TWO YEAR 2022-2023 & 2023-2024 CAPITAL IMPROVEMENT PROGRAM (CIP) AND FIVE-YEAR CAPITAL IMPROVEMENT PLAN FY2022-2027
Kevin Marstall, Director of Community Development, presented the staff report along with Bernard Enrile, CIP Manager, Bruce Davis, Interim City Engineer, and Greg Taylor, Director of Information Technology. Mr. Marstall explained that the Council was being requested to make recommendations on the proposed two-year CIP Budget for Fiscal Years 2022-23 and 2023-24 and Five- Year Capital Improvement Plan FY 2022-2027.
Staff provided two funding alternatives for $2.33 million of one-time General Fund revenue for Capital Project funding for Council’s consideration.
Following questions from the City Council, Mayor Aliano opened a public comment period.
Suzanne Delbou, Concord, requested a stop sign at the corner of Esparanza and Bonifacio and spoke in support of Alternative 1.
Mayor Aliano closed the public comment period.
Following discussion by the Council, a motion was made by McGallian and seconded by Obringer to allocate $2.33 million of Capital Project funding as identified in Alternative #1 in the staff report and allocate $300,000 Measure V funds to prepare the design of Ayers Road.
Alternative #1: Residential subarea, 3-N, which encompasses the area bordered roughly by Lacey Ln/Tilson Dr to the south, Meadow Ln to the north, Monument Blvd to the east, and Gelbke Ln to the west, was identified by staff, subsequent to Council approval of the Five-Year Pavement Expenditure Plan, as a recommended residential pavement maintenance project to be funded for design and construction as an addition to the Five-year Plan. The design phase is recommended as part of the Two-Year CIP Budget, but construction funding has not been identified, therefore staff recommends allocating $1.58M of the remaining $2.33M towards this project, ENG-23-026. Staff recommends that the remaining $750,000 of the one-time $4.4M be allocated towards residential subarea, 5-H, which comprises a portion of the Holbrook Heights neighborhood affected by the prior CCWD water main replacement project, and identified by City Council during the Mid-Cycle CIP Budget Update in June 2021 as a project, ENG-23-024, for future pavement maintenance funding.
The motion passed by unanimous vote of the Council.
