Question applies to Homeless Strategic Plan Working Group Describe your experience using homeless response programs such as CORE, the Police Department, and non-profit providers.
I currently manage the contracts of a 2nd chance street focused ambassador program, a 24-hour private security team, a retired officer team and a 10b officer program. I have also worked closely with organizations Downtown Streets Team and Miracle Messages. Having a myriad of responses, with levels of enforcement, to the symptoms attributed to homelessness is key. All communities are experiencing this very debilitating disease but are desperately trying to find a compassionate remedy, so this disease has as little negative effect on their socio-economic system as possible.

Why would you like to participate in the Concord Community Academy? Homelessness is one of the largest and fastest growing problems we face today. Along with education and veterans affairs, it is a passionate cause for me. I do believe business can greatly help here. In the past, I worked with The San Ramon Community Services Group and brought the same thought with great success with regard to Youth Services.

Only through contributions to the local food bank. Part of my work has me traveling to downtown Los Angeles. In the past 9 months, their homeless issue has continued to get worse. Let's make sure we bring logical, workable ideas to Concord.

Question applies to Homeless Strategic Plan Working Group Describe your most recent interaction with someone who you believe is unsheltered.
There are hundreds of unhoused on South Alameda Street in LA, where I work from time to time. Each person has a different story. Some are allegedly there by choice. The community has a broad spectrum of problems that include, but are not exclusively, mental illness and drug use. I was able to get 2 people jobs at my company as a result of honest communication.

Why would you like to participate in the Concord Community Academy? The reason I would like to be part of this community academy is due to the fact that I was homeless from a 7 years and had the hardest time getting out of the hole that I'm in is hard hard nobody really understands this I have knowledge of the people I have a good rapport with all the people I am I would love nothing more than to help people find their way and find an easy way will not really easy but a way to help themselves get out of the hole that they're in it's not easy I'm trying to guard your stuff and trying to work trying to feed yourself keep yourself close and warm and guard your things at the same time is just horrendous it's awful and I would love for people do not have to go through this but I'm seeing more and more people coming into the homeless community more and more every day it is not a pretty sight it is not a glamorous it is really hard and it's hard for women especially and I would love to be part of helping people that want to be helped get up and get into a place of shelter to where they can have their own place and feel good about themselves again and feel like they are part of society. You start believing that you are a bad person or that you're being stereotyped or that you're no good because you're homeless and that's not true in every case. Every case is different every person is different and you can tell who are the ones that want to be helped and who are the ones who are abusing and using the system. The system, it needs to be changed it failed me I don't know how many times. I feel I would be great at giving some insight of to where it's working and where it's not from my end and I have again a good rapport with almost all of the homeless that are out here in Contra Costa county, well... in Concord that is. Nothing saddens me more then watching good people lose everything they own Time and Time and Time and Time again it hurts my feelings that people are stealing from each other when they have nothing really to steal but yet they're stealing it from each other and stealing from the community around them in order to survive. And I understand that it impacts everybody everybody the homeowners the business owners City councils everybody and it affects the homeless more than you know. Some of us don't want to be out here we don't belong out here but due to serious unfortunate events has thrown us into this situation that is not ideal or safe for anyone. I would love to be part of something great that helps get a lot of homeless people off the streets and in the safe environments that are out of the elements and able to keep their things and keep their dignity.

I haven't participated in any City community distributions but I have done it myself I always getting extra food and giving it to other people constantly food dog food blankets coats clothes you name it I have given it away or it's been stolen from me but I have given a lot of food away and distributed to a lot of people batteries for flashlights.
Question applies to Homeless Strategic Plan Working Group Describe your most recent interaction with someone who you believe is unsheltered.
My most recent interaction with a person who is unsheltered was not on a good side she stole from me and that hurt my heart, she stole from my friend who was trying to help her as well but I understand and I don't blame her it's just the circumstances that she's in I just wish you would have trusted me more .

Subject: Considering approval of the 2023 City Council Meeting Calendar (continued from December 13, 2022 and January 10, 2023).
Report in Brief
The City Council regularly meets on the first, second, and fourth Tuesday of each month for City Council meetings (meetings). Meetings are cancelled when they conflict with City of Concord Holidays. Additionally, the City Council historically takes a break from meetings for one month during the summer, allowing City Councilmembers to take vacations without missing meetings.
This item was discussed by Council at its December 13 meeting but no action was taken. Direction was given to poll staff regarding their preference of a July or August break, to research meeting start times, and to bring the information back to Council for consideration of the 2023 City Council Meeting Calendar.
Recommended Action
Review and approve the attached calendar.
Background
The City Council regularly meets on the first, second, and fourth Tuesday of each month. Meetings are cancelled when they conflict with City holidays. Historically, the City Council takes a break from meetings for one month during the summer to allow City Councilmembers time to take vacations without missing meetings. In order to provide scheduling clarity, staff prepared a list of expected meetings in 2023, as done annually of each year for Council adoption.

City Council Agenda Report
Agenda Item No. 5.c
January 17, 2023
Analysis
Summer Break
The outstanding question for Council to discuss is which meetings should be cancelled in order to allow Councilmembers to schedule vacations without creating conflicts with public Council meetings. Historically, public Council meetings were cancelled in August.
This practice changed in 2018 when Council began cancelling meetings in July, so that councilmember vacations could occur prior to school resuming in August.
Having one month of time with no public meetings supports staff in two key ways: first, executive staff often schedule their main vacations during this period; and second, the City Clerk’s office uses the break to catch up on much needed “clean-up” work that is difficult to complete during periods of regular City Council meetings, and to focus on the nomination period in election years.
There is agreement from the Executive Team that a July break is better than August. In addition to the way it benefits their personal schedules, it also helps to ensure that end of fiscal year tasks are completed prior to July 1. The July break also assists Recreation Services by allowing staff to focus on summer programs rather than preparing Council action items.
To support Council’s discussion, a list of school opening dates for MDUSD, Clayton Valley Charter, De La Salle, and Carondelet is provided in the table below.
School Orientation Start Date
MDUSD August 10, 2023
Clayton Valley Charter High

August 2-4, 2022 (new
students)
August 8, 2023
De La Salle and Carondelet August 14 and 15, 2023 August 16, 2023 Council Calendar
The attached expected meeting calendar shows no meetings on July 4, 11, 25, August 1, and December 26. A meeting is not proposed for Tuesday, August 1, because it is National Night-out and City Councilmembers participate in community-hosted neighborhood gatherings. A meeting is not scheduled for December 26 due to its proximity to the winter City holidays.
The Mayor, working with the City Manager, may call special meetings or cancel meetings as needed to support the work of the City Council. The general public should always check the City’s website or contact the City Clerk regarding City Council meetings they desire to attend.
City Council Agenda Report
Agenda Item No. 5.c
January 17, 2023
Meeting Start Time
At the December 13 meeting staff was directed to research a 5:30 p.m. meeting start.
Resolution No. 91-102 amends Policy and Procedure No. 2, Section 3.1 to read as follows: “3.1 Regular Meetings. Pursuant to Section 2100 of the Concord Municipal Code, regular meetings of the City Council shall be held in the Farrel A. Stewart Civic Center, 1950 Parkside Drive, Concord. Regular meetings shall be held on the first, second, and fourth Tuesday of each month and shall convene at 5:00 p.m. The Council Agenda shall reserve 5:00 p.m. to 6:30 p.m. for non-hearing items, including authorized closed sessions. No hearing or public hearing shall commence before 6:30 p.m. No hearing or public hearing shall commence after 10:00 p.m. without a majority vote of the Councilmembers present.”
Changing hearing start times from 6:30 to 5:30 p.m. may create issues with Closed Session scheduling, and, while a 5:30 p.m. start time may be convenient for some City staff, it provides less time for the public to get to the meeting if coming from work. It also reduces the ability of the City Attorney and City Clerk to address end of day issues that impact agenda items.
If the Council wishes to change the language in Policy and Procedure No. 2 to reflect a change in the meeting start time, staff will prepare a Resolution for adoption at an upcoming meeting.

The City Council Agenda was posted.
