THREE HUNDRED NINETY SEVEN DOLLARS AND EIGHTY FIVE

SUMMARY
Adoption of this resolution will amend the Public Works Engineering Department’s 2024- 2025 Fiscal Year budget and authorize the City Manager to enter into a first amendment of the construction services agreement with and establish a purchase order in the amount of Two Million Seventy Thousand Three Hundred Sixty One Dollars and Sixty Eight Cents ($2,070,361.68) for Beador Construction Company, Inc. and a Two Hundred Seven Thousand Thirty Six Dollars and Seventeen Cents ($207,036.17) contingency amount for the Artesia Boulevard Over Alameda Street and ACTA/UPRR Bridge Repair Project, CIP# 23-01.

BACKGROUND
The City of Compton is replacing a section of the Artesia Boulevard Bridge (State Bridge No.53C1744, Los Angeles County Bridge No. 2446), located approximately 600 feet west of Santa Fe Avenue within City limits. Specifically, the Project is located over Alameda Street and the Union Pacific Railroad and Alameda Corridor’s Right-of-Ways.

The primary focus of the Project was replacing the section of the bridge known as Span 10, initially presumed to be the sole area affected by the fire. This replacement was necessary due to the severe fire damage sustained to the bridge’s steel girders and supporting connections. The replacement will be an in-kind concept, using a steel superstructure with rolled steel girders.

On September 26, 2023, pursuant to Resolution No. 25, 906, City Council authorized the City Manager to enter into a Construction Services Agreement with Beador Construction Company, Inc. (Beador) to provide the following services in accordance with their specified plans: survey of existing bridge, coordination and protection of utilities with utility companies and railroads, demolition of existing eastern span of existing bridge, including

possible lead and asbestos, surface repair of existing substructures, new bearings and steel girders, concrete bridge deck, median, sidewalk, and curb; salvage and reset existing steel rail, deck joints, and traffic control. City Council authorized a purchase order to be issued for the aforementioned construction services in the amount of Four Million Eight Hundred Nineteen Thousand Four Hundred and Thirty Dollars ($4,819,430.00).

On January 2, 2024, construction commenced to replace damaged portions of the Artesia Boulevard Bridge. Initially, the project focused solely on addressing the damage to Span

10. However, as work progressed, it became evident that Span 9 had also sustained significant fire-related damages, prompting the expansion of the project scope to encompass both spans as well as other requested work related to the Artesia Bridge project.

STATEMENT OF ISSUE
Beador Company has submitted the below change orders requesting increase in funding due to unforeseen circumstances and additional requirements that were not anticipated in the initial scope of work. The additional funds are crucial to adequately address the new developments and ensure the project is completed in a timely manner.

The table below outlines the requested change orders along with their anticipated costs:

SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON

AUTHORIZING THE CITY MANAGER TO OPEN A PURCHASE ORDER

WITH BRIGHTVIEW LANDSCAPE SERVICES TO PAY AN INVOICE

FOR THE REMOVAL AND REPLACEMENT OF TURF IN THE INFIELD
AT JACKIE ROBINSON STADIUM IN THE AMOUNT OF $21,585.10

SUMMARY
Adoption of the attached resolution will establish a Purchase Order to pay for the removal and replacement of the turf in the infield at Jackie Robinson Stadium during the fiscal year 2024-2025.

BACKGROUND
The City of Compton provides a sports-based youth development program to serve Compton’s youth. The program uses the power of sport to provide critical resources and services to the community. Jackie Robinson Stadium, located at Gonzales Park, is a vital resource for hosting such a program. In order to maintain this program/resource, the City of Compton must contract with a professional field maintenance provider to keep the sports field in a safe and playable condition.

STATEMENT OF THE ISSUE
City Council approval is needed to pay for the removal and replacement of the turf in the infield at Jackie Robinson Stadium during the 2024-2025 Fiscal Year. The BrightView maintenance service contract, which services the Jackie Robinson Stadium, has exceeded the City Manager’s spending authority of $25,000 and City Council approval is needed. The Department of Recreation is requesting authorization to pay an invoice for turf repair in the amount of $21,585.10.

A total of three (3) bids were received for this project. Below are the bids received:

Contractor Bid Amount
Athletic Field Engineering $38,816.00
BrightView Landscape Services $21,585.10
Southern California Landscape Inc. $56,000.00

9.9.9.9. BrightView Landscape Services had the lowest bid, is a current service provider to the park, and was the selected contractor for this project.

SCOPE OF WORK
The scope of work includes the removal of the existing infield turf, grading, and installation of the new turf in the infield. Additional tasks include installation of new sod, and the inspection & adjustment of the irrigation system, should adjustments be required.

FISCAL IMPACT
The total cost for fiscal year 2024-2025 is $21,585.10. The funds for these expenditures are available in the Recreation Department’s 2024-2025 fiscal year budget and will be available in Account Number 1001-840-000-4262.

RECOMMENDATION
Staff recommends the City Council adopt the attached Resolution establishing and authorizing the City Manager to open a Purchase Order to pay for the removal and replacement of the turf in the infield at Jackie Robinson Stadium.
