In addition, adoption of this resolution will authorize the City Manager to establish a Purchase Order not to exceed $8,458.59 for ESI for the purpose of paying for these services.
BACKGROUND
An EAP offers employees and eligible dependents confidential assistance and services with a variety of assessments, counseling, and programs. The City previously and continuously contracted with ESI since 2017, following review of several proposals and bids from other vendors.
STATEMENT OF ISSUE
ESI’s EAP is utilized on an annual basis for all City of Compton employees. It is readily available for a variety of services that City employees can conveniently access online. A contract with ESI must be renewed and approved by the Council to continue these employee assistance services for all City employees.
FISCAL IMPACT
The total amount of $8,458.59 of all expenditures is readily available in the current Fiscal Year (2025-2026) budget. TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: BRYAN SPRAGG, DIRECTOR OF RECREATION DEPARTMENT
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON
AUTHORIZING THE PURCHASE OF POOL CHEMICALS FROM HASA
INC IN THE AMOUNT OF $25,000.
SUMMARY
The Recreation Department is requesting City Council authorization to proceed with a $25,000 purchase of pool chemicals from HASA Inc., a vendor commonly used by multiple City departments. Due to cumulative purchases made during the current fiscal year, the total amount spent with this vendor has exceeded the City Manager’s authorized spending limit. Council approval is required to proceed with the additional purchase necessary to maintain safe and compliant pool operation
BACKGROUND
The Recreation Department relies on HASA Inc. for the supply of pool chemicals essential to the safe operation of the City’s aquatic facilities. HASA Inc. has consistently provided reliable service, competitive pricing, and timely delivery. Because this vendor is also used by other City departments, the combined purchases have surpassed the City Manager’s fiscal year spending authority.
DISCUSSION
Maintaining proper chemical levels in public pools is critical for health, safety, and regulatory compliance. The requested purchase is necessary to continue operations without interruption. While alternative vendors were considered, HASA Inc. remains the most cost-effective and operationally efficient option for the City.
4.4.4. Staff Report – HASA Inc October 14, 2025
FISCAL IMPACT
Funds for the purchase of pool chemicals in the amount of $25,000 are available in the Fiscal Year 2025-2026 Recreation Department operating budget in Account No 1001- 840-000-4238.
RECOMMENDATION
Staff recommend that the City Council authorize the Recreation Department to proceed with the $25,000 purchase of pool chemicals from HASA Inc.

SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON RESCINDING RESOLUTION NO. 26,296, AMENDING THE FISCAL
YEAR 2025-26 BUDGET AND AUTHORIZING THE CITY MANAGER TO ESTABLISH A PURCHASE ORDER WITH ROADLINE PRODUCTS, INC.
FOR THE PROCUREMENT OF PAVEMENT MARKING EQUIPMENT
AND MATERIALS IN AN AMOUNT NOT TO EXCEED ONE HUNDRED
THOUSAND DOLLARS ($100,000)
SUMMARY
Adopting this resolution will rescind Resolution No. 26,296, amend the Fiscal Year 2025- 26 Budget and authorize the City Manager to establish a purchase order with Roadline Products, Inc. for the procurement of pavement marking equipment and materials in an amount not to exceed One Hundred Thousand Dollars ($100,000).
BACKGROUND
The Public Works Department (Department) oversees street maintenance to promote safe and efficient traffic flow, with a key focus on maintaining clear and well-defined pavement markings. These markings are essential for guiding vehicles, improving pedestrian safety, and ensuring the visibility of road signs, lane boundaries and traffic patterns.
Properly maintained pavement markings help reduce accidents, support orderly traffic movement, and enhance overall road safety for drivers, cyclists and pedestrians. The Department regularly inspects and refreshes these markings to comply with safety regulations and accommodate changing traffic conditions, contributing to a well- organized and accessible transportation network.
STATEMENT OF THE ISSUE
To support the Department’s commitment to road safety and operational efficiency, it will procure pavement marking equipment, materials, accessories and tools to enhance the quality, durability and visibility of pavement markings. This initiative will also support the maintenance of the City’s stencil truck, which is used to apply pavement markings. By ensuring the truck is properly maintained, the initiative aims to reduce long-term repair costs and uphold compliance with industry standards and regulations.
7.7.7. Staff Report – Rescinding Resolution and Authorizing P.O.
Roadline Products, Inc. – Pavement Marking Equipment
October 14, 2025, page 2
Staff has obtained quotes from three (3) reputable suppliers of pavement marking equipment to ensure the City receives the most competitive pricing:
Vendor Price
Roadline Products, Inc. $ 78,376.04
Skyline Safety and Supply $ 81,114.89
Line Master $ 83,925.67
Each quote was provided on a line-item basis and were comparable in quality and function. However, Roadline Products, Inc. provided the most cost-efficient quote in comparison with the other vendors, and has the ability to provide the needed equipment and materials promptly.
The Department is requesting to rescind Resolution No. 26,296, which authorized a purchase order for this item. The Department desires to use an alternative funding source and establish a new purchase order for the expenditure. Approving this request will require an amendment to the Department’s Fiscal Year 2025-26 Budget.
FISCAL IMPACT
An amendment to the Department’s Fiscal Year 2025-26 Budget is required for this expenditure. The Department’s Fiscal Year 2025-26 Budget will be amended as follows:

BACKGROUND
The Public Works Department (“Department”) is tasked with maintaining and improving the City’s infrastructure, including streets, sidewalks, storm drainage systems and other essential public facilities. To carry out these responsibilities efficiently and effectively, the Department relies on a fleet of heavy equipment such as excavators, loaders, dump trucks and other specialized machinery.
Many of the existing equipment units in the City’s inventory have surpassed their useful service life and are experiencing frequent mechanical issues, resulting in increased maintenance costs and operational delays. This aging equipment hinders the Department’s ability to respond promptly to service request, perform routine maintenance and execute improvement projects.
To address these challenges, on June 10, 2025, the City Council approved the purchase of various heavy equipment to support the Department’s operational needs.

SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON RESCINDING RESOLUTION NUMBER 25,812 RE-ADOPTING,
RATIFYING AND AMENDING THE 2025-2026 FISCAL YEAR BUDGET FOR THE ACCEPTANCE AND APPROPRIATE FUNDS FROM THE U.S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD)
HOME INVESTMENT PARTNERSHIP - AMERICAN RESCUE GRANT
PROGRAM (HOME-ARP) FUNDS IN THE AMOUNT OF $1,988,847
SUMMARY
Adoption of this resolution would rescind resolution number 25,812 adopted on March 31, 2023 and authorize the City Manager to implement the HOME-ARP Plan to the citizens of Compton. The revised HOME-ARP plan includes the City’s proposed use of funds in the amount of $1,988,847 of the HOME Investment Partnerships Program (HOME) and all required executed documents.
BACKGROUND
On March 31, 2023, the City Council adopted Resolution No. 25,812 authorizing the expenditure of the HOME-ARP funds. However, upon further review it was determined that the expenditure information included in the resolution was incorrect and did not align with the plan and budget presented to the U.S. Department of Housing and Urban Development (HUD). To ensure compliance and consistency between the City’s records and the approved HUD submission, a corrective action is necessary to amend the resolution to accurately reflect the authorized expenditure.
These grant funds are to be administered through HUD’s HOME Investment Partnerships Program (HOME). These one-time funds are in addition to the City’s annual allocation of HOME funds.
HOME-ARP funds can be used for four eligible activities:
Production or Preservation of Affordable Housing
Tenant-Based Rental Assistance (TBRA)
