Flock Safety, Inc. is a nationally recognized provider of ALPR technology specifically designed for public safety agencies and municipalities. The Flock Safety platform is widely used by law enforcement and public safety agencies throughout California and neighboring jurisdictions, allowing for interoperability, data-sharing partnerships, and regional crime-fighting collaboration.
Staff have determined that Flock Safety, Inc. is the sole source provider for this program due to the proprietary nature of its technology, software platform, data-sharing network, and law enforcement-specific features that are not available through other vendors. The proposed system offers cloud-based access, real-time alerts, customizable search capabilities, and built-in privacy and data retention controls.
STATEMENT OF ISSUE
The Community Improvement Services Department, in coordination with law enforcement and City staff, identified the need for a citywide ALPR system to enhance public safety operations. After reviewing available technologies and vendors, staff determined that Flock Safety, Inc. best meets the City’s operational, technical, and interoperability needs.
The proposed lease agreement includes the deployment of seventy-four (74) ALPR readers and (37) PTZ cameras strategically placed throughout the City to assist law enforcement and public safety staff with crime prevention and investigations. Prior to committing the full twenty-four (24) month lease, Flock Safety, Inc. will provide the City with a one hundred twenty (120)-day trial period at no cost. This trial period will allow staff to evaluate system performance, effectiveness, community impact, and operational value.
City Council authorization is required to approve the sole source lease agreement and to authorize the City Manager to execute the agreement and establish the necessary purchase orders, with total costs not to exceed Eight Hundred and One Thousand Six Hundred Forty-Two Dollars ($801,642.00) over the two-year term.
Following the trial period, staff will return to the City Council with a report evaluating the systems performance, effectiveness, community impact, and operational value.

WHEREAS, the City of Compton continues to experience challenges related to vehicle-related crimes, including stolen vehicles, violent crime involving vehicles, illegal dumping, and other quality-of-life and public safety concerns; and WHEREAS, law enforcement agencies have increasingly relied on technology- based tools, including Automatic License Plate Reader (ALPR) systems, to enhance investigative capabilities, improve response times, and support crime prevention efforts; and
WHEREAS, ALPR technology captures license plate images from vehicles traveling through designated areas and allows authorized law enforcement and public safety personnel to search, analyze, and share data in compliance with state and federal privacy laws; and
WHEREAS, Flock Safety, Inc. is a nationally recognized provider of ALPR technology designed for public safety agencies, offering proprietary software, a data- sharing network, real-time alerts, customizable search capabilities, cloud-based access, and privacy and data retention controls; and
WHEREAS, staff has determined that Flock Safety, Inc. is the sole source provider for this program due to the proprietary nature of its technology, interoperability features, and law enforcement-specific functionality that is not available from other vendors; and WHEREAS, the Community Improvement Services Department, in coordination with law enforcement and City staff, identified the need for a citywide ALPR system to enhance public safety operations; and
