CITY COUNCIL WORKSHOP ON MULTIPLE PROPERTIES (WORKSHOP HELD FROM 3:06PM TO 4:50PM)

INTRODUCTION OF THE PUBLIC SAFETY COMMISSION
Mayor Sharif introduced the following members of the Public Safety Commission: Patrick Ferguson, Inez Atkins, and Bishop Guillory.

PUBLIC COMMENTS ON AGENDA ITEMS AND NON-AGENDA MATTERS
Bishop Guillory, Chairman of the Public Safety Commission, accused the Compton Times newspaper of publishing falsified information. He asserted that he would take the newspaper to the FBI and District Attorney’s Office to find out if the information is true and if it is not, he will make sure the person responsible for distributing the newspaper is held accountable.

Raul Segora commended Mayor Sharif for supporting the Spanish-speaking community. He maintained that there is no official language in Compton and admitted that when he speaks up for himself, he is threatened with physical violence.

Mika Black thanked Mayor Sharif for attending the Concerned Citizens of Compton meeting held over the weekend. She stated that they shared ideas with each other regarding the implementation of a temporary advisory committee to vet the next city manager. She maintained that this would allow stakeholders from each district an opportunity to participate in the selection process of the next city manager.

Fidel Marquez referenced Item Number Eight and asked the City Manager to explain why American Reclamation was selected over Screaming Eagles Services after receiving numerous negative reviews on Yelp. He referenced Item Number Twelve and asked the City Manager to explain why the streets are repaved almost every five years in unincorporated areas and his street has not been repaved in forty years.

Jackie Venters, property owner, asked the City Manager to explain why she is being charged water and trash fees for unoccupied rental units. She mentioned an article written in the Compton Times newspaper recently and asked the City Council to correct any wrongdoings that they are aware of.

Benjamin Holifield encouraged the City’s leaders to make the decisions necessary to support Screaming Eagle Services and other local influencers that work hard to move the City forward.

Vanessa Cain referenced an article written in the Compton Times newspaper and asked Councilperson Spicer if he paid for his legal counsel.

Councilperson Spicer confirmed that he paid for his legal counsel.

1. The following individuals articulated their support for Screaming Eagles Services and their efforts to clean and maintain the City’s alleyways and thoroughfares, mentor the youth and provide resources to the community: Darryl Williams, Darryl Williams, II., Sharlenea Ellis, Tanisha Murry, Andrew Thompson, Rodney Lister, Amanda Hicks, Christopher Bailey, Anthony Logan, Barbara Calhoun, Eugene Benett, Mannie Hernandez, Brother Z, Claudia Orieta and Yvonne Logan.

Floyd Smith spoke in opposition to water and trash fees being placed on the property owner’s tax bill.

Lynn Boone referenced comments made by City Clerk McDaniel two weeks ago. She argued that her information was false and maintained that the information in the Compton Times is true. She articulated her disapproval of Mr. Groomes’ performance as City Manager and asked that he provide a report before his contract expires.

Miller Martin petitioned the City Manager to scrutinize the Sheriff’s Department for ignoring street racing near Grandee and Stockwell Street.

Gilda Blueford referenced a conversation that was held on the dais October 24 regarding the election. She affirmed that there is no empirical data that proves that changing the election date will improve voter turnout and save money. She asked for more transparency and questioned when the appointed elected officials would officially take their seats.

Missy Barbara expressed a concern for the quality of water in the Third District. She announced that she would be looking into the JARVIS law because she believes the water bill is not supposed to be on the property tax bill.

Delois Taylor stated that the roof was torn off her building and when Hurricane Hilary hit, it rained inside of her apartment. She professed that she is under duress from the landlord to move out, but she is healing from a surgery and has nowhere else to go.

Mayor Sharif referred Ms. Taylor to her liaison.

Marvin Sims invited the citizens to participate in a free raffle event coming soon.

Maria Villa Real, President of the Latino Chamber of Commerce, requested an opportunity to work with everyone on the City Council. She declared that the community has spoken - and they want to keep Screaming Eagles Services. SERVICES, TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A ONE- YEAR SERVICE AGREEMENT WITH TWO (2) ONE-YEAR EXTENSION

OPTIONS AND TO ISSUE A PURCHASE ORDER IN AN AMOUNT NOT TO

EXCEED THREE HUNDRED THIRTY-FOUR THOUSAND DOLLARS
($334,000.00)
City Manager Groomes called Andrew Thompson a fine young man and stellar representative of the City of Compton. He stated that this recommendation comes as a result of the citizens’ request for a cleaner City. He noted that the basis of their recommendation is American Reclamation’s capacity to deal with the level of problems that are in the City of Compton.

David Paschal, Assistant City Manager, presented a staff report detailing the proposals from Screaming Eagles Services and American Reclamation. He communicated that American Reclamation could provide six trucks and twelve employees for less money per month than Screaming Eagles Services’ proposal for one truck and three employees. He confirmed that the financial analysis is clear and that the recommendation for the approval of the contract to American Reclamation is far more cost effective and the lowest bid.

John Gasparian, Vice President & General Manager of American Reclamation, presented a PowerPoint presentation highlighting their collection equipment and vehicles, corporate offices and processing facilities.

Councilperson Bowers asked Mr. Gasparian if they picked up oil. Mr. Gasparian stated that oil is considered a hazardous waste and should be picked up by an oil recycling company.

Councilperson Spicer questioned how the work would be completed for just $210,000. City Manager Groomes clarified that $210,000 is the base contract amount for three trucks and six people.

Councilperson Spicer stated that he calculated six employees earning $30/hour, forty hours a week is roughly $28,000/month: whereas the documentation states $17,000/month. Mr. Gasparian remarked that most of their vehicles do not require a commercial licensed driver making $30/hour.

Councilperson Spicer expressed a concern for Compton receiving the same quality of service that other cities receive. Mr. Gasparian conceded that they are successful because they have an experienced and dedicated staff that other municipalities are comfortable working with.

Councilperson Spicer commented that the issue for him is enforcement and how the City can stop people from dumping in Compton. Mr. Gasparian recommended the installation of cameras in hot spots to deter illegal dumping in specific areas.

Councilperson Spicer asked Mr. Gasparian if he felt comfortable having a termination clause in the contract in the event the city is not happy with the service. Mr. Gasparian replied affirmatively.

City Manager Groomes stated that the contract contains a 30-day cancellation clause.

Councilperson Bowers suggested the City use LVT portable cameras in hot spots to deter illegal dumping.

Councilperson Spicer expressed a concern for unofficial costs within the proposal and negative reviews from customers.

PUBLIC COMMENTS ON AGENDA ITEMS AND NON-AGENDA MATTERS
Lynn Boone referenced Item Number Four under New Business and asked for an update on the City’s water wells. She announced that she is running for office and requested an update to her contact information. She informed the community that her son’s restaurant Planet Health Compton will remain open and be managed by his brother Walter Mejia.

City Clerk McDaniel referred Ms. Boone to the City Clerk’s Office to verify her information.

Vanessa Cain encouraged the citizens to evaluate the candidates running for office before they exercise their right to vote. She commented that she is trying to get new people elected because she is not pleased with the City’s image and economic ranking.

Fidel Marquez referenced Item Number Four under New Business and asked the City Manager to explain why only two of the City’s water wells are being repaired. He suggested that the Olson Company be mandated to repair Central Avenue because of the traffic generated to 250 North Central and 1950 North Central. He also commented that he is experiencing significant challenges running for office and demanded that his home be off limits from other candidates and their family members.

Bishop Guillory petitioned the City Council to work with the residents to ensure that they are safe and protected from street takeovers.

Martin Miller welcomed the new city manager Willie Hopkins to the City of Compton. He inquired about the City creating a space, place or event during the month of February that recognizes the achievements of successful African Americans from the City of Compton.

Mayor Sharif referred Mr. Miller to a staff member.

Miller Martin petitioned the City Manager to formulate a plan for Compton in preparation of the major events coming to the South Bay. He articulated his support for the City Council and beseeched Mayor Sharif to consider the residents’ recommendations for Compton because they believe it will make her a better mayor.

Daniel Salazar, Compton Firefighters, narrated a vote of “No Confidence” letter that was presented to the City Council on December 5, 2023. The letter accuses Fire Chief Simpson of gross negligence related to: Fire department health and safety concerns, recruitment needs that aid in staffing shortages, elimination of essential fire department positions, and violations of their memorandum of agreement between the City of Compton and Compton Firefighters Association.

He alleged that these claims have created a negative impact on the Compton Fire Department which led them to proceed with a vote of “No Confidence.”

3. Tanya Lewis petitioned the City Council to paint the curb red on the corner of 134th and Parmalee to prevent employee parking. She also asked the City Manager to communicate his vision for the City of Compton and requested that it include an emphasis on cleanliness.

City Attorney Perrodin informed Ms. Lewis that Assembly Bill 413 was enacted to increase visibility of crosswalks, prohibiting parking or stopped vehicles along the curb at least 20 feet from a marked crosswalk, or 15 feet of a crosswalk where a curb extension is present anywhere in the state of California.

Craig Henry contested the statements made about Fire Chief Simpson and challenged the individual that made them to back up his comments with facts. He cautioned the community about people making offensive remarks regarding elected officials and running for office.

Walter Mejia petitioned the City Council to keep Planet Health Compton open so that the memory and vision of his brother Roland Jackson will live on.

Manny Hernandez announced the Compton Fire Department’s “First Annual Alameda Corridor Emergency Exercise Drill” scheduled to be held on Sunday, March 3 from 9:00am to 12:00pm.

The event will be attended by local firefighters, emergency services, law enforcement and other personnel.

Terrance Cumby inquired about the City’s plan to address prostitution in the Fourth District. He argued that it is disheartening to go out with his grandchildren, and they see half-dressed women walking on Long Beach Boulevard. He affirmed that this problem has gone on long enough and needs to stop.

Derek Horn petitioned the City Council to assist him with getting a job because a high-ranking firefighter caused him to lose his job in October 2023. He explained that while working as a traffic tech for a sub-contractor for Southern California Edison, a firefighter made negative comments to him, threatened physical violence and lied to his employer about what happened.

City Attorney Perrodin assured Mr. Horn that the City will address his concern.

Mark Smith, retired firefighter, spoke in opposition to the vote of “No Confidence” letter written for Fire Chief Simpson. He contended that this was an isolated incident because the union president did not have anyone standing by to support him as he spoke at the podium. He pointed out that it is election time and not the time to play with the safety of the residents.

Maria Villa Real, President of the Latino Chamber of Commerce, asked the City Council what they are planning to do to prevent the looting at Reuben’s Bakery from happening to other businesses. She also announced that they are registering voters at 920 North Long Beach Boulevard from 10:00am to 12:00pm and 4:00pm to 6:00pm.

Anthony Lewis petitioned the City Council to create a historic preservation ordinance on behalf of Woodlawn Cemetery. He expressed his support for the City Council and affirmed that they have the potential of being the best City Council since Doris Davis was in office. He also inquired about the renaming of the post office on the corner of Willowbrook and Compton because he wants to participate in the process.

Mayor Sharif informed Mr. Lewis that the process was started by Congresswoman Nanette Barragan and Congresswoman Maxine Waters.

AUTHORIZING THE CITY MANAGER TO ACCEPT THE PROPOSAL
FROM ST. NICK’S CHRISTMAS LIGHTING AND DECOR FOR THE

INSTALLATION AND REMOVAL OF LIGHTING AND HOLIDAY

DECORATIONS AND ESTABLISH A PURCHASE ORDER IN AN

AMOUNT NOT TO EXCEED ONE HUNDRED TWENTY-THREE
THOUSAND FIVE HUNDRED NINETY-SEVEN DOLLARS ($123,597)

SUMMARY
The adoption of this resolution authorizes the City Manager to accept the proposal from St. Nick’s Christmas Lighting & Decor for the installation and removal of lighting and holiday decorations and establish a purchase order in an amount not to exceed One Hundred Twenty-Three Thousand Five Hundred Ninety-Seven Dollars ($123,597).

BACKGROUND
The City seeks to enhance the visual appeal and attractiveness of the City of Compton during the holiday season with the installation of festive lighting and holiday decorations.

Enhancing the holiday spirit and atmosphere can foster a sense of community and bring joy to residents and visitors alike. Installing lights and decorations is a great way to create a festive atmosphere and spread cheer during the holidays. It can also be an opportunity to bring people together for events and celebrations.

STATEMENT OF ISSUE
The Department advertised a Request for Proposal for 2024 Holiday Lighting, Decorations and Design on July 17, 2024, in the Bulletin newspaper and on the City’s website.

As a result of the Request for Proposal, four (4) vendors submitted their proposals by the stipulated deadline of August 1, 2024.

Vendors

1. St. Nick’s Christmas Lighting & Decor

2. Bright Life Designs

3. Celebration Holiday Studio

4. Holiday Light Installations

6.6.6.6.6.6. Staff Report – Resolution Approving Proposal and Authorizing Purchase Order Holiday Decorations – St. Nick’s Christmas Lighting & Decor September 10, 2024, page 2
The proposals are slightly different as the specific decorations and services offered vary for each vendor, however based on the proposals submitted the following is a depiction of the estimated cost:

Compensation:

St. Nick’s Christmas Lighting & Decor $123,597
Bright Life Designs $263,085
Celebration Holiday Studio $266,560
Holiday Light Installations $292,808
Staff evaluated each proposal, taking into consideration staffing, equipment and services. As a result, staff selected St. Nick’s Christmas Lighting and Decor as the lowest, most responsive and responsible bidder.

Selection of the most responsive qualified vendor was based on the following; cost, completeness of the proposals, demonstrated understanding of the scope of services, quality of similar work previously performed, and the capability to fulfill the project requirements effectively.

St. Nick’s Christmas Lighting and Decor is a reputable provider of lighting and decor services, capable of meeting the aesthetic and logistical needs of the City.
