SUBJECT: FOURTH QUARTER INVESTMENT REPORT
SUMMARY
The City of Compton (City) Treasurer’s Office invests City funds in compliance with the California Government Code, Section 53600 et. seq., and the City’s Investment Policy.
As of June 30, 2025, these funds had a par value of approximately $315,564,603.24 (Three Hundred Fifteen Million, Five Hundred Sixty-Four Thousand, Six Hundred Three Dollars and Twenty-Four Cents).
Regulatory Compliance
Investment transactions have been made in compliance with the City’s Investment Policy and the California Government Code. All portfolio transactions as of June 30, 2025 can be found in the Portfolio Summary attached as Exhibit A.
Investment Strategy
The Investment Policy divides the City’s investment portfolio into short-maturity (maturing in three to six months), intermediate-maturity (maturing in one to three years), and long-maturity portfolios. Investments are benchmarked against the Three-Month United State Treasury Bill Index, Bank of America Merrill Lynch One-to-Three Year United States Treasury Index, and the Bank of America Merrill Lynch One-to-Five Year.
The short-maturity portfolio maintains a weighted average maturity of three to six months and provides sufficient liquidity to satisfy the City's short-term cash needs. The intermediate-maturity portfolio maintains a weighted average maturity of approximately six months to three years and provides for the cash needs with maturities greater than six months. The long-maturity portfolio maintains a weighted average maturity of three to five years to satisfy the City's long-term cash needs.
The City's cash management goals are to maintain and preserve the safety of funds in custody and provide adequate liquidity for anticipated expenditure needs. Approximately $129 million of the total investment pool, or approximately 41% of the funds, will mature in the next six months, ensuring that sufficient funds are available to meet the City's liquidity needs.

TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: COMPTON FIRE DEPARTMENT
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COMPTON AUTHORIZING THE CITY MANAGER TO ENTER
INTO A THREE (3) YEAR AGREEMENT WITH UCLA CENTER
FOR PREHOSPITAL CARE TO PROVIDE NURSE EDUCATOR
SERVICES FOR THE COMPTON FIRE DEPARTMENT AND
ESTABLISH A PURCHASE ORDER ($70,560.00)
SUMMARY
Adoption of this resolution will authorize the City Manager to enter into a three (3) year agreement (i.e. July 1, 2025 through June 30, 2028) with UCLA Center for Prehospital Care for the purpose of providing training, education, quality assurance and quality improvement for the Compton Fire Department personnel who respond to medical emergencies via the “911” system. And, to establish a purchase order in the amount of Seventy Thousand Five Hundred Sixty Dollars and Zero Cents ($70,560.00) for services to be rendered during the Fiscal Year 2025-2026.
BACKGROUND
The Compton Fire Department (“Department”) currently operates three (3) paramedic units, four (4) fire engines and one (1) truck to provide emergency medical care and treatment to those accessing the emergency “911” system. The Department must maintain a Continuing Education and Quality Assurance Program to be reviewed by Los Angeles County Department of Health Services annually. In the course of the responders’ duties, education, training, and quality assurance measures need to be established and monitored on an ongoing basis.
Industry standards recommend that procedures are monitored and examined. The majority, if not all, fire agencies utilize a registered nurse to conduct training sessions for emergency medical personnel, as well as handle the quality assurance and improvements in their respective departments.
The previous Nurse Educator’s is no longer working with the City of Compton, therefore leaving the Department with a void, because of the nature of the work being performed by field personnel, this crucial service must be performed.
STATEMENT OF ISSUE
An RFP was published for Nurse Educator Services on February 12, 2025, closed on February 26, 2025. The City Clerk received one (1) proposal from the following
3.3.3. Lorna Mendoza, RN/Nurse Educator Staff Report
vendor: UCLA Center for Prehospital Care at a rate of $110 per hour. After evaluation of the proposal submitted staff determined that the proposal and fee submitted by UCLA Center for Prehospital Care was deemed the most responsive to provide the needed services.
By contracting with a qualified professional to provide these needed services the issues of quality assurance and control can be tracked with the results provided to the Los Angeles County Department of Health Services as required by all agencies providing Pre-Hospital Care in the County of Los Angeles.
Staff is recommending that the City enter into a three (3) year agreement (i.e. July 1, 2025 through June 30, 2028) with UCLA Center for Prehospital Care for an amount not to exceed Seventy Thousand Dollars Five Hundred Sixty Dollars and Zero Cents ($70,560.00) per year.
City Council approval is needed because the expenditure exceeds $50,000.00 Dollars.
FISCAL IMPACT
Funds for this expenditure for Fiscal Year 2025-2026 are currently budgeted in the Fire Department budget in Account No. 1001-690-000-4262.
RECOMMENDATION
Staff recommends that Council adopt the attached Resolution.

TO: HONORABLE MAYOR AND COUNCIL MEMBERS
FROM: CITY MANAGER
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF COMPTON ADOPTING THE ANNUAL APPROPRIATION
(GANN) LIMIT FOR FISCAL YEAR 2025-2026
SUMMARY
This Resolution In order for the City of Compton to be compliant with the Appropriation Limit Law pursuant to Article XIII B of the California Constitution and establish the maximum annual Appropriation (GANN) Limit for the City of Compton for Fiscal Year 2025-2026.
BACKGROUND
In November of 1979, California voters approved Proposition 4 (Prop 4) commonly known as the GANN Initiative. Prop 4 created Article XIII B of the State of California Constitution which placed limits on the amount of Tax Revenue Proceeds appropriated each fiscal year. Restricted revenues noted in Article XIII B are those referred to as "Proceeds of Taxes." The City may not appropriate money over and above the GANN Appropriation Limit.
The annual growth factors used in calculating the City’s Appropriation Limit are as follows:
a. Factor 1- the calculation includes the percentage (%) change in City of Compton Non-Residential New Construction percentage (%) change in the California Per Capita Income. The greater percentage (%) change is used. The HdL Companies provided the Assessed Valuation information to the City of Compton based on the analysis of Proposition 111. The (%) change in California Per Capita Income was provided by the State Department of Finance.
b. Factor 2 - the calculation includes the percentage (%) change in population in the City of Compton, or the percentage (%) change in Los Angeles County’s population. The greater percentage was used. This population information was gleaned from the California Department of Finance’s Price Factor and Population Information - May 2025 publication.
c. Total Adjustment Factor = Factor 1 x Factor 2
d. Current Year’s Appropriation Limit = Total Adjustment Factor (x) Previous Year’s Appropriation Limit
4.4.4.4.4. Staff Report – A Resolution Approving and Adopting the Annual Appropriation (GANN) Limit for Fiscal Year 2025-2026
September 2, 2025
Attachments have been included to show the calculation for Fiscal Year 2025 - 2026.
Also, in accordance to the California Constitution Art XIII B §1.5, the Appropriation Limit is required for the annual financial audit. Failure to provide this information during the annual audit may subject the city to an audit finding.
STATEMENT OF THE ISSUE
Staff have prepared the City of Compton's Appropriation (GANN) Limit for Fiscal Year 2025-2026 using the Nonresidential New Cost Report provided by HDL Coren & Cone and the California Department of Finance’s Price Factor and Population Information - May 2025 publication to prepare the calculation.
The City's Appropriation (GANN) Limit for the Fiscal Year 2025-2026 has been calculated as One Hundred Fifty-One Million Five Hundred Fifty Thousand Seven Hundred and Eighty-Three Dollars ($151,550,783). The ‘Proceeds of Taxes’ amounted to One Hundred Twenty-Two Million Ninety-Two Thousand Eight Hundred and Eighteen Dollars ($122,092,818). Therefore, the City of Compton is under its’ Maximum Appropriation Limit by Twenty-Nine Million Four Hundred Fifty-Seven Thousand Nine Hundred and Sixty-Five Dollars ($29,457,965).
Based on this calculation, the City of Compton has not exceeded its Appropriation Limit for Fiscal Year 2025-2026 as the computation reveals that the city is Twenty-Nine Million Four Hundred Fifty-Seven Thousand Nine Hundred and Sixty-Five Dollars ($29,457,965) under the appropriation limit. This is compliant with Article XIII B of the California Constitution and Proposition III.
A resolution has been prepared by staff to conform with Article XIII B of the California Constitution and Proposition 111, whereby the City establishes its GANN Appropriation Limit for Fiscal Year 2025-2026.
ALTERNATIVE
The City will not be compliant with the Appropriation Limit Law governed under the California Constitution if the GANN Appropriation Limit is not computed and monitored to ensure that the City is within the required limit.
FINANCIAL IMPACT
There is no financial impact.

Dear Fiscal Officer:
Subject: Price Factor and Population Information
Appropriations Limit
California Revenue and Taxation Code Section 2227 requires the Department of Finance to transmit an estimate of the percentage change in population to local governments. Each local jurisdiction must use their percentage change in population factor for January 1, 20 25, in conjunction with a change in the cost of living, or price factor, to calculate their appropriations limit for fiscal year 2025-26. Attachment A provides the change in California’s per capita personal income and an example for utilizing the price factor and population percentage change factor to calculate the 2025-26 appropriations limit. Attachment B provides the city and unincorporated county population percentage change along with the population percentage change for counties and their summed incorporated areas. The population percentage change data excludes federal and state institutionalized populations and military populations.
Population Percent Change for Special Districts
Some special districts must establish an annual appropriations limit. California Revenue and Taxation Code Section 2228 provides additional information regarding the appropriations limit.
Article XIII B, Section 9(C) of the California Constitution exempts certain special districts from the appropriations limit calculation mandate. The code section and the California Constitution can be accessed at the following website: http://leginfo.legislature.ca.gov/faces/codes.xhtml.
Special districts required by law to calculate their appropriations limit must present the calculation as part of their annual audit. Any questions special districts have on this requirement should be directed to their county, district legal counsel, or the law itself. No state agency reviews the local appropriations limits.
Population Certification
The population certification program applies only to cities and counties. California Revenue and Taxation Code Section 11005.6 mandates Finance to automatically certify any population estimate that exceeds the current certified population with the State Controller’s Office. Finance will certify the higher estimate to the State Controller by June 1, 2025.
Please Note: The prior year’s city population estimates may be revised. The per capita personal income change is based on historical data.
If you have any questions regarding this data, please contact the Demographic Research Unit at (916) 323-4086.

Attachment A
A. Price Factor: Article XIII B specifies that local jurisdictions select their cost of living factor to compute their appropriation limit by a vote of their governing body. The cost of living factor provided here is per capita personal income. If the percentage change in per capita personal income is selected, the percentage change to be used in setting the fiscal year 2025-26 appropriation limit is:
Per Capita Personal Income
Fiscal Year Percentage change
(FY) over prior year
2025-26 6.44
B. Following is an example using sample population change and the change in California per capita personal income as growth factors in computing a 2025-26 appropriation limit.
2025-26:
Per Capita Cost of Living Change = 6.44 percent
Population Change = 0.28 percent
Per Capita Cost of Living converted to a ratio: 6.44 + 100 = 1.0644 100
Population converted to a ratio: 0.28 + 100 = 1.0028 100
Calculation of factor for FY 2025-26: 1.0644 x 1.0028 = 1.0674

TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON
AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
INVESTIGATION, LEGAL, AND PROFESSIONAL SERVICES
AGREEMENT WITH VAN DERMYDEN MAKUS LAW CORPORATION,
TO AMEND THE HUMAN RESOURCES DEPARTMENT FY 2025-2026
BUDGET, AND ESTABLISH AN OPEN PURCHASE ORDER NOT TO
EXCEED $75,000.00
SUMMARY
This resolution is intended to authorize an agreement of investigation, legal, and professional services with Van Dermyden Makus Law Corporation, amend the HR Dept FY2025-2026 Budget, and establish an open Purchase Order of $75,000.00.
BACKGROUND
Pursuant to Section 702 of the Compton City Charter, the City Council is authorized to employ other attorneys to assist the City Attorney with any litigation or matter. Historically, the City of Compton has retained the services of various law firms to assist the Legal Division with these specific matters and other specialized areas of the law.
Recommended by an existing law firm used at the City, Liebert Cassidy Whitmore (“LCW”), Van Dermyden Makus Law Corporation is an additional law firm that provides a variety of legal and administrative investigation representation for the City of Compton and its surrounding departments. As such, the Human Resources Department is often tasked with the responsibility of these administrative investigations to be conducted for various matters within the City.
There have been several cases from Fiscal Year 2024-2025 utilizing Van Dermyden Makus Law Corporation as an additional resource; however, a full contract execution was not established. Due to this “as-needed” nature and circumstance, an agreement with Van Dermyden Makus Law Corporation must be authorized for both Fiscal Years 2024- 2025 and 2025-2026. Additionally, an open purchase order must be established to pay past invoices from Fiscal Year 2024-2025 and account for upcoming invoices for Fiscal Year 2025-2026.
5.5.5. STAFF REPORT – RESOLUTION TO ENTER INTO AN AGREEMENT WITH VAN DERMYDEN MAKUS
LAW CORPORATION AND ESTABLISH AN OPEN PURCHASE ORDER
SEPTEMBER 9, 2025
PAGE 2
STATEMENT OF ISSUE
The City of Compton and its surrounding departments, mainly the City Manager’s Office, Legal Division, and Human Resources Department, utilize Van Dermyden Makus Law Corporation on an “as-needed” basis for indispensable investigation and legal services. The City has identified the need to secure expert transactional advisory litigation support services, specifically from Attorney Investigators and Senior Attorney Investigators, to assist the City on an “as-needed” basis with specialized projects, such as conflict of interest matters, municipal labor & employment practices, labor negotiations, administrative & municipal hearings, and investigation services.
During Fiscal Year 2024-2025, there were several investigative cases that utilized Van Dermyden Makus Law Corporation as an additional resource to assist with specific cases. Due to the volume of investigation services and other standing contracts, funds were underestimated for the Fiscal Year 2024-2025 budget of the Human Resources Department. Consequently, invoices from Van Dermyden Makus Law Corporation remained outstanding.
An agreement with Van Dermyden Makus Law Corporation has been established for Fiscal Years 2024-2025 and 2025-2026 or until complete. SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON
AUTHORIZING THE CITY MANAGER TO AMEND THE FISCAL YEAR
2025-2026 BUDGET
SUMMARY
The City Council is requested to approve amendments to the Fiscal Year 2025-2026 budget to incorporate the new salary schedule adjustments, including corrections to existing salary ranges, the addition of newly created positions, and updates to classification specifications.
BACKGROUND
The City of Compton recognizes the need to amend the Fiscal Year 2025–2026 budget to account for the proposed Salary Schedule updates, ensuring that appropriations accurately reflect current staffing levels, compensation practices, and classification changes. Budget amendments will ensure sufficient appropriations are allocated to support the revised compensation levels, maintain compliance with adopted salary schedules, and promote the City’s ability to attract and retain qualified personnel across all departments.
On July 17, 2025, the Personnel Board of the City of Compton approved the adoptions and amendments of the positions of City Clerk Technician, Environmental Services Coordinator, Municipal Law Division Chief, Paratransit Driver, Payroll Specialist, and Public Information Specialist and recommended approval thereof to the City Council.
On July 22, 2025, the City Council of the City of Compton approved the adoptions and amendments of the positions of City Clerk Technician, Environmental Services Coordinator, Municipal Law Division Chief, Paratransit Driver, Payroll Specialist, and Public Information Specialist to the Position Classification Plan.
STATEMENT OF ISSUE
Following the proposed updates to the citywide Salary Schedule, budgetary adjustments are required to account for the associated changes in compensation. These adjustments include funding corrections to salary ranges, the integration of newly established classifications, and the reclassification of certain positions to align with revised duties and responsibilities. Amending the Fiscal Year 2025–2026 budget will ensure sufficient
