SUBJECT: FIRST QUARTER INVESTMENT REPORT

SUMMARY
The City of Compton (City) Treasurer’s Office invests City funds in compliance with the California Government Code, Section 53600 et. seq., and the City’s Investment Policy.

As of September 30, 2025, these funds had a par value of approximately $301,762,028.56 (Three Hundred One Million, Seven Hundred Sixty-Two Thousand, Twenty-Eight Dollars and Fifty-Six Cents).

Regulatory Compliance
Investment transactions have been made in compliance with the City’s Investment Policy and the California Government Code. All portfolio transactions as of September 30, 2025 can be found in the Portfolio Summary attached as Exhibit A.

Investment Strategy
The Investment Policy divides the City’s investment portfolio into short-maturity (maturing in three to six months), intermediate-maturity (maturing in one to three years), and long-maturity portfolios. Investments are benchmarked against the Three-Month United State Treasury Bill Index, Bank of America Merrill Lynch One-to-Three Year United States Treasury Index, and the Bank of America Merrill Lynch One-to-Five Year.

The short-maturity portfolio maintains a weighted average maturity of three to six months and provides sufficient liquidity to satisfy the City's short-term cash needs. The intermediate-maturity portfolio maintains a weighted average maturity of approximately six months to three years and provides for the cash needs with maturities greater than six months. The long-maturity portfolio maintains a weighted average maturity of three to five years to satisfy the City's long-term cash needs.

The City's cash management goals are to maintain and preserve the safety of funds in custody and provide adequate liquidity for anticipated expenditure needs. Approximately $105 million of the total investment pool, or approximately 35% of the funds, will mature in the next six months, ensuring that sufficient funds are available to meet the City's liquidity needs.

AT FIRE STATION 1 (THE “SITE”) IN ACCORDANCE WITH

DIRECTIVES OF THE LOS ANGELES REGIONAL WATER QUALITY
CONTROL BOARD FOR A ONE YEAR CONTRACT (FY 25-26) AND
ISSUE A PURCHASE ORDER IN THE AMOUNT OF $857,450

SUMMARY
This Resolution authorizes the City Manager to execute Amendment No. 8 the professional services agreement with and issue a purchase order in the amount of $857,450.00 FOR FY 25-26 and to Dudek for performance of corrective action remediation services at Fire Station No. 1.

BACKGROUND
The City’s Fire Station No. 1, located at 201 South Acacia Avenue was found to have groundwater contaminated with petroleum products that leaked from underground gasoline storage tanks that were used to refill fire trucks. Various investigations and remediation have been taking place at Fire Station No. 1 since 1998. Preparations for active remediation was ordered in 2021 with remediation system enhancements in 2024 and 2025.

Staff solicited proposals from environmental engineering firms and Dudek was awarded a contract pursuant to Resolution No. 23,241, adopted by the City Council on November 9, 2010, to review existing data, evaluate the effectiveness of the existing remediation system and prepare a Remedial Action Plan (“RAP”) for submission and approval of the Regional Board.

Pursuant to Los Angeles Regional Water Quality Control Board’s Directives of March 24, 2016, December 2, 2016, June 18, 2019, December 27, 2021, April 18, 2022, January 2, 2025 and April 25, 2025 and State Water Resources Control Board’s review of September 19, 2017 and April 15, 2021, City Council has passed Resolution Nos. 23,880; 24,545; 24,998, and 25,163, and 25,376 to continue and escalate remediation at Fire Station 1.

2.2.2. Staff Report – Resolution Authorizing Contract Amendment (8th) Dudek – Groundwater Remediation at Fire Station No. 1
DECEMBER 2, 2025
PAGE 2

STATEMENT OF THE ISSUE
Currently, there is a need to continue remediation at Fire Station 1 in accordance with the March 24, 2016, December 2, 2016, June 18, 2019, December 27, 2021, April 18, 2022, January 2, 2025 and April 25, 2025 directives of the Los Angeles Regional Water Quality Control Board and September 19, 2017 and April 15, 2021 review issued by the State Water Resources Control Board requiring cleanup continue at the “Site” until it is free of contaminants. Specifically, they have directed the City to provide the following:

A. Operation and Maintenance of the air sparging and soil vapor extraction remediation systems as ordered by the RWQCB
B. Groundwater sampling and reporting (annual and semi-annual as ordered by the Regional Board) (two sampling events)
C. FY 2024/2025 Out of Scope – Air sparging well, pipeline and system construction, installation/startup, SCAQMD testing and permitting D. Contingency
As this work is required under ongoing regulatory directives, the City must execute Amendment No. 8 to continue remediation activities consistent with the Regional Board and State Board requirements.

Dudek is intimately knowledgeable of and familiar with the remediation efforts and status of the subject site, thus retaining their services will ensure critical continuity on the project. Additionally, Dudek has assisted the City in complying with the various and numerous directives issued by the Regional Board in a manner satisfactory to the City and, more importantly, the Regional Board.

FINANCIAL IMPACT
Dudek has estimated the cost of materials and time for the events as directed by the Regional Board to be:
a.$505,000.00 – Operation and maintenance of the air sparging and soil vapor extraction systems. Costs assume 12 months of operation and maintenance. b.$97,500.00 – Materials and time for the annual and semi-annual groundwater sampling and reporting (two sampling events)
c.$177,000.00 – FY24/25 Out of Scope carryover – Air sparging well, pipeline and system construction, installation/startup, SCAQMD testing and permitting, drilling and soil disposal
d.$77,950.00 –10% contingency to reserve for future RWQCB requirements during the contract period

Funds in the amount of $857,450.00 are available in the 2025-2026 Fiscal Year budget of the Risk Management Division in Account No. 6400-510-000-4266.

The City has recently been awarded a category “A-1” status from the Underground Storage Tank Cleanup Fund (USTCF). The City is still on par to receive reimbursement for some of these expenditures, on a priority basis from the USTCF.

ALTERNATIVE
No alternative is proposed at this time. Should Council decide not to authorize the contract amendment, the Regional Board may impose fines and the City may be exposed to protracted litigation regarding the groundwater contamination.

RECOMMENDATION
Staff recommends the adoption of the attached Resolution.

CITY MANAGER
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON

AUTHORIZING THE CITY MANAGER TO ENTER INTO A MULTI-YEAR

PROFESSIONAL SERVICES AGREEMENT WITH AGILE

OCCUPATIONAL MEDICINE, AMEND THE HUMAN RESOURCES
DEPARTMENT FY2025-2026 BUDGET, AND ESTABLISH AN OPEN
PURCHASE ORDER NOT TO EXCEED $75,000.00

SUMMARY
Adoption of this resolution will authorize the City Manager to enter into a multi-year professional services agreement with Agile Occupational Medicine (“Agile”), amend the 2025-2026 budget of the Human Resources Department, and establish an open Purchase Order of $75,000.00.

BACKGROUND
Agile is a source for occupational health and pre-employment medical testing services at various locations employees can access in-person. The Human Resources Department at the City of Compton utilized these services during Fiscal Year 2024-2025 to process medical testing and evaluations for candidate pre-employment, fitness-for- duties, return-to-works, and other necessary and required services assessing City employee health.

STATEMENT OF ISSUE
Agile was utilized during Fiscal Year 2024-2025 for candidate pre-employment testing in addition to fitness-for-duties and return-to-works relating to interactive processes and injuries. Employees that would begin work at the City along with those that were injured during work would utilize these medical services, in-person, to complete all required medical-related exams and evaluations.

The agreement established for Fiscal Year 2024-2025 ended around March 2025.

Invoices pertaining to dates from March 2025 and after remained outstanding and were unable to be processed. During this time, staff from both the Human Resources Department and Agile collaborated to standardize the new fees placed for each necessary service (see “Fiscal Impact” and pages 5-6 of attached agreement for fee schedule).

OCCUPATIONAL MEDICINE
DECEMBER 2, 2025
PAGE 2
To continue use of these necessary services, a multi-year agreement with Agile is recommended from March 1, 2025 to June 30, 2027. This timeframe ensures that no expenditures will remain unpaid as each new Fiscal Year begins. Staff has deemed the agreement along with an open Purchase Order necessary to promptly aid in paying both outstanding and future invoices.

FISCAL IMPACT
A budget amendment to the Human Resources Department FY 2025-2026 budget is requested as follows:
