SUBJECT: SECOND QUARTER INVESTMENT REPORT
SUMMARY
The City of Compton (City) Treasurer’s Office invests City funds in compliance with the California Government Code, Section 53600 et. seq., and the City’s Investment Policy.
As of December 31, 2025, these funds had a par value of approximately $312,181,879.26 (Three Hundred Twelve Million One Hundred Eighty-One Thousand Eight Hundred Seventy-Nine and Twenty-Six Cents).
Regulatory Compliance
Investment transactions have been made in compliance with the City’s Investment Policy and the California Government Code. All portfolio transactions as of December 31, 2025, can be found in the Portfolio Summary attached as Exhibit A.
Investment Strategy
The Investment Policy divides the City’s investment portfolio into short-maturity (maturing in three to six months), intermediate-maturity (maturing in one to three years), and long-maturity portfolios. Investments are benchmarked against the Three-Month United State Treasury Bill Index, Bank of America Merrill Lynch One-to-Three Year United States Treasury Index, and the Bank of America Merrill Lynch One-to-Five Year.
The short-maturity portfolio maintains a weighted average maturity of three to six months and provides sufficient liquidity to satisfy the City's short-term cash needs. The intermediate-maturity portfolio maintains a weighted average maturity of approximately six months to three years and provides for the cash needs with maturities greater than six months. The long-maturity portfolio maintains a weighted average maturity of three to five years to satisfy the City's long-term cash needs.
The City's cash management goals are to maintain and preserve the safety of funds in custody and provide adequate liquidity for anticipated expenditure needs. Approximately $138 million of the total investment pool, or approximately 44% of the funds, will mature in the next six months, ensuring that sufficient funds are available to meet the City's liquidity needs.

Economic Outlook
City of Compton 2nd Quarter Investment Report 2
2 nd Quarter Economic Update
• Right now, getting a clear picture of the economy is tricky. Because of the recent government shutdown, the official numbers we're seeing are a few months old.
• Those older numbers tell us two main things:
• Prices are still rising a bit faster than is ideal; and • The job market isn't quite as hot as it was.
• As we start getting fresh information again, experts believe the Federal Reserve will continue to adjust interest rates. This is expected to cause a normal shift in certain lending rates.
• On top of this, big questions about our country's rules for trade (tariffs) and its national budget are still up in the air, which is keeping many investors on edge.
City of Compton 2nd Quarter Investment Report 3
2 nd Quarter Economic Update
• In December, the Federal Reserve cut its main interest rate for the third time in a row this year. This brings the benchmark rate down to a new range of 3.50% to 3.75%. • Looking ahead, there is significant disagreement among the Fed's own leaders on what to do next. Their latest projections reveal a split four ways:
• 4 officials forecast just one more small cut in 2026. • 4 anticipate no further cuts at all.
• 8 expect multiple cuts next year.
• 3 are calling for a potential rate increase.
• With this division, Chair Jerome Powell stated the Fed is now in a position to "wait and see," pausing to watch how jobs and inflation trends develop before making its next move. • 19 Fed leaders create the projections showing their disagreement on future rates, but only 12 of them vote on the immediate decision.
City of Compton 2nd Quarter Investment Report 4
2 nd Quarter Economic Update
• In December, an important financial indicator known as the "yield curve" became significantly steeper. This means the gap between interest rates on short-term government bonds and long-term government bonds grew much wider. The key numbers from December:
• Short-term (2-year) yield: 3.48% (down slightly from November) • Medium-term (5-year) yield: 3.73% (up notably from November) • Long-term (10-year) yield: 4.17% (up notably from November) • What the widening gap tells us:
• The difference, or "spread," between the 2-year and 10-year yield jumped to +0.69% (or 69 basis points) by the end of December. This was:
• Much wider than the +0.33% spread from one year ago.
• A sharp increase from the +0.21% spread between 3-month and 10-year bonds seen just a month earlier in November.
• In simple terms: This shift suggests that while investors expect interest rates to stay lower in the near future, they are pricing in stronger economic growth, higher inflation, or greater uncertainty further down the road.
City of Compton 2nd Quarter Investment Report 5
Employment
• Two months of the delayed Monthly Jobs Report (Nonfarm Payrolls) were released together in mid-December, revealing a mixed but overall softer picture of the labor market in October and November.
• The key numbers:
• October Job Change: -105,000 jobs (an unexpected decline) • November Job Change: +64,000 jobs (a partial rebound) • Unemployment Rate (November): 4.6% (up from 4.4% in September) • What this tells us: The surprising loss of jobs in October was heavily influenced by a one-time event: the departure of thousands of federal employees who had accepted earlier retirement offers.
While hiring partly recovered in November, the fact that the unemployment rate rose to 4.6% confirms that the job market lost some momentum during this period. • In simple terms: This two-month snapshot from the Jobs Report indicates a cooling labor market.
Even with November's gains, the trend showed weaker hiring and more people unemployed than earlier in the fall.
City of Compton 2nd Quarter Investment Report 6
Job Openings
• The Labor Department's monthly Job Openings and Labor Turnover Survey (JOLTS) for October presented a conflicting picture. While the number of available jobs ticked up, underlying data pointed to a cooling labor market.
• The key numbers:
• Job Openings: 7.67 million (the highest level in five months) • Change in Hiring: Declined by 218,000 from the previous month • Layoffs: Rose to 1.85 million
• What this tells us: The report sent mixed messages. On one hand, job openings reached a fivemonth high, and the ratio of open jobs to unemployed people remained near 1-to-1, indicating a still -balanced market. On the other hand, the decline in hiring and the increase in layoffs are more direct signs that the labor market was softening in October. • In simple terms: Businesses were still posting plenty of jobs, but they were becoming more cautious—hiring fewer people and letting more go. This suggests employers were reacting to economic uncertainty even as they kept positions open for future needs.
City of Compton 2nd Quarter Investment Report 7
Inflation
• New reports indicate that inflation continued to ease in November, coming in lower than many forecasts. A key measure of underlying price pressures also softened. • The key numbers:
• Headline CPI (November): +2.7% from a year ago
• Core CPI (November): +2.6% from a year ago (excludes food and energy) • Headline PCE (September): +2.8% from a year ago
• Core PCE (September): +2.8% from a year ago (the Federal Reserve's preferred gauge) • What this tells us: The slowdown was notably helped by a gradual cooling in housing costs, such as rent. These shelter costs are a major part of service inflation and tend to follow broader market trends with a significant delay.
• In simple terms: The data suggests the persistent post-pandemic inflationary pressure, especially from services, is moderating. The downward trend in both major inflation indexes is a positive signal that price increases are moving closer to historical norms.
City of Compton 2nd Quarter Investment Report 8
Consumer
• Data on consumer spending and sentiment showed a cautious end to the year. The Advance Monthly Retail Sales Report revealed flat spending in October, while the Consumer Confidence Index declined for the fifth straight month in December. • The key numbers:
• Retail Sales (October): 0.0% change from September | +3.5% from the previous year • Consumer Confidence (December): 89.1 (down from 92.9 in November) • What this tells us: Spending was mixed, with gains in 8 of 13 categories offset by notable declines in auto sales (after electric vehicle tax credits expired) and gas stations (due to lower fuel prices).
The government shutdown during this period likely weighed on how people felt about their job security and financial future. The continued drop in confidence, with growing pessimism about business and labor conditions, suggests consumers were becoming more cautious. • In simple terms: While annual spending growth was positive, monthly momentum stalled.
Combined with falling confidence, this pointed to a weakening pillar of the economy—the consumer —heading into the new year.
City of Compton 2nd Quarter Investment Report 9
Economic Indicators
• Two important forward-looking economic indexes for September signaled that U.S. growth was continuing to slow and operate below its historical trend. • The key numbers:
• Leading Economic Index (LEI): -0.3% in September (the second consecutive monthly decline) • Chicago Fed National Activity Index (CFNAI): -0.21 (indicating economic activity below the historical trend for the sixth straight month)
• What this tells us: The persistent decline in the Leading Economic Index, which fell
3.3% over the past year, is a notable warning light. It suggests the economy is likely to face slower growth through the end of 2025 and into 2026. The main driver was weakening expectations among both consumers and businesses. • In simple terms: These indicators suggest the economy was losing momentum as last year ended. While a separate employment component showed a slight improvement, the broader picture from these predictive gauges was one of decelerating activity.
City of Compton 2nd Quarter Investment Report 10
Housing
• Recent data from October and November showed the U.S. housing market continuing to cool, with home price growth slowing and sales activity showing only modest improvement despite slightly lower mortgage rates.
• The key numbers:
• National Home Price Growth (October): +1.3% from a year ago (the slowest annual gain since mid-2023)
• Existing Home Sales Pace (November): 4.13 million units (on an annualized basis) • Average 30-Year Mortgage Rate (November): 6.23%
• What this tells us: The slowdown is broad-based. In October, a significant majority—80%—of major metro areas saw home prices fall month-over-month. While sales edged higher in November, the pace reflects tepid momentum, suggesting that even with mortgage rates dipping from their peak, buyer demand remains restrained.
• In simple terms: The housing market lost significant steam at the end of the year. Prices are barely rising on an annual basis, and monthly declines are widespread, indicating a shift in balance between buyers and sellers. The minimal sales response to lower rates points to ongoing affordability challenges and economic caution.
City of Compton 2nd Quarter Investment Report 11
Gross Domestic Product
• The latest report on the nation's total economic output (Gross Domestic Product, or GDP) demonstrated robust growth in the third quarter, accelerating to its fastest pace in two years. • The key numbers:
• Economic Growth (Q3): +4.3% (annualized quarterly rate) • Consumer Spending Growth: Accelerated to +3.5%
• Export Contribution: Added 1.59 percentage points to the overall growth rate • What this tells us: The stronger-than-expected performance was primarily fueled by two engines:
American consumers, who increased their spending at a quicker pace, and stronger sales of U.S. goods and services to foreign countries. This growth accelerated from an already solid 3.8% rate in the second quarter.
• In simple terms: Despite other signs of cooling, the core engine of the U.S. economy revved higher in the summer and early fall. This resilience helps explain why the Federal Reserve felt it could be patient with interest rates, as a strong economy can better withstand tighter policy.
City of Compton 2nd Quarter Investment Report 12
The Federal Reserve
• In a notable shift, the Federal Reserve lowered its main interest rate and took additional steps to support financial markets at its December meeting, citing growing concerns about the labor market. • The key actions:
• Interest Rate Cut: Lowered its benchmark rate by 0.25%, setting a new target range of 3.50% to 3.75%. • Balance Sheet Policy: Halted the reduction of its massive bond holdings, a process known as "quantitative tightening," to ensure ample cash remains in the banking system. • What this tells us: The rate cut, the third in a row, signaled the Fed's primary focus was shifting from fighting inflation to supporting the economy as job market data softened. However, the decision was not unanimous; a few officials dissented, preferring to keep policy tighter to ensure inflation is fully under control.
• In simple terms: The Fed took a two-pronged "dovish" turn: cutting the cost of borrowing and stopping the automatic shrinkage of its financial assets. This dual move was designed to provide a cushion for the economy while they continued to monitor incoming data.
City of Compton 2nd Quarter Investment Report 13
Bond Yields
• By the end of December, a major shift was clear: interest rates on U.S. government bonds were substantially lower than a year prior, and the gap between short and long-term rates had widened dramatically, signaling a major change in market expectations. • The key numbers (Year-over-Year Change to December):
• 2-Year Treasury Yield: 77 basis points (0.77%) lower
• 10-Year Treasury Yield: 40 basis points (0.40%) lower • 2yr/10yr Spread: +69 basis points (up from +52 pts in November) • 3mo/10yr Spread: +54 basis points (up from +21 pts in November) • What this tells us: The sharp, widespread drop in yields reflects the market pricing in the Federal Reserve's shift from raising to cutting rates. The steepening curve—where the gap between the 2- year and 10-year yield jumped to +0.69%—is particularly significant. It marks a decisive end to the historically long period of inversion (from July 2022 to August 2024), which is a classic recession warning signal.
• In simple terms: The bond market underwent a major reset at year-end. Investors aggressively priced in lower future interest rates, transforming the inverted "recession warning" curve into a steepening "soft landing hope" curve, though it remains below the long-term average spread of about +0.95%.

• Major Year-Over-Year Decline: The total cash balance decreased by $140.8 million (-70.6%) from December 2024. This is primarily because the 2024 total included $101.2 million held in bank related investment products (e.g. CD’s, high interest bearing checking accounts, etc.), which is not reflected in the 2025 cash report. A more direct "checking account" comparison shows a decrease from $98.3 million to $58.6 million.
• Significant Account Changes:
• Pension (2100) & Measure P (1004): Balances fell by over 99%, indicating large transfers or investments of idle cash. In 2024, the majority of the Pension fund's balance ($37.9M of $67M) was already in LAIF.
• Successor Agency (1201): Balance dropped 96.4% ($19.7M), due to similar cash management strategies.
• General Fund (1001): Decreased by $26.6 million (-60%). The 2024 balance was bolstered by $28.3M in LAIF.
• DACA Funds (Measures M, R, Prop C): All showed stable, moderate growth year-over-year. • Local Housing Authority (2820): While the main account decreased, its sub-accounts for "PortIn" and "Admin Fees" increased significantly. • New & Zero-Balance Accounts:
• Metro Funds ($15.2M) is a new, significant holding in 2025, representing 26% of total cash. • Liability (6400) & Workers Comp (6300) were converted to Zero Balance Accounts (ZBAs) funded by the General Account, explaining their near-zero balances.

Based on revenue and cash analysis for Q1 and Q2 (Jul–Dec 2025):
• Investigate Major Revenue Variances:
• Property Tax Lag (Funds 1001 & 2100): Initiate review with Tax Collector to understand billing/collection delays impacting cash flow.
• Optimize Cash & Investment Strategy:
• Continue moving idle cash (e.g., from Pension 2100, Measure P 1004) into higher-yield instruments like LAIF, given strong interest earnings performance.
• Monitor the new Metro Funds ($15.2M) holding for appropriate yield and liquidity. • Align Future Budgets with Trends:
• Increase projections for Building Permits, Quimby Act Fees, and Interest Income, which are significantly outpacing budget.
• Review fee structures for Recreation, Rentals, and Planning services where demand exceeds expectations.
• Enhance Revenue Monitoring:
• Implement quarterly variance reviews for top 10 revenue accounts to catch shifts early. • Develop a dashboard for real-time tracking of Property Tax, Sales Tax, and Permit revenues against projections.
• Plan for Economic Uncertainty:
• Maintain conservative estimates for consumer-dependent revenues (Sales Tax, Parking Citations) given cooling economic indicators and ensure adequate liquidity in General Fund to offset any persistent Property Tax delays.
