Hope Johnson spoke of incorporating the cost to build and ask the State to provide funding for building costs.
Mayor Aliano closed the public comment period.
Following comments by the City Council, it was the consensus of the Council to direct staff to make the following changes to the draft Housing Element Update:
On Program 2 (Addressing Constraints to Development), remove the amendment to allow large residential care facilities by right.
On Program 16 (Parking), remove the amendments to reduce residential parking requirements (first two bullets) and clarify that parking reductions on religious properties (third bullet) are not to exceed State requirements.
On Program 20 (Residential Tenant Protections), conduct outreach on the Tenant Anti- Harassment Ordinance on a separate, faster timeline than for tenant protections overall. Evaluate Tenant/Community Opportunity to Purchase Act (TOPA/COPA) programs as a potential anti-displacement strategy, and support such legislation at the State level. Evaluate regulations to address displacement caused by short-term rentals. Add a narrative that discusses in one location all of the City programs and/or funding being provided to assist tenants, both directly and through service providers.
It was the consensus of the Council to not add programs related to rent control and just cause for eviction, rather to wait and assess the effectiveness of the City’s other anti- displacement strategies, including the recently adopted Tenant Anti-Harassment Ordinance.
