SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON AUTHORIZING THE CITY MANAGER TO ENTER INTO A THREE (3)
YEAR LEASE AGREEMENT WITH COALITION FOR HUMANE
IMMIGRANT RIGHTS (CHIRLA) FOR THE LEASE OF CITY-OWNED
PROPERTY LOCATED AT 700 NORTH BULLIS ROAD – CLASSROOM
1A
SUMMARY
The City Council will consider a request from the Coalition for Humane Immigrant Rights (CHIRLA) organization and authorize the City Manager to enter into a three (3) year (i.e., November 1, 2026, through October 31, 2029) agreement for the lease of approximately 1,808 square feet of dedicated indoor space at City-owned property, located at 700 North Bullis Road, Compton, CA 90221, commonly known as the “CareerLink” facility.
BACKGROUND
The City of Compton owns certain real property located at 700 North Bullis Road, Compton, CA 90221, commonly known as the “CareerLink” facility. This property is used as a “shared-occupancy” facility, offering indoor space for leasing to outside agencies, organizations, and individuals.
In 2020, staff received a request from CHIRLA to lease office space at the CareerLink facility. The Mayor and City Council approved Resolution No. 25,180 on January 7, 2020, which authorized the City Manager to enter into an agreement for February 1, 2020, through January 31, 2021. Following the expiration of that agreement, staff returned to the Mayor and City Council to request authorization to renew the lease agreement in 2023, 2024, and 2025.
On July 13, 2026, staff received a request from CHIRLA to renew and expand their office space. CHIRLA is requesting continued use of its current leased premises, Classroom 1A, along with exclusive use of the glass office, restrooms 1 and 2, and the hallway within Classroom 1A, for a total of approximately 1,808 square feet of exclusive office space.
This area includes a City of Compton data closet, which will not be included in their leased space.

In addition to the lease agreement for Classroom 1A, CHIRLA is requesting a separate lease for 632 square feet of office space on the north side of the CareerLink facility. This proposed lease will be presented to the City Council as a separate agenda item for consideration, as the additional space is contingent upon CHIRLA obtaining grant funding. CHIRLA has requested that the additional space be maintained under a separate agreement to provide the organization with the flexibility to decline or terminate the lease should the anticipated grant funding not be awarded or become unavailable.
Pursuant to guidance of the City Council, in November 2012, the City Manager implemented a City-wide leasing policy which mandates that City-owned facilities and/or property shall not be leased without first obtaining proper authorization from the City Council (i.e., an adopted resolution) and execution of a written lease agreement [City of Compton Standard Operating Manual, Policy 4.17(A)(1)]. In addition to other matters, the Policy specifies that lease rates shall be based on the square footage of the area(s) subject to the shared-occupancy of the Lessee and that the standard leasing rate for indoor floor space in a City-owned facility shall be at least One Dollar ($1.00) per square foot.
In addition to the base minimum rental rate of $1.00 per square foot for indoor space, proposed lease agreements must address the City's costs for utilities, outdoor maintenance, and major repairs for shared space. The City Controller has identified the cost as Two Dollars and Two Cents ($2.02) per square foot.
Thus, the cost to the City will be recovered through a recommended minimum monthly rental rate based on a square-footage charge of $3.02 (i.e., a $ 1.00 per square foot base rental rate plus $2.02 per square foot for utilities, outdoor maintenance, and major repairs associated with shared space). Routine, basic maintenance, repairs, and upkeep for assigned square footage are not included and will remain the tenant's responsibility.
STATEMENT OF ISSUE
The Coalition for Humane Immigrant Rights (CHIRLA) was founded in 1986. In addition to offering a variety of low-cost, high-quality legal services, CHIRLA plans to bring programs and services that will benefit the community at large. Programs such as their Legal Support, Community Education, and Outreach will provide free information, group seminars, presentations, and workshops on Coalition Building, Policy, Civic Engagement, Workers’ Rights, Community/Police Relations, and other social services that affect the community.
CHIRLA remains dedicated to serving the residents of Compton and surrounding communities. Their presence in Compton has played a vital role in making immigration legal services more accessible to the community.

OFFICE 1 A 1,808 Square Feet
Total Exclusive Indoor Square Footage 1,808 Square Feet NOTE: Within the Premises leased by Tenant (Classroom 1A) is located a data storage closet, consisting of approximately 139 Square Feet (as reflected in the attached diagram). FINANCIAL IMPACT
Unless the Council decides to waive the minimum lease rental rate requirements of Policy
4.17(A)(1) of the City Leasing Policy, the estimated fiscal impact of this proposed action will be a net gain to the General Fund of a base monthly lease rental rate of Five Thousand Four Hundred Sixty Dollars and Sixteen Cents ($5,460.16) for the term of the lease, resulting in an annual amount of Sixty-Five Thousand Five Hundred TwentyOne Dollars and Ninety-Two Cents ($65,521.92).
ALTERNATIVE
The Council has discretion to choose from among a number of options:
1. Authorize the City Manager to enter into a lease agreement with Coalition for Humane Immigrant Rights (CHIRLA), for a three (3) year (i.e., November 1, 2026, through October 31, 2029) term requested (or offer a lesser term) as follows:

2. Reject the request to enter into a lease agreement for this location by the Coalition for Humane Immigrant Rights (CHIRLA).

TO: HONORABLE MAYOR AND COUNCIL MEMBERS

SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON AUTHORIZING THE CITY MANAGER TO ENTER INTO A THREE (3)
YEAR LEASE AGREEMENT WITH COALITION FOR HUMANE
IMMIGRANT RIGHTS (CHIRLA) FOR THE LEASE OF CITY-OWNED
PROPERTY LOCATED AT 700 NORTH BULLIS ROAD (NORTH SIDE)
SUMMARY
The City Council will consider a request from the Coalition for Humane Immigrant Rights (CHIRLA) organization and authorize the City Manager to enter into a three (3) year (i.e., November 1, 2026, through October 31, 2029) agreement for the lease of approximately 632 square feet of dedicated indoor space at City-owned property, located at 700 North Bullis Road, Compton, CA 90221, commonly known as the “CareerLink” facility.
BACKGROUND
The City of Compton owns certain real property located at 700 North Bullis Road, commonly known as the “CareerLink” facility. This property is used as a “sharedoccupancy” facility, offering indoor space for lease to outside agencies, organizations, and individuals.
CHIRLA has been a tenant at the CareerLink facility since February 2020 and provides immigration-related services, community outreach, educational workshops, and legal assistance programs to community members. Since its initial occupancy, the City Council has approved subsequent lease renewals for CHIRLA.
On July 13, 2026, CHIRLA submitted a request to lease approximately 632 square feet of office space on the north side of the CareerLink facility to support the expansion of its programs and services.
Because the additional space depends on future grant funding, CHIRLA requested that the office space be leased under a separate agreement from its primary lease.
Maintaining a separate lease agreement allows the organization the flexibility to decline, terminate, or otherwise modify its occupancy of the additional space should anticipated funding not materialize.

October 13, 2026, Page 2
The City Controller has identified the utility cost as Two Dollars and Two Cents ($2.02) per square foot.
The proposed lease will permit CHIRLA to expand its operations and enhance the services currently provided to residents of the City of Compton. The separate lease structure protects both the City and CHIRLA by clearly distinguishing the organization’s existing leased space from the grant-funded expansion space.
Staff has reviewed the request and determined that the proposed use is compatible with the shared-use purpose of the CareerLink facility and that sufficient space is available to accommodate the request.
This proposed lease agreement will provide CHIRLA with use of the following indoor space at the CareerLink facility:
Indoor square footage – Shared Space Facility
Northside Office Space 632 Square Feet
Total Exclusive Indoor Square Footage 632 Square Feet
If approved, the City Council will authorize the City Manager to enter into a lease agreement with Coalition for Humane Immigrant Rights (CHIRLA) for a three (3) year (i.e., November 1, 2026, through October 31, 2029) term, for exclusive occupation of the above-indicated indoor spaces of the CareerLink site.

FINANCIAL IMPACT
Unless the Council decides to waive the minimum lease rental rate requirements of Policy
4.17(A)(1) of the City Leasing Policy, the estimated fiscal impact of this proposed action will be a net gain to the General Fund of a base monthly lease rental rate of One Thousand Nine Hundred Eight Dollars and Sixty-Four Cents ($1,908.64) for the term of the lease, resulting in an annual amount of Twenty-Two Thousand Nine Hundred Three Dollars and Sixty-Eight Cents ($22,903.68).
ALTERNATIVE
The Council has discretion to choose from among a number of options:
1. Authorize the City Manager to enter into a lease agreement with Coalition for Humane Immigrant Rights (CHIRLA), for a three (3) year (i.e., November 1, 2026, through October 31, 2029) term requested (or offer a lesser term) as follows:
a. For the minimally recommended City policy rates (i.e., $1.00 per square foot plus utilities, outdoor maintenance, and major repairs for shared space) of $1,908.64 per month.
b. For some other monthly rental rate.
______________ per month, or _____________ per year.
2. Reject the request to enter into a lease agreement for this location by the Coalition for Humane Immigrant Rights (CHIRLA).
RECOMMENDATION
Staff recommends adherence to the current Standard Operating Manual, Policy 4.17(A), at this time. However, the decision to increase lease rental amounts and/or waive other requirements of the City’s Leasing Policy is at the discretion of the City Council.

SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON AUTHORIZING THE CITY MANAGER TO ENTER INTO A ONE (1) YEAR
LEASE AGREEMENT WITH ENTRENOUS YOUTH EMPOWERMENT
SERVICES, INC. DBA COMPTON YOUTHBUILD FOR THE LEASE OF
CITY-OWNED PROPERTY LOCATED AT 1108 NORTH OLEANDER
AVENUE, COMPTON, CA 90222
SUMMARY
The City Council will consider a request by Entrenous Youth Empowerment Services, Inc. dba Compton YouthBuild (“Compton YouthBuild”) and authorize the City Manager to enter into a one (1) year (i.e., November 1, 2026, through October 31, 2027) agreement with a one-year option to extend (i.e., November 1, 2027, through October 31, 2028) and one five-year option to extend (i.e., November 1, 2028, through October 31, 2033) or the lease of approximately 4,750 square feet of indoor space at City-owned property, located at 1108 North Oleander, Compton, California 90222.
BACKGROUND
The City of Compton owns certain real property located at 1108 North Oleander, Compton, California 90222, commonly known as the “Old Dollarhide” facility. This property is used as a “shared occupancy” facility, offering indoor space for leasing to outside agencies, organizations, and individuals.
Compton YouthBuild has been a tenant at the facility since 2017, currently utilizing approximately 9,502 square feet of indoor space and sharing the facility with Crystal Stairs, Inc. The organization now wishes to expand its operations by leasing the former Dollarhide Health Clinic space.
Pursuant to the guidance of the City Council, in November 2012, the City Manager implemented a Citywide Leasing Policy requiring that City-owned facilities and/or property shall not be leased without prior authorization from the City Council through an adopted resolution and the execution of a written lease agreement, in accordance with the City of Compton Standard Operating Manual (SOM), Policy 4.17(A)(1).
Among other provisions, the policy specifies that lease rates shall be based on the square footage of the leased premises and that the minimum rental rate for indoor space in a City-owned facility shall be One Dollar ($1.00) per square foot.
17. Staff Report – Authorizing Lease - 1108 North Oleander Ave Entrenous Youth Empowerment Services, Inc. dba Compton YouthBuild - 4,750 Indoor Sq. Ft.
October 13, 2026, Page 2
In addition to the minimum base rental rate, proposed lease agreements are intended to recover the City's costs for utilities, outdoor maintenance, and major repairs. The City Controller has calculated these costs at Two Dollars and Two Cents ($2.02) per square foot.
Accordingly, the recommended minimum monthly rental rate is Three Dollars and Two Cents ($3.02) per square foot, consisting of the $1.00 base rental rate plus $2.02 per square foot for utilities, outdoor maintenance, and major repairs.
STATEMENT OF ISSUE
According to the prospective tenant, Entrenous Youth Empowerment Services, Inc., dba Compton YouthBuild, is an established, high-performing partner invested in the physical and social infrastructure of the City of Compton.
The proposed lease agreement will provide Compton YouthBuild with shared space at 1108 North Oleander Avenue, Compton, CA 90222, as follows:
Indoor Square Footage 4,750 square feet
Total Leased Square Footage 4,750 square feet
Compton YouthBuild seeks City Council approval to enter into a one (1) year (i.e., November 1, 2026, through October 31, 2027) agreement with a one-year option to extend (i.e., November 1, 2027, through October 31, 2028) and one five-year option to extend (i.e., November 1, 2028, through October 31, 2033) for shared occupancy of the space. The leased space will be used for administrative offices and support services for their organization.
Compton YouthBuild also requests that the City Council authorize lease provisions that differ from the City’s Leasing Policy by approving a reduced rental rate of One Dollar ($1.00) per square foot for the term of the lease, consistent with the lease rate approved in 2017. If approved, Compton YouthBuild will be responsible for maintenance, minor repairs, custodial services, and security.
SOM Policy 4.17(A)(1) provides that "only the City Council shall have the authority to reduce or waive the standard leasing rates and/or other costs required by the policy and the proposed lease agreement." Therefore, City Council approval is required to reduce or waive the standard leasing rates established by the City's Leasing Policy.

PROPOSAL TO LEASE VACANT SPACE
Date: July 6, 2026
To: City of Compton, Department of General Services
From: EntreNous Community Empowerment, Inc.
(DBA EntreNous Youth Empowerment Services, Inc. / DBA Compton YouthBuild) Subject: Proposal to Lease Vacant Space (Former Dollarhide Health Clinic) at 1108 N. Oleander Ave., Compton, CA 90222
Executive Summary
EntreNous Community Empowerment, Inc. respectfully submits this proposal to lease the currently vacant space formerly occupied by the Dollarhide Health Clinic, located within our current facility at 1108 N. Oleander Ave., Compton, CA 90222. As a deeply rooted community partner and an exemplary tenant of the City of Compton for nearly nine years, EntreNous aims to utilize this expanded footprint to scale our high-quality workforce and leadership development programs, directly benefiting Compton’s residents and economically distressed families.
Organizational Foundations
• Our Mission: EntreNous delivers programs, resources and services to foster resilient and self-sustaining people.
• Our Purpose: To offer an integrated, human development approach to high-quality workforce and leadership development programs, education, resources, and services.
Through the creation of an inclusive, equitable, and nurturing environment, we provide culturally relevant and rigorous instruction. The goal is to improve financial sustainability for people and families in economically distressed communities.
A Proven Track Record: A Trusted City Partner Since 2017 EntreNous is not just an applicant; we are an established, high-performing partner invested in the physical and social infrastructure of the City of Compton. • Flawless Tenancy: We have leased space in this exact facility since August 1, 2017, consistently maintaining excellent standing with the City, meeting all lease obligations, and ensuring a safe, positive environment.

million dollars, significantly increasing the long-term asset value of this City-owned property.
Proposed Use of Space & Community Benefit
Acquiring the vacant former Dollarhide Health Clinic space will allow EntreNous to operationalize our human development approach at a greater scale. The expanded footprint will be used to increase the number of participants in our premier workforce training and educational programs:
1. Construction & Green Technology Training: Expanding our hands-on technical workshops to provide rigorous instruction in high-demand trades, green building, and sustainable infrastructure.
2. Culinary Arts & Hospitality: Scaling our culinary arts training and commercial kitchen capacity to prepare participants for immediate career placement, fostering long-term financial sustainability for local families.
3. Accredited High School Diploma: In partnership with YouthBuild Charter School of California, the expanded classroom space will allow EntreNous to expand our educational opportunities including a STEAM laboratory for career exploration in Energy Infrastructure.
By transforming this vacant space into an inclusive, nurturing, and active hub of workforce activity, the City of Compton will see a direct return in the form of enhanced economic mobility, reduced unemployment, and a more resilient local workforce.
Proposed Renovation & Estimated Tenant Improvement Costs To successfully transition the vacant medical space into an active educational hub, EntreNous will undertake a complete interior renovation. This capital project will repurpose the former clinical layout into four (4) expansive, modern classrooms designed specifically for academic and occupational instruction.
A primary component of this renovation involves reconfiguring the legacy medical plumbing network:
• Plumbing Scope & Remediation: The current layout contains eighteen (18) individual examination room sinks. A licensed plumbing contractor will be engaged to thoroughly assess the current system condition, permanently cap off all 18 sinks, and evaluate the existing cast-iron sewer lines, which may require localized repairs or full replacement. • Estimated Capital Investment: EntreNous projects the total cost for these comprehensive structural and plumbing transformations to be $250,000. Following our established history with this facility, these expenses will be absorbed as a significant tenant improvement, further increasing the asset value of the City-owned property.

October 13, 2026
TO: HONORABLE MAYOR AND COUNCIL MEMBERS
FROM: CITY MANAGER
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON
AUTHORIZING THE IMPLEMENTATION OF PREFERENTIAL PERMIT
PARKING CITYWIDE OR CANCELATION OF ALL CURRENT
PREFERENTIAL PERMIT PARKING PROGRAMS
SUMMARY
This item is placed on the agenda at the request of Councilman Bowers. The City Council is being asked to consider whether the City of Compton should expand preferential permit parking from the current district-based model to a citywide residential program. Under a citywide approach, eligible residents would be able to obtain permits that exempt permitted vehicles from specified parking restrictions on designated residential streets, while non-permitted vehicles would remain subject to the restrictions established by the Council. Based upon this proposal, the alternative is to deny citywide expansion and cancel any current preferential parking districts within the City.
BACKGROUND
Compton Municipal Code Chapter 12, Section 12-9 establishes the City's Preferential Permit Parking Program. The stated purpose is to address serious residential parking problems associated with nonresident parking, congestion, noise, traffic hazards, and difficulty for residents to park near their homes. The ordinance cites California Vehicle Code sections 22507 and 22507.5 as authority for the program.
The existing ordinance is primarily district-based. A district may be initiated by petition or City Council motion. The petition process requires signatures from at least two-thirds of residents of units fronting the curbs proposed for inclusion. The Council then considers the request following a public hearing and applies criteria that include high parking demand and whether the proposed district is a reasonably self-contained parking area.
The ordinance also allows the Council to apply additional reasonably related criteria.
Current City regulations provide for residential, guest, and temporary permits. Up to three residential permits may be purchased per address, one guest permit may be purchased per address, and temporary permits may be issued for bona fide guests for up to seven consecutive days. Permits are generally issued on a calendar-year basis by the Business

License Division, and permit fees are established by City Council resolution. Signs must be posted on streets subject to the program, and the Council determines the days and hours of enforcement for each designated preferential parking district.
STATEMENT OF ISSUE
The central policy question is whether preferential permit parking should remain a targeted neighborhood tool used only where documented parking impacts justify a district, or whether it should become a citywide residential parking management program available throughout Compton. A citywide program could provide a uniform standard and broader resident access, but it would materially increase administrative, signage, enforcement, customer-service, and technology requirements.

Staff Report – Citywide Preferential Parking Program or Cancel Existing Preferential Parking Districts October 13, 2026, Page 3
OPTION 1 - APPROVE CITYWIDE PREFERENTIAL PERMIT PARKING If the City Council selects this proposal, staff recommends that approval be made in concept and that implementation occurs only after the Council adopts the necessary legal and operational documents. The following framework is recommended for development:
Define the citywide program as applying to eligible residential streets and residential blocks, while allowing exclusions for major arterials, commercial and industrial corridors, locations where parking restrictions would impair essential access, and other areas identified by the City Traffic Authority or City Attorney.
Establish uniform eligibility standards for residents, guest permits, temporary permits, service providers, caregivers, and other appropriate categories consistent with state law.
Determine whether the current limit of up to three residential permits and one guest permit per address should remain, be modified, or be replaced by a different citywide permit allocation system.
Establish citywide enforcement days and hours, with clear exceptions for street sweeping, posted no-parking zones, fire hydrants, red curbs, disabled parking laws, the 72-hour rule, and other generally applicable parking restrictions.
Adopt a permit fee that reasonably reflects program administration, materials, technology, customer service, replacement permits, signage, and enforcement support, while considering affordability and any Council-approved hardship provisions.
Develop a secure permit database that allows Parking Control Officers to verify permits by license plate and minimizes opportunities for duplication, transfer, counterfeiting, or misuse.
Prepare a phased signage plan and identify the number, type, location, installation cost, and ongoing maintenance cost of signs needed for citywide enforcement.
Conduct public outreach before implementation, including multilingual notices, application instructions, frequently asked questions, maps, enforcement start dates, and a warning or grace period before citations are issued.
Establish a process for annual review of program performance, resident concerns, citation activity, permit participation, administrative workload, and fiscal impacts.
Staff Report – Citywide Preferential Parking Program or Cancel Existing Preferential Parking Districts October 13, 2026, Page 4
OPTION 2 - DENY CITYWIDE EXPANSION / CANCEL ALL CURRENT
PREFERENTIAL PARKING DISTRICTS
If the City Council selects Option 2, the City will discontinue all preferential parking districts throughout the city.
FISCAL IMPACT
Option 1 - would have a fiscal impact that cannot be reliably quantified until staff completes a citywide street/sign inventory and determines the permit technology, staffing, enforcement schedule, number of eligible addresses, permit fee, and implementation method. Cost categories would include sign procurement and installation; sign maintenance and replacement; permit application and renewal processing; software or license-plate-based permit technology; printing and mailing; public outreach; staff hiring and training; citation and appeal administration; additional enforcement workload or the cost of outsourcing management of the citywide program.
If Option 1 is selected, staff should return to the Council with a detailed startup and annual operating budget before implementation.
Option 2 would avoid a citywide startup cost and would discontinue preferential parking districts citywide.
If Option 2 is selected, staff would suspend enforcing the current preferential parking program. Staff would recommend refunding residents for 3 months of the total cost of their annual permit, if they apply. There would be no refunds issued for temporary permits purchased. Staff estimate that based upon the number of annual permits purchased the fiscal impact for refunds is less than $5,000.00.
No prior citations issued while the program was enacted and enforced will be waived, voided, refunded or dismissed.
RECOMMENDATION
Staff recommends that Council take whatever action they deem appropriate and, if applicable, approve the attached Resolution. As an alternative, the Council can take no action at all.

RESOLUTION NO. __________
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COMPTON
AUTHORIZING THE IMPLEMENTATION OF CITYWIDE PREFERENTIAL
PERMIT PARKING OR CANCELLATION OF ALL CURRENT
PREFERENTIAL PERMIT PARKING PROGRAMS
WHEREAS, the Compton Municipal Code Chapter 12, Section 12-9 establishes the City's Preferential Permit Parking Program to address serious residential parking problems associated with nonresident parking, congestion, noise, traffic hazards, and difficulty for residents to park near their homes; and
WHEREAS, the existing Preferential Permit Parking Program is primarily districtbased and provides for residential, guest, and temporary permits, with up to three residential permits and one guest permit per address; and WHEREAS, the City Council is considering whether preferential permit parking should remain a targeted neighborhood program or become a citywide residential parking management program; and
WHEREAS, a citywide program could provide a uniform standard and broader resident access, but would increase administrative costs, signage, enforcement, customer-service, and technology requirements; and
WHEREAS, the City Council has considered both the implementation of a citywide preferential permit parking program and the cancellation of all existing preferential parking districts throughout the City; and WHEREAS, if a citywide program is approved, implementation would require additional development of ordinance amendments, operating procedures, fees, exemptions, signage, enforcement, technology, public outreach, and fiscal requirements before enforcement begins; and
WHEREAS, if the existing preferential parking districts are canceled, the City would discontinue preferential parking throughout the City, suspend enforcement, and recommend refunds to eligible annual permit holders as provided herein.
Council Policy Direction - Select One Alternative.
☐ ALTERNATIVE A - APPROVE CITYWIDE PREFERENTIAL PERMIT
PARKING IN CONCEPT
A. The City Council approves, in concept, the development of a citywide preferential permit parking program for eligible residential streets and residential blocks within the City of Compton.
B. The City Manager, Public Safety Department, Business License Division, City Attorney, City Traffic Authority, and other appropriate City departments are directed to develop and return to the City Council with the legal, operational, financial, and administrative documents necessary for implementation.
C. The development package shall include, at a minimum: proposed ordinance amendments; permit categories and eligibility requirements; permit allocation limits; exemptions; enforcement days and hours; a permit fee schedule; hardship provisions, if any; a secure permit-verification system; a citywide signage plan; public outreach and multilingual notification materials; an implementation schedule; a warning or grace period; and a detailed startup and annual operating budget.
D. Staff shall evaluate appropriate exclusions from the citywide program, including major arterials, commercial and industrial corridors, locations where permit restrictions would impair essential access, and other areas identified by the City Traffic Authority or City Attorney.
E. No citywide preferential permit parking enforcement shall commence solely by adoption of this Resolution. Implementation shall occur only after the City Council takes all additional actions required by law and approves the final program documents and funding.

F. Staff shall include a process for annual review of program performance, resident concerns, permit participation, citation activity, administrative workload, and fiscal impacts.
☐ ALTERNATIVE B - DENY CITYWIDE EXPANSION AND CANCEL ALL
EXISTING PREFERENTIAL PARKING DISTRICTS
A. The City Council denies expansion of preferential permit parking into a citywide program and directs that all existing preferential permit parking districts within the City of Compton be discontinued.
B. City staff is directed to suspend enforcement of restrictions that are enforceable solely through the City's preferential permit parking program, effective on the date established administratively by the City Manager after completion of any required notice, signage, operational, and legal steps.
C. Residents who purchased qualifying annual preferential parking permits may apply for a refund equal to three months of the total cost of the annual permit, subject to verification of eligibility and administrative procedures established by the City. No refunds shall be issued for temporary permits.
D. Consistent with the staff report, citations lawfully issued while the preferential permit parking program was enacted and enforced shall not be waived, voided, refunded, or dismissed solely because the program is subsequently discontinued.
E. Staff is directed to remove, cover, replace, or otherwise address preferential permit parking signs as operationally appropriate and to provide public notice regarding the effective date of program discontinuation.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COMPTON RESOLVES AS FOLLOWS:
Section 1. That adoption of this resolution will authorize the City Council to proceed with implementation of citywide preferential permit parking or the cancellation of all current preferential parking districts, consistent with the Council action taken on this matter.
Section 2. If the City Council approves citywide preferential permit parking, such approval shall be in concept, and implementation shall occur only after the City Council considers the necessary ordinance amendments, resolutions, operating procedures, fees, exemptions, signage plan, implementation schedule, public outreach plan, and fiscal analysis.
Section 3. The citywide program shall be developed for eligible residential streets and residential blocks and may provide exclusions for major arterials, commercial and industrial corridors, locations where parking restrictions would impair essential access, and other areas identified by the City Traffic Authority or City Attorney.
Section 4. The citywide program shall include uniform eligibility standards and shall address residential, guest, temporary, service provider, caregiver, and other appropriate permits; permit allocation; enforcement days and hours; applicable parking restrictions and exceptions; permit fees; permit verification technology; signage; public outreach; and an annual review process.
Section 5. If the City Council approves citywide preferential permit parking, staff shall return to the City Council with a detailed startup and annual operating budget before implementation. The fiscal impact cannot be reliably quantified until the City completes the necessary street and sign inventory and determines the permit technology, staffing, enforcement schedule, eligible addresses, permit fee, and implementation method.
Section 6. If the City Council denies citywide expansion, all current preferential parking districts shall be canceled, and the City shall discontinue and suspend enforcement of the current preferential parking program. Staff is directed to remove, RESOLUTION NO. __________

No refunds shall be issued for temporary permits. The estimated fiscal impact of the annual permit refunds is less than $5,000.00.
Section 8. Consistent with the staff report, citations lawfully issued while the preferential permit parking program was enacted and enforced shall not be waived, voided, refunded, or dismissed solely because the program is subsequently discontinued.
