UNDERSTANDING YOUR WATER BILL
How to Read, Interpret and Manage Your Water Bill
Presented by: David Bennett, Water Department General Manager March 3, 2026
2. WHY UNDERSTANDING YOUR WATER BILL MATTERS
• Helps you track your water usage
• Prevents unexpected high bills
• Detects leaks or inefficiencies early
• Encourages water conservation
• Ensures accurate billing and fair charges
HOW WATER USAGE IS MEASURED
The Compton Municipal Water Department (CMWD) like most California cities, measures water usage in hundred cubic feet (HCF). 1 hundred cubic foot = 748.052 U.S. Gallons
Meter readings record cumulative use, so the CMWD subtracts previous reading from the current reading to find the current usage.
Example: If the read for October 2025 was 6 units on your meter and the read on your November bill is 11, your November bill will reflect a usage of 5 units of water consumed.

COMMON REASONS FOR HIGH WATER BILLS
• Undetected water leaks (toilets, irrigation systems, faucets) • Seasonal Changes (gardening, pools, water activities) • Increased household occupancy
• Faulty meter readings or estimation errors
• Tip: Track your monthly usage trends on your bill.
HOW TO CHECK FOR LEAKS
• Monitor meter when no water is running – if it moves, there is a leak. • Check toilets for leaks using the food coloring test – it involves adding a few drops of food coloring to the water in the toilet tank and waiting for a period of time to see if the water in the bowl picks up the color. By using this method, homeowners can quickly determine if their toilets are leaking and take necessary action to fix the issue before it leads to increased water waste and higher water bills. • Look for damp spots in the yard.
• Compare usage to previous months.

QUESTIONS?
March 3, 2026
TO: HONORABLE MAYOR AND COUNCIL MEMBERS
FROM: COMPTON FIRE DEPARTMENT
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COMPTON AUTHORIZING THE ESTABLISHMENT OF A
PURCHASE ORDER TO UCLA CENTER FOR PREHOSPITAL
CARE TO ATTEND THE PARAMEDIC PROGRAM AND PROVIDE
ADVANCED LIFE SUPPORT (ALS) SKILLS AND EMERGENCY
CARE TO FIRE PERSONNEL FOR THE FIRE DEPARTMENTS
($57,000.00)
SUMMARY
Adoption of this resolution will authorize the City Manager to issue a purchase order to UCLA Center for Prehospital Care in the amount of Fifty-Seven Thousand Dollars and Zero Cents ($57,000.00) to attend the paramedic program to the City of Compton fire personnel.
BACKGROUND
The Fire Department (“Department”) provides a variety of emergency services to the residents and businesses throughout the City. The Department receives an average of 10,000 emergency calls per year; seventy-five percent (75%) of those calls are Emergency Medical Services (EMS).
The Department currently operates three (3) paramedic units, four (4) engines and one (1) truck to provide emergency medical care and treatment to those accessing the emergency “911” system. The Department needs fire personnel that are able to perform advanced life support (ALS).
In order to meet those needs, the Department has identified that a paramedic program is needed to train firefighters in the field integrating firefighting skills with complex medical interventions to bridge the gap between first response and hospital care. These programs teach everything from patient assessment and pharmacology to managing cardiac, trauma, and pediatric emergencies, preparing them for roles on fire engines and paramedic squads.
STATEMENT OF ISSUE
Staff solicited quotes from the following vendors:
UCLA Center for Prehospital Care $10,500.00
Orange County EMT $14,000.00
Mt. San Antonio College $ 4,329.75
4.4.4. Staff Report – Paramedic Program - UCLA
March 3, 2026, page 2
UCLA has a high success rate for the National Registry of EMT Paramedic/State Cognitive Exam and it also offers scheduling accommodations for fire personnel currently in the workforce. Mt. San Antonio College curriculum is not a self-paced program and requires significant dedication.
After reviewing the quotes, staff has determined that the quote submitted by UCLA Center for Prehospital Care (UCLA) best meets the Departments’ needs.
City Council approval is needed because the expenditure exceeds $50,000.00.
FISCAL IMPACT
The cost to send fire personnel to the paramedic program is Fifty-Seven Thousand Dollars and Zero Cents ($57,000.00) for this fiscal year. This will cover tuition, course materials and any other incidentals needed to complete the program.
Funds for this expenditure will be available in the Fire Department’s 2025-2026 Fiscal Year budget in Account No. 1001-690-0000-4273 upon Mayor and City Council approval of the attached resolution.
RECOMMENDATION
Staff is recommending that the City Council adopt the attached resolution.

AMOUNT BY NINETEEN THOUSAND EIGHT HUNDRED DOLLARS
($19,800) FOR A TOTAL ANNUAL COMPENSATION OF FIFTY

REMAINDER OF THE AGREEMENT, AND TO AUTHORIZE A
PURCHASE ORDER WITH NEW WEST LANDSCAPING IN AN
AMOUNT NOT TO EXCEED FIFTY THOUSAND SEVEN HUNDRED
SIXTY DOLLARS ($50,760)
SUMMARY
Adoption of this resolution will authorize the City Manager to amend the existing agreement with New West Landscaping to include alley weed abatement services, increase the compensation by Nineteen Thousand Eight Hundred Dollars ($19,800) for a total annual compensation of Fifty Thousand Seven Hundred Sixty Dollars ($50,760) for the remainder of the agreement and authorize a purchase order with New West Landscaping in an amount not to exceed Fifty Thousand Seven Hundred Sixty Dollars ($50,760).
BACKGROUND
On February 4, 2025, the City Council approved a one-year agreement with New West Landscaping for golf course landscape maintenance services, with two (2) one-year extension options, and an annual compensation of Thirty Thousand Nine Hundred Sixty Dollars ($30,960).
The landscape maintenance of the Compton Par 3 Golf Course is overseen by the Public Works Street Maintenance Department (Department), which is dedicated to keeping the course in excellent condition year-round. Due to limited staffing resources, the Department requires contracted services to perform essential weekly maintenance tasks, including mowing, pruning, aeration, fertilizing and spraying.
STATEMENT OF THE ISSUE
In addition to maintaining the Compton Par 3 Golf Course, the Department is responsible for weed abatement in City alleys. Staff has determined that incorporating alley weed
5.5.5.5. Staff Report – Amending Agreement adding Weed Abatement Services New West Landscaping
March 3, 2026, Page 2
abatement services into the existing contract with New West Landscaping will improve efficiency and ensure consistent maintenance standards.
Controlling weeds in alleys throughout the City is essential to maintaining public health, safety and neighborhood quality. Alleys are heavily used service corridors for residents, waste collection, utilities and emergency access. When weeds are left unmanaged, they can quickly create hazardous and unsanitary conditions.
Consistent weed abatement reduces long-term maintenance costs, and helps preserve City infrastructure. Regular alley weed control is a proactive measure that protects public assets and improves the overall cleanliness and appearance of the City.
New West Landscaping has demonstrated satisfactory performance under the current agreement. The proposed amendment will expand the scope of services to include alley weed abatement while allowing the City to exercise two (2) one-year extension options.
The annual cost for the additional services is Nineteen Thousand Eight Hundred Dollars ($19,800), increasing the total annual compensation for the golf course maintenance and alley weed abatements services to Fifty Thousand Seven Hundred Sixty Dollars ($50,760).
FISCAL IMPACT
Funds in the amount of Fifty Thousand Seven Hundred Sixty Dollars ($50,760) are available in the Department’s Fiscal Year 2025-26 Budget in Account No. 1004-720-000- 4266. Additionally, funds will be allocated in future fiscal year budgets for these services.
RECOMMENDATION
Staff recommends that the City Council adopt the resolution authorizing the City Manager to amend the existing agreement with New West Landscaping to include alley weed abatement services and to increase the annual compensation amount by Nineteen Thousand Eight Hundred Dollars ($19,800).

OFFICE FURNITURE, OFFICE EQUIPMENT AND THE INSTALLATION
OF A CUSTOMER SERVICE COUNTER IN THE AMOUNT OF THIRTEEN
THOUSAND THREE HUNDRED FIFTY-FOUR DOLLARS AND FIFTY-
EIGHT CENTS ($13,354.58)
SUMMARY
This resolution seeks the City Council’s approval for authorizing the City Manager to establish a purchase order with TAJ Trading Corporation for the procurement of office furniture, office equipment and the installation of a customer service counter. The total cost for these improvements is Thirteen Thousand Three Hundred Fifty-Four Dollars and Fifty-Eight Cents ($13,354.58).
BACKGROUND
The Public Works Street Maintenance Department (Department) was moved to a newly designated office space within City Hall. As part of this move, the Department identified the need to acquire new office furniture and equipment to ensure the efficient operation of day-to-day tasks. Additionally, the installation of a customer service counter is necessary to improve the Department’s ability to interact with the public and provide high- quality service. These upgrades will help modernize the workspace, improve workflow efficiency and foster a professional environment for both staff and visitors.
STATEMENT OF THE ISSUE
The current office furniture and equipment have become outdated, worn and are no longer suited to the evolving needs of the Department. Replacing these items is essential to maintain the efficiency and professionalism of the office. Furthermore, a designated counter for public interactions will improve the overall service quality and contribute to a better experience for visitors.
The scope of work to be completed includes:
Office Furniture: Purchase of ergonomic and space-efficient desks, chairs, and storage solutions to improve comfort and organization.
6.6.6.6.6. Staff Report – Resolution Authorizing Purchase Order TAJ Trading Corporation – Purchase furniture, equipment and counter installation March 3, 2026, page 2
Office Equipment: Acquisition of necessary office supplies and equipment to support day-to-day administrative tasks.
Customer Service Counter: Installation of a custom-built counter designed to facilitate public-facing interactions, providing a professional and organized space for citizens and staff.
The total cost for these items is Thirteen Thousand Three Hundred Fifty-Four Dollars and Fifty-Eight Cents ($13,354.58).
TAJ Trading Corporation was selected through a competitive bidding process, where they demonstrated competitive pricing, the ability to meet the required specifications and a strong track record of successfully completing similar projects. This vendor was chosen for their reliability and quality of work in previous projects.
Pursuant to Resolution No. 26,100, adopted by the City Council on July 23, 2024, the City Manager is authorized to expend up to $50,000.00 to any one single vendor in a fiscal year. The City has reached this expenditure threshold with TAJ Trading Corporation for Fiscal Year 2025-26, thus requiring City Council approval.
FISCAL IMPACT
Funds in the amount of Thirteen Thousand Three Hundred Fifty-Four Dollars and Fifty- Eight Cents ($13,354.58) is available in the Department’s Fiscal Year 2025-26 Budget in Account No. 1004-720-000-4335.
ALTERNATIVE
No other alternative is being proposed. The purchase of these office furnishings and installation of the customer service counter is critical to meet operational needs and improve public service delivery.
RECOMMENDATION
Staff recommends that the City Council adopt the attached Resolution and approve the associated expenditure of office furniture, equipment, and counter installation from TAJ Trading Corporation in the amount of $13,354.58.

This resolution authorizes the City Manager to amend the Grants Department Fiscal Year 2025- 2026 budget to appropriate California Department of Justice (“DOJ”) Tobacco Grant funds in the amount of Three Hundred Fifty Thousand Dollars ($350,000) to enforce a local ordinance or state law related to the illegal sale and marketing of tobacco products to minors.
BACKGROUND
The California Healthcare, Research and Prevention Tobacco Tax Act of 2016 (“Proposition 56”) provides local public agencies with funding to promote a healthier California by reducing illegal sales and marketing of cigarettes and tobacco products, including e-cigarettes, to minors. The Office of the Attorney General makes these annual funds available to local law enforcement agencies through the California Department of Justice Tobacco Grant Program.
The Tobacco Grant Program award process is highly competitive, and for the 2025-26 grant cycle, the Department received over $50 million in requests. As noted in the application materials, grant funding prioritized support for local retailer enforcement, including enforcement of flavored tobacco bans. Consequently, some awards were approved with modification to align with these funding priorities.
STATEMENT OF THE ISSUE
On January 13, 2026, the City Council approved resolution No. 26,361. Upon further review, staff identified a clerical error in the Fiscal Impact section of the resolution. The resolution incorrectly states an increase in revenue, when the action approved results in an increase in expenditures.
To ensure the City’s legislative record accurately reflects the fiscal impact of the Council’s action and to maintain transparency and compliance with financial reporting standards, staff is requesting that resolution No. 26,361 be rescinded and replaced with a corrected resolution reflecting the proper fiscal impact.
ALTERNATIVES
If the City Council chooses not to accept the grant funds, the City cannot implement the proposed activities unless General Funds or other funding sources are provided.
