City without up-to-date policy guidance. The existing General Plan does not reflect the City as of the 2020’s or the new laws adopted over the past 30 years.
STATEMENT OF ISSUE
Staff is requesting adoption of the attached resolution to pay invoices and complete the General Plan 2045 and HCD required rezoning by April 2025.
Resolution 25817 that authorized the previous purchase order was valid until the fiscal year 2023 – 2024. Staff is asking for an extension of the purchase order in the amount of $463,208 to cover the completion of the General Plan 2045 and Department of Housing and Community Development (HCD) Housing Element generated rezoning. To be in compliance with new state laws and facilitate new housing development HCD will only certify the General Plan 2045 Housing Element when the existing Zoning Ordinance is revised concurrently with the General Plan 2045. This anticipated HCD rezoning will also be completed by the General Plan consultant MIG but at an additional cost of $137,170.00 which is included in the purchase order. The purchase order will cover the project to completion.
The Department will be responsible for fiscal oversight, program monitoring, and reporting of the preparation of the General Plan 2045, Rezoning and EIR. The proposed new General Plan and Rezoning will establish goals and policies for land use, housing, open space, circulation, noise, public safety, public facilities, historic preservation, economic development and develop the implementing zoning regulations and design guidelines. This will provide the City with a new General Plan and significantly update zoning code for the first time in decades.
FISCAL IMPACT
