The Concord City Council met in a special meeting in the City Council Conference Room, located at 1950 Parkside Drive, Wing A, Concord, California at 5:30 p.m. on Tuesday, June 25, 2024, with Mayor Birsan presiding and all Councilmembers present. Minutes follow in abbreviated form per Resolution 3361 and Council Minutes of September 26, 1966.
STAFF PRESENT: Valerie Barone, City Manager; Justin Ezell, Assistant City Manager; Thomas Capriola, Senior Assistant City Attorney; Josh Clendenin, Senior Assistant City Attorney; Guy Bjerke, Director of Economic Development and Base Reuse Mayor Birsan opened a public comment period, and upon receiving no public comment, closed the public comment period.
The meeting was recessed and immediately reconvened in a closed session on CONFERENCE WITH LEGAL COUNSEL — ANTICIPATED LITIGATION Initiation of litigation pursuant to paragraph (4) of subdivision (d) of Section 54956.9: One potential case and CONFERENCE WITH REAL PROPERTY NEGOTIATORS pursuant to Government Code Section 54956.8 Property: Area within Concord Community Reuse Plan Agency negotiators: Valerie Barone, City Manager; Guy Bjerke, Director of Economic Development & Base Reuse Negotiating parties: Erica Spinelli, Department of the Navy Under negotiation: Price, Terms of Payment.
