Mayor Sharif reported out that City Council met in closed session regarding Public Employee Performance Evaluation – Title: City Manager pursuant to California Government Code Section 54957. The City Council completed the evaluation and opted to retain City Manager Hopkins.

PUBLIC COMMENTS ON AGENDA ITEMS AND NON-AGENDA MATTERS
Elizabeth A. requested a follow-up to her inquiry regarding 134th Street. She presented a petition for copies of the agenda in Spanish and requested street repairs on Wilmington. She also requested a copy of the Compton City Charter in Spanish.

City Manager Hopkins informed Elizabeth that copies of the City Charter will be available in the City Clerk's Office once ready.

Benjamin Holifield expressed his appreciation for the Council’s efforts to maintain a safe, clean, and friendly City and articulated his support for City Manager Hopkins.

1. Sara Lujan, Compton Library, encouraged the community to take advantage of the toolkit lending library, gun locks, and various clinics held at the Compton library.

Sherrie Barmore requested new street signs at Van Ness and Tucker and trash removal at Van Ness and Long Beach Boulevard. She inquired about graffiti removal in her neighborhood and questioned why residents have to pay for city employees' retirements.

Sharon Roberts commended Councilmember Spicer and Tamara Binns, Assistant City Manager, for their response and assistance. She raised concerns about people defacing City revitalization efforts with graffiti and suggested a reevaluation of expenditures on artists. She also asked the City Council to address the food trucks and street takeovers in the Montage community to ensure a safe, clean, and friendly City.

Vanessa Cain commented on the performance of local nonprofits operating out of the Dollarhide Community Center. She questioned their effectiveness and inquired about charging them rent to generate revenue for the City. She called for an evaluation of the City Attorney’s position and affirmed that no policies were put in place. She highlighted recent violence associated with street takeovers and emphasized the need for action regarding ineffective nonprofits.

Mark Smith clarified a statement he made last week regarding the conditions under which deputies can engage in pursuits. He apologized for the error and informed the public that they can access the pursuit policy on the PARS website. He also questioned whether nonprofits are required to invest in the City.

Tanya Lewis asked the City Council to re-evaluate their contract with Los Angeles County Animal Control due to lack of service. She recommended a local resident for the job to ensure the City receives the service it deserves. Additionally, she requested updates on the establishment of the Olympics committee.

Lynn Boone requested information concerning the second Alameda fire and the City Manager's agreement with Republic. She questioned the handling of a $300,000 payment from Republic that was supposed to go to residents for missed pickups. She accused the City Manager of closing City Hall without prior notice and raised concerns about him using personal funds for City expenses.

City Manager Hopkins refuted Ms. Boone's claims and asserted his authority to manage expenses and make necessary payments on behalf of the City of Compton in accordance with the policies of the City Charter, Compton Municipal Code, and the City’s standard operating procedures.

Fidel Marquez inquired about the soil samples being collected at an empty lot on Alondra Boulevard. He suggested the establishment of local laws to address street takeovers, in addition to exploring alternatives for police protection. He also called for the removal of a commissioner that issued racist derogatory comments towards a Hispanic person.

Mayor Sharif acknowledged Mr. Marquez's points but clarified that the street takeover he mentioned occurred outside city limits.

Missy Barbara cited a lack of parking enforcement officers during street sweeping days. She also requested barriers on Rosecrans and Central to prevent street takeovers. She questioned if the City charged vendors to sell their goods and services at the Compton Christmas parade. She asked someone to explain the City’s decision to contract with an outside agency to develop the general plan instead of preparing it in-house. She also accused non-profit organizations of coming to Compton to gain generational wealth.

Kinsey Jones acknowledged the Council for their hard work, particularly the improvements made at Long Beach Blvd and Alondra and Pauline and Long Beach Blvd. He mentioned his appreciation for the City Manager’s approachability and reminded the Council about the need for better lighting at key intersections.

FROM: WILLIE A. HOPKINS JR.

CITY MANAGER
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON

APPROVING AN AMENDMENT TO THE POSITION CLASSIFICATION

PLAN TO INCLUDE THE CLASSIFICATION SPECIFICATIONS OF

DEPUTY DIRECTOR FOR COMMUNITY IMPROVEMENT SERVICES

DEPARTMENT

SUMMARY
The City Council will consider adopting a resolution amending the Position Classification Plan to include the classification specifications of Deputy Director of Community Improvement Services Department.

BACKGROUND
The City Manager authorized a review of the City’s current Position Classification Plan to include the position of Deputy Director for Community Improvement Services Department.

The Community Improvement Services Department will face growing challenges as we look to expand their organizational operations and community engagement. The scope and complexity of these responsibilities demand a structured leadership team to ensure efficient operations. A Deputy Director would provide essential oversight, assisting in managing and executing strategic initiatives effectively.

A Deputy Director ensures continuity in leadership, particularly during the Director’s absence. This role strengthens succession planning, mitigating risks associated with leadership gaps and ensuring seamless department functionality during crises or transitions.

Dividing leadership responsibilities allows for better resource allocation and operational management. The Deputy Director can focus on critical areas such as interagency coordination, data-driven policing, and emergency preparedness, allowing the Director to concentrate on high-level strategic planning and policy development.

Public safety departments are expected to engage communities, adopt new technologies, and implement progressive strategies. A Deputy Director can spearhead community outreach initiatives, oversee training programs, and drive innovative solutions to enhance public trust and service efficiency.

2. Staff Report – Resolution Amending Position
Classification Plan to Include Deputy Director for Community Improvement Services Department
March 18, 2025
The department’s workforce requires strong leadership to maintain morale, ensure professional growth, and address personnel concerns. The Deputy Director can oversee staff training, career development programs, and employee well-being initiatives, fostering a high-performing and motivated team.

Public safety departments must comply with evolving policies, regulations, and performance standards. A Deputy Director would enhance policy implementation, ensure compliance with legal requirements, and monitor performance metrics to improve service delivery and accountability.

Subsequent to conducting a properly noticed and public hearing pursuant to the provisions of Sections 1010 and 1103 of the Compton City Charter, the Personnel Board approved the proposed amendment to the Position Classification Plan to include the classification of Deputy Director for Community Improvement Services Department and recommended approval and adoption thereof to the City Council at its meeting conducted on January 02, 2025.

STATEMENT OF ISSUE
After review, staff has determined it to be fair and necessary to amend the Position Classification Plan by adding the Deputy Director for Community Improvement Services classification.

The creation of the Deputy Director position strengthens the department’s leadership, improves operational effectiveness, and ensures the public receives the highest level of safety and service. This role is essential for meeting growing demands, enhancing crisis management, and fostering a proactive approach to public safety and community improvement.

FISCAL IMPACT
The salary range for the Deputy Director of Community Improvement is 171 A.

There is no fiscal impact as the funding is available within 1001-67-000-4101 through salary savings.

RECOMMENDATION
Staff recommends that the City Council adopt the attached Resolution.

SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON

AUTHORIZING THE CITY MANAGER TO ISSUE A PURCHASE ORDER

TO HD SUPPLY FACILIIES MAINTENANCE DBA FORMERLY THE
HOME DEPOT PRO FOR THE PURCHASE OF (30) TOUCHLESS

BOTTLE FILLING STATION FOR SEVERAL CITY FACILITIES IN THE AMOUNT OF $46,639.06

SUMMARY
This resolution requests authorization from the City Manager to issue a purchase order to HD Supply Facilities Maintenance DBA Formerly The Home Depot Pro in the amount of Forty-Six Thousand Six Hundred Thirty Nine Dollars and Six Cents ($46,639.06) for the purchase of (30) Touchless Bottle filling stations for several city facilities.

BACKGROUND
On July 28, 2020, City Council adopted Resolution 25,337 which authorized the submission of the Fiscal Year 2020-2021 Annual Action Plan and the 2020-2024 Consolidated Plan. Upon closer review, it was determined by staff that the section regarding the CDBG-CV lacked a viable spending plan necessary for its program development and implementation. Furthermore, the absence of an adequate spending plan poses significant risks to the program development and overall success of the program implementation as outlined in the original resolution. Thus, it is necessary to rescind Resolution No. 25,337 for the purpose of including a new proposed spending plan.

Specifically, the City will amend the adopted FY 2020-2021 CDBG-CV plan to include a revised proposed expenditure plan for the one-time use of CDBG-CV funds in accordance with HUD guidelines. These one-time grant funds are to be administered through HUD’s Community Development Block Grant Coronavirus (CDBG-CV) program.

CDBG-CV funds can be used for the following eligible activities:
 Public Service Activities
 Housing-related Activities
 Public Improvements and Facilities
 Activities to Acquire Real Property
 Economic Development Activities

Additionally, the resolution establishes a purchase order with Valley Vista Services, Inc. in an amount not to exceed One Hundred Twenty-Two Thousand Four Hundred Twenty-Three Dollars and Thirty-Two Cents ($122,423.32) to cover services rendered through the end of this fiscal year.
.

BACKGROUND
Illegal dumping is a significant issue with far-reaching social, health, environmental and economic consequences. Like many other communities, the City of Compton faces the considerable burden caused by illegal dumping. Common sites for such activity include vacant lots, alleyways, parkways and unlocked dumpsters. Frequently dumped items include appliances, tires, household waste, furniture, electronics, hazardous waste construction materials. These illegal dump sites often attract further dumping, compounding the problem.

To tackle the issue, the City of Compton has implemented several initiatives:

1. Engaging a private contractor to handle illegal dumping clean-up.

2. Assigning dedicated City crews to assist with clean-up efforts.

3. Promoting rapid reporting through the City App.

5. Staff Report – Citywide Illegal Dumping, Clean-up, Removal and Haul Away March 18, 2025, Page 2
These efforts aim to address the problem effectively and reduce its impact on the community.

To address this issue, the Department advertised a Request for Proposal (RFP) for Citywide Illegal Dumping Clean-up, Removal, and Haul Away services on October 30, 2024, through the Bulletin newspaper, Planet Bids and on the City’s website.
