SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

COMPTON AUTHORIZING THE CITY MANAGER TO
ESTABLISH A PURCHASE ORDER TO TV PRO GEAR, INC.

FOR VIDEO SERVICES FOR CITY COUNCIL MEETINGS AT

DOLLARHIDE COMMUNITY CENTER IN THE AMOUNT OF
FIFTY THOUSAND DOLLARS ($50,000.00)

SUMMARY
Adoption of this resolution will authorize the City Manager to issue a purchase order to TV Pro Gear, Inc. for video recording and live streaming services of Council meetings at Dollarhide Community Center in the amount of Fifty Thousand Dollars ($50,000.00).

BACKGROUND
The Council Chambers are currently undergoing renovations which temporarily prevents its use. As a result, weekly City Council meetings have been relocated to Dollarhide Community Center to ensure continuity of operations and public access.

STATEMENT OF THE ISSUE
It is essential to continue providing video recording and live streaming services of council meetings to maintain transparency and accessibility for the public. TV Pro Gear, Inc. has the necessary expertise, equipment, and personnel to provide these services from the temporary location.

Therefore, the services of TV Pro Gear, Inc. will be required until the Council meetings are relocated back to Council Chambers at a cost of Fifty Thousand Dollars ($50,000.00).

This procurement is exempt from formal competitive bidding under the City’s centralized purchasing ordinance due to the specialized technical nature of video broadcasting services required for Council meetings at the temporary facility.

5.5. FINANCIAL IMPACT
Funds for this expenditure are available in the 2025 – 2026 Fiscal Year Budget in Account No. 1001-610-000-4262.

RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution.

DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR THE

IMPLEMENTATION OF THE CLEAN TEAM EMPLOYMENT TRAINING
PROGRAM TO HIRE TEN (10) MAINTENANCE WORKER TRAINEES FOR A 6-8 MONTH PROGRAM IN THE AMOUNT OF ($214,730.00)

SUMMARY
It is recommended that the City Council approve the establishment of the Clean Team Employment Training Program to be administered through the Grants Department in conjunction with the Human Resources Department and Public Works Street Maintenance Department authorizing the City Manager or designee to execute all related agreements, budget amendments and administrative documents necessary to implement the program

BACKGROUND
The City of Compton continues to face challenges related to illegal dumping, litter accumulation, and the overall maintenance of public rights-of-way. These issues negatively impact public health, safety, and community perception of the City.

To address these concerns, the Grants Department has allocated funding to support a workforce development initiative designed to employ ten (10) local residents in community clean-up and beautification activities. The program will be operated in close partnership with the Human Resources Department and Public Works Street Maintenance Department to ensure alignment with citywide maintenance priorities.

On July 23, 2024 the City Council adopted resolution no. 26,097 approving the FY 2024-2025 Annual Action Plan, which included funding for the Employment Training Program under the CDBG allocation. While the program itself was previously authorized a budget modification is now required to reallocate a portion of the approved CDBG funds into the appropriate budget categories specifically Salaries and Special Department Expenses to support personal costs, safety equipment and other related program expenses necessary for implementation.

TO: HONORABLE MAYOR AND COUNCIL MEMBERS
FROM: TURMEL WOODS, GRANTS COMPLIANCE MANAGER
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON RESCINDING RESOLUTION 26,162, RE-ADOPTING, RATIFYING AND AMENDING THE FY 2025-2026 BUDGET FOR THE ACCEPTANCE AND

APPROPRIATE FUNDS FROM THE CALIFORNIA DEPARTMENT OF

JUSTICE DIVISION OF OPERATIONS TO ENFORCE A LOCAL

ORDINANCE OR STATE LAW RELATED TO THE ILLEGAL SALE AND
MARKETING OF TOBACCO PRODUCTS TO MINORS ($192,729)

SUMMARY
This resolution authorizes the City Manager to amend the Grants Department Fiscal Year 2025-2026 Budget by appropriating One Hundred Ninety-Two Thousand, Seven Hundred Twenty-Nine ($192,729) Dollars in 2024 Tobacco grant revenue and expenditures funding from the California Department of Justice Division of Operations.

BACKGROUND
The California Healthcare, Research and Prevention Tobacco Tax Act of 2016 (“Proposition 56”) provides local public agencies with funding to promote a healthier California by reducing illegal sales and marketing of cigarettes and tobacco products, including e-cigarettes, to minors. The Office of the Attorney General makes these annual funds available to local law enforcement agencies through the California Department of Justice Tobacco Grant Program.

The Tobacco Grant Program award process is highly competitive, and for the 2024-25 grant cycle, the Department received over $50 million in requests. As noted in the application materials, grant funding prioritized support for local retailer enforcement, including enforcement of flavored tobacco bans. Consequently, some awards were approved with modification to align with these funding priorities.

STATEMENT OF THE ISSUE
The City of Compton (“City”) submitted a Tobacco Grant application and was awarded in the amount of $192,729. On October 16, 2024, The City may use Grant funds to enforce a local ordinance or state law related to the illegal sale and marketing of tobacco products, including e-cigarettes, to minors and youth including, but not limited to:

Retailer compliance checks
Retailer training programs
Retailer and/or code officer educational activity
Tobacco retail license inspections
Preventing and deterring use of tobacco products
The City can use the Grant funds over 26 to 36-month period to facilitate the aforementioned list of activities.

The Community Improvement Director will provide oversight of this program by scheduling Code personnel to conduct unified operations. The Community Improvement Director will be collecting reports and submitting them bi-weekly to the Grants Compliance Manager for additional review. Reports will include names, positions, hours, location, duties, and outcomes pertaining to each operation. Payments will be rendered based on aforementioned hourly rates upon submission and approval on a monthly basis if agreed upon.

STATE OF THE ISSUE
Resolution number 26,162 authorized funding for a specific activity; however, the item was not included in the Grants Department FY 2025-2026 adopted budget. As result, there is no appropriation authority to implement the action. To ensure compliance with budgetary and fiscal policies, staff recommends rescinding the resolution.

ALTERNATIVES
If the City Council chooses not to accept the grant funds, the City cannot implement the proposed activities unless General Funds or other funding sources were provided.

FISCAL IMPACT
The City was awarded 2024 Tobacco grant funding in the amount of $192,729. The 2024 Tobacco grant award allows 5% of the total award for Grant Administration. The cost of the proposed activities and administrative staff support will be paid directly from the Tobacco grant.

The Fiscal Year 2025-26 Budget is being requested to be amended as follows:
