Performance Management Webinar Series
Outlined below are 1-hour webinar courses in the CPS HR performance management series.

These are available only as live, virtual instructor-led training.

Actionable Feedback and Follow-Through
Feedback is only as effective as the action it inspires. Designed for supervisors and coaches in the public sector, this session builds on foundational evaluation practices and focuses on how to deliver feedback that drives real improvement. Participants will learn to distinguish between general comments and truly actionable feedback—grounded in evidence, aligned with organizational goals, and responsive to individual growth needs. Through guided activities, they’ll build a feedback plan tailored to a real employee or person they support and explore follow-through strategies that reinforce accountability and trust. Whether you’re supporting high performers or addressing challenges, this session will equip you with the tools to give feedback that sticks

Active Employee Engagement
Do you have an employee who just can't get off the couch? Or one who starts a project wholeheartedly, then flags? Or one who does just the bare minimum to get by? Here’s the truth: no matter what we offer people, true motivation comes from within. This one hour webinar will arm supervisors and managers with well researched strategies to tap into their employees' inner motivation, zap disengagement and create a foundation for a high performance team.

3 Better One-on-Ones
Regular one-on-one meetings with your direct reports are essential. It’s the perfect time to build trust and learn about their successes and challenges. You can also ask for feedback on how you can better support them. In this webinar, you’ll learn techniques for getting the most out of these high-priority meetings.

Closing the Performance Gap
When performance stalls, understanding the root cause is key to fostering growth. In this session, coaches, supervisors, and leaders will work through a case study and use the Mind the Gap framework to identify the specific barriers preventing an employee’s growth—whether it’s a lack of skill, will, knowledge, capacity, cultural competence, or emotional intelligence.

Participants will develop an action plan tailored to their case study and learn how to apply this framework to assess and support the development of any employee they work with. This session will provide practical tools for identifying performance gaps and creating targeted strategies for growth and improvement.

Discipline and Documentation
We’ll review the basics of progressive discipline and best practices for handling discipline issues when they arise. We’ll also discuss your responsibilities during the discipline process and how to properly document employee performance, both good and bad.

Emotional Intelligence
Emotional intelligence describes the ability to understand one's own feelings. It also provides great insight on how emotion influences motivation and behavior. In this workshop participants will gain a better understanding of self-management and self-awareness. This in turn will give them better insight and control over their actions and emotions. With a greater understanding of emotions participant's will experience a positive impact on their professional and personal lives
Empowerment through Accountability
To create accountable work cultures, buy-in and follow through are essential. In this course, we will discuss best practices to include and empower employees by creating shared agreements and following up with the accountable conversation to hold people to the agreements they make.

CITY MANAGER
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON

AUTHORIZING THE CITY MANAGER TO APPROVE AN AMENDMENT

TO THE POSITION CLASSIFICATION PLAN BY REVISING THE

CLASSIFICATION OF ASSISTANT ELECTRICIAN

SUMMARY
This resolution recommends the amendment to the Position Classification Plan by revising the existing classification of Assistant Electrician for the Department of Public Works (Street Maintenance).

BACKGROUND
The Assistant Electrician of the Department of Public Works (Street Maintenance), an existing classification, is responsible for installing and supporting the installation, maintenance, and repair of traffic signals, street lights, electrical power systems & circuits, under general supervision of the Traffic and Lighting Foreman.

On October 22, 2025, the City of Compton and representatives of the applicable employee bargaining Union, the Service Employees International Union, Local 721 (SEIU Local 721), met, conferred, and agreed to amend the revised classification specifications of Assistant Electrician.

Following this Meet & Confer, the Personnel Board of the City of Compton held a board meeting on November 6, 2025, approving the corresponding Side Letter regarding this amendment to the Position Classification Plan.

STATEMENT OF ISSUE
After review, staff has determined it to be fair and necessary to revise the classification specifications of Assistant Electrician as follows:
1) Distinguishing characteristics:

Adding: “This is the entry level class in the Traffic Signal Street Lightning Division. Positions at this level perform routine and less complex maintenance and construction duties are not expected to function with the same amount of job knowledge or skill level as positions allocated to the higher Traffic Signal

Technician level. Work is closely supervised. As experience is acquired, employees shall perform with increasing skills and responsibilities and is expected to be performing at the Traffic Signal Technician level” 2) Primary Duties and Responsibilities:

Updating bullet point 5, adding: “…repairs cut outs…”;
Updating bullet point 8, adding: “Learns to perform…”
Updating bullet point 9, adding: “…including stand-by scheduling.” 3) Minimum qualifications:

Updating: “Must possess a valid California Class B Driver’s License with air brake endorsement” to “Must possess a valid California Class C Driver’s License;” and
This adjustment is intended to more accurately define the classification as an entry-level position within the Traffic Signal Street Lighting Division, clarify the scope of assigned duties and training expectations, align minimum qualifications with the operational requirements of the role, and support appropriate skill development.

FISCAL IMPACT
The salary range and salary for the position of Assistant Electrician shall remain the same within the Fiscal Year 2025-2026 budget of the Department of Public Works (Street Maintenance) and is fully budgeted.

RECOMMENDATION
It is recommended that the City Council approve and adopt the attached Resolution to amend the Position Classification Plan to revise the existing classification of Assistant Electrician.
