SUBJECT: CONTINUANCE OF PUBLIC HEARING REGARDING THE CITY OF COMPTON’S GENERAL PLAN UPDATE
SUMMARY
The City of Compton (“City”) previously scheduled a hearing for September 15, 2026, to consider the proposed General Plan Update. The General Plan is the City’s principal long-range planning document and provides the framework for decisions affecting the City’s future growth and development.
Staff recommends that the City Council continue the public hearing to provide additional time for staff to complete its review and preparation of documents before it is presented to the City Council for consideration. The requested continuance will allow staff to continue its work on the proposed General Plan and associated materials and return the matter to the City Council when it is ready for further consideration.
No substantive action regarding the proposed General Plan Update is recommended at this time.
BACKGROUND
Under Government Code section 65300, California law requires cities to adopt a comprehensive, long-term General Plan for the physical development of the a city and the land within its planning area. The General Plan establishes a policy framework that guides future governmental decisions regarding land use and development and addresses subjects including housing, conservation, open space, noise, safety, and the environment, as applicable.
The City is currently undertaking a comprehensive update of its General Plan. The proposed General Plan Update is intended to provide the City with an updated long- range planning framework and guide future decisions regarding development, infrastructure, community services, and other matters affecting the City.
Development and consideration of a General Plan involves review of numerous policy and planning considerations that may affect the City over an extended period of time.
Accordingly, the City’s consideration of the proposed General Plan Update requires coordination among various departments of City staff, consultants, and other appropriate participants to ensure that the matter is adequately prepared before it is presented to the City Council for substantive consideration.
Staff Report – General Plan Public Hearing Continuance

A public hearing regarding the proposed General Plan was scheduled for the City Council meeting of September 15, 2026. Notice of the public hearing was provided in accordance with applicable requirements.
Since the public hearing was scheduled, staff has continued its work related to the proposed General Plan Update and preparation of the associated materials. Staff has determined that additional time is appropriate to complete its review and preparation before requesting substantive action from the City Council.
STATEMENT OF THE ISSUE
The issue before the City Council is limited to whether the public hearing regarding the proposed General Plan should be continued.
Given the breadth and long-term significance of the General Plan, City staff recommend allowing additional time to complete their work before the matter is presented for substantive consideration. The additional time will allow staff to continue reviewing and preparing the proposed General Plan and related materials along with addressing matters that remain under consideration.
Continuing the public hearing will also avoid requesting that the City Council take substantive action before staff has completed the work necessary to present the matter for consideration. The continuance, therefore, allows the General Plan process to proceed in an orderly manner while preserving the City Council’s ability to fully consider the proposed General Plan Update when the matter returns.
This recommended action is procedural in nature; the continuance does not constitute approval, denial, adoption, or rejection of the proposed General Plan Update, nor does it commit the City Council to any particular action regarding the General Plan.
Following completion of staff’s review and preparation, the matter will return to the City Council for further consideration.
FISCAL IMPACT
There is no significant fiscal impact associated with continuing the public hearing. Costs associated with preparation and processing of the proposed General Plan Update are being addressed through the City’s existing General Plan budget and/or applicable consultant contracts.
ALTERNATIVES
The City Council may:
1. Continue the public hearing as recommended by staff; or
2. Provide other direction to staff consistent with applicable law.
RECOMMENDATION
Staff recommends that the City Council continue the public hearing regarding the proposed General Plan.
