The City will work with the Station Captain to address individual City priorities and goals. The Contract would remain in force until June 30, 2029. The annual contract cost authorizes a specific service level and can be increased or decreased depending on City needs. The contract cost covers the sworn personnel, Station Captains, clerical support, vehicles, and equipment. The 5 year contract extension was emailed to the City Manager from Contract Law on Thursday, June 27, 2024.
