TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: COMPTON FIRE DEPARTMENT
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON AUTHORIZING THE CITY MANAGER TO ENTER INTO A THREE (3) YEAR
PROFESSIONAL SERVICES AGREEMENT AND ESTABLISH A PURCHASE
ORDER FOR KJ CONSULTANTS TO PROVIDE FIRE PROTECTION
ENGINEERING SERVICES FOR THE COMPTON FIRE DEPARTMENT
($165,000.00)
SUMMARY
Adoption of this resolution will authorize the City Manager to enter into a three (3) year professional services agreement (i.e. July 1, 2025 through June 30, 2028) with KJ Consultants for Fire Protection Engineering Services. Additionally, a purchase order in the amount of Fifty- Five Thousand Dollars and Zero Cents ($55,000.00) is requested to provide funds to cover invoices for professional engineering services to be rendered.
BACKGROUND
The Department must review new building and building improvement plans to assure that contractors are in compliance with current fire codes and regulations; however, the Department does not have sufficient staff to perform fire protection engineering services, thus there is a need to engage the services of a qualified and experienced engineering firm to review building plans as related to fire codes and regulations.
STATEMENT OF ISSUE
An RFP was published for Fire Protection Engineering Services on July 30, 2025, closed on August 18, 2025. The City Clerk received five (5) proposals from the following vendors: KJ Consultants ($50.00 per hour), 4 Leaf Inc. ($145.00 per hour), Sparc Fire Protection Engineering ($210 per hour, P2S Engineering ($210.00 per hour) and Jensen Hughes ($200 per hour). All firms have Qualified Plan checkers. Staff is recommending that the needs of the Department would be best met by entering into a professional services agreement with KJ Consultants because they provided the lowest, most responsive bid that meet the Fire Department’s needs.
Staff is recommending that the City enter in a three (3) year (i.e. July 1, 2025 – June 30, 2028) professional services agreement with KJ Consultants.
City Council approval is needed because the expenditure is in excess of $50,000.00 Dollars.
2.2.2. KJ Consulting Staff Report
September 23, 2025, page 2
FISCAL IMPACT
The estimated cost for Fiscal Year 2025-2026 is Fifty-Five Thousand Dollars and Zero Cents ($55,000.00) for Fiscal Year 2025-2026. Funds for this expenditure are available in Account No. 1001-690-000-4266.
This action does not obligate the City to expend funds beyond the current fiscal year. The City’s obligation to make payments under the professional services agreement shall be limited to funds appropriated by the City Council for the applicable fiscal year, and funding for future years of the agreement shall be contingent upon appropriations duly adopted by the City Council.
RECOMMENDATION
It is recommended that Council adopt the attached Resolution.

AUTHORIZING THE CITY MANAGER TO ENTER INTO A
PROFESSIONAL SERVICES AGREEMENT WITH AND ESTABLISH A
PURCHASE ORDER TO VANTAGGIO TO DESIGN AND BUILD THE
COMPTON CONNECT CIVIC INNOVATION INIATIVE – CITY VAULT,
CITY BOX, AND CITY TRACK
SUMMARY
Adoption of this Resolution authorizes the City Manager to enter into a professional services agreement with and establish a purchase order to Vantaggio to design and build the Compton Connect Civic Innovation Initiative (the “Agreement”) in an amount not to exceed Three Hundred Forty-Eight Thousand, Two Hundred Dollars ($348,200.00). This is a transformational civic technology project designed to improve the transparency, accessibility, and efficiency of City services through three AI-powered systems:
CityVault: Public Records Acquisition and Redaction
CityBox: Notebook Setup and Routing
CityTrack: Election Compliance Monitoring
These systems are designed to enhance public access to government information, streamline workflows, and improve compliance and trust in the City of Compton.
BACKGROUND
Residents are increasingly demanding more transparent, accessible, and user-friendly interactions with local government. In response, the City of Compton has partnered with Vantaggio to develop Compton Connect — a technology initiative that integrates AI-driven tools with a human-centered design philosophy.
The initiative includes:
A centralized CityHub dashboard connecting CityVault and CityBox. Miss Coco Kiosk in City Hall and Miss Coco On-the-Go mobile app. AI-powered Digital Hub for resident inquiries on agendas, municipal code, and city services.
This multi-phase project will begin in Fall 2025 with the build and integration of these systems, continuing into 2026 for advanced functionality, training, and long-term sustainability.
ANALYSIS
CityVault will automate the intake, search, and retrieval of public records with AI-powered redaction protocols, protecting sensitive information while increasing access.
CityBox will digitally organize City documents into AI-sorted notebooks (e.g., agendas, minutes, municipal code, FAQs, charter), creating structured, searchable archives.
3.3.3. Staff Report – Compton Connect Civic Innovation Initiative September 23, 2025, Page 2
CityTrack will provide real-time, AI-monitored tracking of election compliance tasks, deadlines, and public updates, ensuring greater accuracy, transparency, and public trust.
The complete Compton Connect Civic Innovation Initiative also includes the CityHub Dashboard, the AI-powered Digital Hub, the Miss Coco Kiosk, and the Miss Coco On-the-Go mobile application.
Together, these systems modernize the City of Compton’s public-facing information systems, aligning with best practices in government transparency and digital transformation.
FISCAL IMPACT
This action will result in a one-time appropriation of $348,200.00 during Fiscal Year 2025–2026.
No ongoing or multi-year obligations are authorized by this action. Any future costs related to hosting, platform management, or system upgrades after October 31, 2026, shall be brought to Council separately for appropriation and approval.
The funds have been allocated in the Fiscal Year 2025-2026 Budget as follows:
Account No. 1001-470-000-4262 $187,000.00

Project Scope: Design and Build of Compton Connect, the City Hub for Information, Miss Coco Kiosk, and Coco On-the-Go App Compton Connect: A Civic Transformation
Initiative
Vision, Purpose, and the Call to Innovation
In cities across America, residents are calling for the government to be more transparent, more accessible, and more human. In response, the City of Compton is rising to meet the moment with a bold initiative that bridges innovation with inclusion: Compton Connect.
Compton Connect is more than a technology platform—it’s a new model for civic belonging.
Compton Connect brings together four essential layers:
●A centralized CityHub dashboard to streamline internal operations and automate resident-facing processes;
●The welcoming, animated Miss Coco kiosk stationed in City Hall, delivering city services with dignity and ease;
●The Miss Coco On-the-Go mobile app, enabling residents to engage with city services anytime, anywhere;
●And a powerful Digital Hub, powered by next-generation AI, offering instant answers to resident questions about agendas, municipal code, services, and more.
Together, these tools create a seamless, user-centered civic experience. One that puts the resident first—without sacrificing efficiency, compliance, or operational integrity.
This initiative is not a pilot. It is a signature system investment in how Compton shows up for its people—today, tomorrow, and for generations to come.
1 What It Is—And Why It Matters
Compton Connect is both a technology stack and a value statement. It is designed to answer real questions facing local governments today:
●How do we serve residents more efficiently without sacrificing the personal touch? ●How do we keep the public informed without overwhelming our staff? ●How do we welcome every resident—tech-savvy or not, English-speaking or not, first-time voter or lifelong advocate—into City Hall?
●And how do we build trust in an age of disconnection?
1. CityHub Dashboard
This behind-the-scenes platform is the control center for document automation, redaction management, citywide workflow tracking, and resident requests. With connections to CityBox and CityVault systems, the CityHub transforms the City’s information systems into a digital-first, resident-responsive command center. From a single screen, staff can process agenda uploads, track record requests, and manage data flows without the inefficiencies of multi-platform bouncing.
2. Digital Hub with AI-Powered Retrieval
Built with GPT-style artificial intelligence, the Digital Hub allows residents to type or speak queries and receive clear, accurate, and friendly answers. Questions like “When and where is the next city council meeting?”, “What is the municipal code on zoning?”, “How do I file a public records request?” or “How do I open a business in Compton?” are answered in seconds, day or night. This tool doesn’t just support access—it transforms bureaucratic complexity into user confidence.
3. Miss Coco Kiosk
Installed at City Hall, the Compton Connect, Miss Coco, animated kiosk is an engaging and dignified front door to civic information. Designed to reflect the vibrancy and cultural pride of Compton, Miss Coco speaks, gestures, and navigates city services in a tone that is both professional and neighborly. This interactive tool gives residents access to minutes, ordinances, and FAQs without requiring computer literacy or the intimidation of office paperwork.
4. Miss Coco On-the-Go App
The kiosk’s mobile counterpart, the app ensures that city government is not confined to a building. With a few taps, residents can find public meeting records, track a request, access guidance on local laws, or get step-by-step instructions on how to submit a form. It empowers families, students, seniors, and workers alike—wherever they are.
2 Designed for Dignity, Built for Belonging
Technology in government often focuses on efficiency at the expense of the human experience. Compton Connect is different.
This initiative reflects a design for dignity—every decision centered around how residents feel, how they’re treated, and how welcome they are when engaging with their local government.
Accessibility
Whether a resident is 75 years old and unfamiliar with smartphones, or a 17-year-old navigating civic life for the first time, Compton Connect meets them where they are. Kiosks use large fonts, voice commands, and friendly prompts. The mobile app is intuitive and multilingual. No resident is left out of the digital conversation.
Equity
The Miss Coco interface and branding reflect the cultural identity of Compton. It’s not just about delivering services—it’s about seeing people, honoring their history, and designing something that feels native, not foreign.
This matters—because when residents see themselves reflected in the tools they’re offered, they are more likely to trust and use them.
Transparency
Information about public meetings, city code, and government processes is too often locked behind forms, departments, and jargon. Compton Connect turns that paradigm inside out. With 24/7 access to information and a system that speaks plain English that can be translated into other languages, civic data is no longer something you chase—it’s something you receive.
Efficiency
City staff are often burdened with repeated inquiries, paper-based requests, and fragmented data systems. By streamlining core workflows and providing residents with self-serve access, Compton Connect gives time back to staff—allowing them to focus on what matters most: helping people.
Project Timeline and Phased Rollout
A visionary initiative requires a structured, realistic timeline for execution. Compton Connect is divided into three implementation phases, each building toward full functionality while ensuring quality, training, and integration.
Phase I: System Design and Launch — Fall 2025
●Finalization of CityHub dashboard system architecture
3 ●Build and integration of the GPT-powered Digital Hub (for FAQs, agenda/minutes, and city code) ●Animation and AI integration for the Miss Coco kiosk interface ●Installation of one Miss Coco kiosk in the City Hall lobby, including interactive AI tables Phase II: Advanced Functionality — Spring 2026
●Development of redaction workflows and print options within CityVault. ●UI enhancements for staff and public document handling ●Miss Coco On-the-Go mobile app build
●Testing, deployment, and App Store release of the app to Compton residents Phase III: Service Support and Training — Through October 2026 ●Ongoing technical support, cloud AI maintenance, and system improvements ●Two dedicated training days for staff to ensure long-term sustainability ●Usage tracking and feedback loop implementation to measure effectiveness and guide next-stage development
This phased timeline allows for deliberate, strategic development while offering early wins and clear resident benefits within months of launch.
A Model for the Nation—and a Legacy for Compton
Compton Connect is not just a local program—it is a national example of what civic innovation can look like when it is rooted in equity, culture, and community service.
It is about creating a digital bridge that brings the public closer to the people who serve them. It is about removing the friction from public life and replacing it with clarity, ease, and care. It is about building a government that feels responsive, modern, and worthy of the people it represents.
Why This Matters to Council
This Council is being asked to support more than a toolset—it is being asked to support a reimagining of how government can show up. With this initiative, the Council becomes the body that:
●Embraced future-facing tools with cultural heart
4 ●Replaced confusion with confidence for tens of thousands of residents ●Positioned Compton as a national leader in civic AI
●Created a framework for trust in government that will echo into the future The Compton Connect Miss Coco kiosk will become a beloved face of public service. The app will become a tool families rely on. The CityHub will become a source of relief and focus for staff. And the Compton Connect brand will become shorthand for a city that listens, responds, and leads with dignity.

6 Ownership, Hosting, and Tech Management Options
As part of the Compton Connect proposal, we want to clarify ownership, hosting, and ongoing service options:
1.Ownership of the Platform
The Compton Connect platform is fully owned by the client once developed. There is no “lease” model — the build is delivered as the client’s system.
2.Hosting on Amazon Web Services (AWS)
The platform will be hosted on AWS. Clients may choose one of two options for hosting and management:
Option A, Vantaggio Managed:
●Beginning August 1, 2026, the platform will transition to an ongoing service model. ●Monthly Management Fee: $5,000
●Annual Management Fee: $60,000
●Term: August 1, 2026 – June 30, 2031
What the Fee Includes
7 1. Amazon Web Services (AWS) Hosting Costs
○Estimated at ~$3,000/month, included within the $5,000 fee. ○Covers server hosting, storage, and AI usage (token consumption).
2. System Monitoring & Technical Support
○Uptime monitoring, troubleshooting, and crash recovery. ○AWS configuration and optimization handled by Vantaggio.
3. Platform Maintenance & Administration
○Regular updates, patches, and account management.
○Coordination with AWS for billing and continuity.
4. AI Token Usage Optimization
○Monitoring and adjusting AI usage to reduce costs as token pricing decreases.
5. Help Desk & Priority Client Support
○Dedicated technical support contact.
○Priority handling for urgent issues.
Option B, Compton Self-Managed:
●The client may choose to manage AWS directly after July 31, 2026. ●In this case, the client will pay AWS directly (estimated ~$3,000/month), but Vantaggio management services will not be included.
3.Annual Fee Reference
The managed service option equates to $60,000 per year. This is a service fee for hosting and support, not a licensing fee. The client continues to own the system in either scenario.
4.Upgrades and Maintenance
The ongoing service fee covers technical support and hosting management, not platform upgrades or new feature development. Any requested upgrades, new modules, or additional inputs will be scoped and quoted separately.
5.Transition Option
Clients may start with managed service and later transition to self-management. For example, after a paid 8 term of service, the client’s IT team may assume AWS hosting and management responsibilities directly with Amazon.
6.Storage
The platform is designed to use the client’s existing upgraded storage systems. Files remain accessible and stored within the client’s own infrastructure, whether under managed or self-managed hosting.
